    August 2020 Our world has changed, both globally and in Toronto where LIGHTS operates. Dealing with the unforeseen challenges caused by the COVID-19 pandemic has taken a significant toll on people who have an intellectual disability and their families. The 3,600 individuals waiting for long-term housing in Toronto were al- ready on the edge of crisis and are now facing even greater barriers to seeking a home of their own. The emotional, physical, and financial drain on them will be even more overwhelming now. A few people in the LIGHTS family had the opportunity to meet with Minister Todd Smith’s staff by phone earlier this summer. We heard that the Ministry of Children, Advisory Board Community and Social Services is committed to protecting the health and well-being of all individuals who have an intellectual disability. The challenge is huge and changes in how services are delivered and funded need to occur. Mary Pat Armstrong, Chair This Ministry believes in a system that supports a responsive, person-directed Doug Biggar approach that is sustainable for many years. Minister Smith’s staff shared with us Andrew Boddington that the Ministry will be undertaking Developmental Services Sector Reform.     Introduction The image of the ''killer robot" once belonged uniquely to the world of science fiction. This is still so, of course, but only if one thinks of human­ like mechanical contraptions scheming to conquer the planet. The latest weapons systems planned by the Pentagon, however, offer a less anthropo­ morphic example of what machines with "predatory capabilities" might be like: pilotless aircraft and unmanned tanks "intelligent" enough to be able to select and destroy their own targets. Although the existing prototypes of robotic weapons, like the PROWLER or the BRAVE 3000, are not yet truly autonomous, these new weapons do demonstrate that even if Artificial Intel­ ligence is not at present sufficiently sophisticated to create true "killer robots,'' when synthetic intelligence does make its appearance on the planet, there will already be a predatory role awaiting it. The PROWLER, for example, is a small terrestrial armed vehicle, equipped with a primitive form of "machine vision" (the capability to ana­ lyze the contents of a video frame) that allows it to maneuver around a battlefield and distinguish friends from enemies. Or at least this is the aim of the robot's designers. In reality, the PROWLER still has difficulty negoti­ ating sharp turns or maneuvering over rough terrain, and it also has poor friend/foe recognition capabilities. For these reasons it has been deployed only for very simple tasks, such as patrolling a military installation along a predefined path. We do not know whether the PROWLER has ever opened fire on an intruder without human supervision, but it is doubtful that as currently designed this robot has been authorized to kill humans on its own.

Complex objects such as media systems—understood here as processes, or ele- ments in a composition as much as “things”—have become informational as much as physical, but without losing any of their fundamental materiality. Fuller looks at this multi- plicitous materiality—how it can be sensed, made use of, and how it makes other possibilities tangible. He investi- gates the ways the different qualities in media systems can be said to mix and interrelate, and, as he writes, “to produce patterns, dangers, and potentials.” Fuller draws on texts by Félix Guattari and Gilles Deleuze, as well as writings by Friedrich Nietzsche, Marshall McLuhan, Donna Haraway, Friedrich Kittler, and others, to define and extend the idea of “media ecology.” Arguing that the only way to find out about what happens new media/technology when media systems interact is to carry out such interac- tions, Fuller traces a series of media ecologies—“taking every path in a labyrinth simultaneously,” as he describes one chapter.     With Biophilia, Björk Creates Album Art For The 21st Century (It's An App!) Scott Snibbe, one of the designers Björk worked with to create her interactive musical fusion "Biophilia," tells Co.Design how it all came together. A new album release by Björk almost always means some interesting design experiment sprung on the world -- whether it's her outfits, music videos, album art, or the music itself. Her latest, Biophilia, ups the ante by offering an interactive experience of the album comprising 10 apps (enclosed within a "mother" app), one for each song. The theme of the album is ambitious, too: life, the universe, and everything, to put it simply. (When your promo video is narrated by legendary naturalist-filmmaker David Attenborough, you'd better aim high.) To create Biophilia's "mother" app (as well as three of the enclosed ones), Björk tapped media artist, filmmaker, and interactive design researcher Scott Snibbe. Snibbe is no stranger to experimental music-apps or megawatt collaborators -- the last app of his that we wrote about, Oscilloscoop, had input from Brian Eno. Co.Design interviewed Snibbe about what collaborating on Biophilia was like. Co.Design: How did you come to connect with Bjork for this project? Have you worked with her before? Snibbe: Last June Björk's manager, Derek Birkett, sent me an amusing email in typically understated English style that said 'I am sorry to bother you, I work for the recording artist Björk, she is a massive fan of your work, we're looking to make an iPad app, do you know anyone who might be interested?" Obviously I was very flattered and offered to help.
