The following is a re-telling of the making of that statue, originally published in the book Children of Dragon, by a sculptor named Cao Xinyuan: Nothing excites a sculptor as much as seeing a work of her own creation take shape. But although I was watching the creation of a sculpture that I had had no part in making, I nevertheless felt the same excitement. It was the "Goddess of Democracy" statue that stood for five days in Tiananmen Square. Until last year I was a graduate student at the Central Academy of Fine Arts in Beijing, where the sculpture was made. The views expressed are personal Introduction # To the outside world, China seeks to project a picture of monolithic unity behind President Xi Jinping’s highly centralised leadership. However, media tropes point to a greater scrutiny of his role and leadership style, especially during the early stages of the COVID-19 outbreak in Wuhan. # Reports have surfaced alleging delays in reporting facts, conflicting instructions and tight censorship. # Observers have drawn parallels between Mr. Xi and his powerful predecessors, Mao Zedong and Deng Xiaoping, perhaps a tad unfairly to both the iconic architects of the People’s Republic of China (PRC). A timeline of change Mao # Mao presided over the founding of the PRC in 1949. # He consolidated his leadership during the Long March in the mid-1930s. Despite his many detractors, he remained the undisputed leader of China until his death on September 9, 1976 even if, towards the end, it was the Gang of Four, led by his wife Jiang Qing, which had usurped power in his name. # Mao banished his adversaries frequently, whether it was Liu Shaoqi, Lin Biao, or even Deng Xiaoping. # Mao’s reign after the founding of the PRC lasted 27 years. amnesty international PEOPLE'S REPUBLIC OF CHINA No Improvement in Human Rights: The Imprisonment of dissidents in 1998 4 March 1999 AI Index: ASA 17/14/99 Despite the marking of the 50th anniversary of the adoption of the United Nations Declaration of Human Rights in 1998 and despite the recent signing by China of the two United Nations Covenants on Human Rights there are still no guarantees for the Chinese people that they will not be detained or arrested for seeking the freedoms of association and expression enshrined in the UN Declaration. In the past twelve months, many scores of people throughout China have been detained, harassed and imprisoned solely for exercising these rights. The Chinese government’s signing of the International Covenant on Civil and Political Rights (ICCPR) in October 1998, the visits to China of American President Bill Clinton, and the UN High Commissioner for Human Rights, Mary Robinson were heralded as triumphs for diplomacy and human rights ‘dialogue’. International opinion began to suggest that the Chinese authorities were making improvements in human rights. However, as the prospect of international censure recedes and the international spotlight faded, the Chinese authorities once again began to crack down on dissidents and activists. During the last few weeks of 1998, over 29 dissidents were detained, four leading dissidents sentenced to lengthy terms of imprisonment and several other dissidents and labour activists have been sentenced to re-education through labour terms and lengthy terms of imprisonment. Since October 1998 when China signed the ICCPR it is estimated that over 80 dissidents have been detained and at least 15 high profile dissidents have been given heavy prison sentences or assigned to re-education through labour. -

Page 1 of 66 China (includes Tibet, Hong Kong, and Macau) Country Reports on Human Rights Practices - 2003 Released by the Bureau of Democracy, Human Rights, and Labor February 25, 2004 (Note: Also see the section for Tibet, the report for Hong Kong, and the report for Macau.) The People's Republic of China (PRC) is an authoritarian state in which, as directed by the Constitution, the Chinese Communist Party (CCP or Party) is the paramount source of power. Party members hold almost all top government, police, and military positions. Ultimate authority rests with the 24-member political bureau (Politburo) of the CCP and its 9-member standing committee. Leaders made a top priority of maintaining stability and social order and were committed to perpetuating the rule of the CCP and its hierarchy. Citizens lacked both the freedom peacefully to express opposition to the Party-led political system and the right to change their national leaders or form of government. Socialism continued to provide the theoretical underpinning of national politics, but Marxist economic planning has given way to pragmatism, and economic decentralization increased the authority of local officials. The Party's authority rested primarily on the Government's ability to maintain social stability; appeals to nationalism and patriotism; Party control of personnel, media, and the security apparatus; and continued improvement in the living standards of most of the country's 1.3 billion citizens. The Constitution provides for an independent judiciary; however, in practice, the Government and the CCP, at both the central and local levels, frequently interfered in the judicial process and directed verdicts in many high-profile cases. -

ADB/OECD Anti-Corruption Initiative for Asia and the Pacific 5th regional anti-corruption conference Hotel Nikko New Century Beijing Beijing, People’s Republic of China Governments and private sector must do more to fight corruption in Asia-Pacific, finds ADB/OECD anti-corruption conference in Beijing BEIJING, THE PEOPLE’S REPUBLIC OF CHINA (30 September 2005) – Asia and Pacific governments and businesses need to tackle corruption more aggressively to reduce growing social inequality and sustain economic growth. That was the message of the 5th Regional Asian Development Bank (ADB)/Organisation for Economic Co- operation and Development (OECD) Anti-Corruption Conference for Asia and the Pacific, hosted by the People’s Republic of China (PRC) this week. Richard Hecklinger, OECD Deputy Secretary-General, underlined the success of the conference, especially in enabling participants to openly share experiences and challenges: “Government commitment to fighting corruption in the region has improved over the past two years and reforms are underway but much more still needs to be done.” The conference was convened in Beijing from 28-30 September 2005. Mr. Wu Guanzheng, member of the Standing Committee of the Political Bureau of the CPC Central Committee and Chairman of the CPC Central Commission for Discipline Inspection, met with the representatives of the delegations. Mr. He Yong, Secretary of the Secretariat of the CPC Central Committee and Vice Chairman of the CPC Central Commission for Discipline Inspection, Mr. Hua Jianmin, State Councilor and Secretary General of the State Council, and Mr. Jia Chunwang, Chief Procurator of the Supreme People’s Procuratorate presided over the opening ceremony. -

Prepared Statement of Xiaorong Li, Independent Scholar Congressional-Executive Commission on China Roundtable on "Current Conditions for Human Rights Defenders and Lawyers in China, and Implications for U.S. Policy" June 23, 2011 The serious backsliding of the Chinese government’s human rights records had started before the 2008 Summer Olympics, highlighted with the jailing of activists Hu Jia, Huang Qi, and many others, the torture and disappearance of lawyer Gao Zhisheng, the imprisonment of Nobel Peace Prize laureate Liu Xiaobo and house arrest of his wife, both incommunicado, and the house arrest of Chen Guangcheng after his release. Yesterday’s release of the artist Ai Weiwei on bail awaiting for trial was in the same fashion as his arrest: with disregard of the Chinese law. All these took place in the larger context of severe restrictions on freedom of expression and association, repression against religious and ethnic minorities, and significant roll-back on rule of law reform. Since February, several hundreds of people have been harassed or persecuted in one of the harshest crackdowns in recent years when the Chinese government tried to stamp out any sparks for protests in the Tunisia-style “Jasmine Revolution” after online calls first appeared. According to information documented by the group Chinese Human Rights Defenders, the Chinese government has criminally detained a total of 49 individuals, outside the Tibet and Xinjiang regions. As of today, nine of them have been formally arrested, three sent to Re-education through Labor (RTL) camps, 32 have been released but most of them not free: out of which 22 have been released on bail to await trial, while four remain in criminal detention. -

China-Russia Relations: One Year Later: Geopolitics or Geoeconomics? by Yu Bin Associate Professor, Wittenberg University Two one-year anniversaries – the Russia-China friendship treaty and the Sept. 11 attacks – were very much in the minds of Russian and Chinese leaders during the third quarter of 2002. Both China and Russia publicly expressed satisfaction with the historic treaty that “legalizes” bilateral interactions. Beyond that, Russian President Vladimir Putin’s Bismarckian diplomatic dexterity seemed to make Russia not only an eagerly sought member of the major power club, but also to position it in a crucial point between the West and the so-called “axis of evil” states (Iraq, Iran, and North Korea). Meanwhile, Beijing’s strategic and diplomatic constraints were somewhat alleviated by the country’s sustained economic growth. Between China and Russia, the much alluded to friendship treaty appeared only to offer another round of strategic maneuvering and mutual adjustment at the dawn of a new U.S. military doctrine of preemption that would displace deterrence. Premiers’ Tough Talk: Profit First, Friendship Second The quarter began with Russian Security Council Secretary Vladimir Rushailo’s visit to China on July 15-20 to celebrate the one-year anniversary of the friendship treaty. Rushailo met with almost all top Chinese leaders (President Jiang Zemin, Vice Premier Qian Qichen, Foreign Minister Tang Jiaxuan, Defense Minister Chi Haotian, acting State Security Minister Gen Huichang, and Public Security Minister Jia Chunwang). The seventh regular prime ministers’ meeting between Zhu Rongji and Mikhail Kasyanov in Shanghai on Aug. 21-23 was the most substantial high-level interaction for the third quarter. -
