Expression of Interest Maintenance and Snow Clearing Contractor For Area A (Gold Bridge/)

The Squamish- Regional District is accepting proposals for a Facilities Maintenance and Snow Clearing contractor for Area A. Duties include:

 Spring cleanup around the Gold Bridge Community Complex and other Area A buildings as requested by the SLRD;  Weeding & maintenance of gardens and grassy areas around the Gold Bridge Community Complex and other Area A buildings as requested by the SLRD during summer months;  Washing exterior windows of the Gold Bridge Community Centre;  Small repairs and maintenance issues thru out Area A and Area A buildings as requested by the SLRD; may include but limited to: sign installation, illegal dump clean up, general repairs to SLRD buildings and other maintenance issues.  Shoveling and clearing snow as per Schedule A and Schedule B.  Must be proficient in basic carpentry skills and use of hand tools.

This will be an hourly contract and other duties may be assigned periodically. The contract will be for one year with an option to extend for up to two (2) additional years. Contract fee will be based on an hourly rate of $25/hr. and mileage rate of $0.52/km. The SLRD will supply a snow blower for snow removal; basic carpentry and landscaping tools will be provided by the contractor.

The Contractor shall obtain and maintain during the Term comprehensive general liability of $2,000,000.00 per occurrence and shall provide evidence of such coverage to the SLRD.

1. Gold Bridge a) Post Office/Library parking lot and sidewalk b) Ambulance entrance c) Gold Bridge pump house d) Gold Bridge fire hydrants 2. Bralorne a) Bralorne pump house b) Bralorne fire hydrants c) Bralorne Church (as requested) d) Hospital Road – hydrant access and water main valves. 3. Other Area A locations as requested by the SLRD from time to time.

Schedule B TERMS OF REFERENCE AND OPERATING GUIDELINES

1. The SLRD will supply a snow blower, the contractor will supply other necessary hand tools. Equipment other than hand tools identified and agreed as necessary by the SLRD will be provided to the contractor by the SLRD. The SLRD will also reimburse the contractor for all disposables such as, but not limited to, paint, garbage bags, deicing rock and fuel for the snow blower. 2. The Contractor will comply with all federal, provincial and local governmental laws, regulations, codes and ordinances. 3. Properties mean all locations as described in Schedule A. 4. The Contractor will begin clearing snow at the Properties as soon as the snow or ice reaches a depth of 4 inches, regardless of the time of day or night or the day of the week. 5. All work shall be completed in a workmanlike manner consistent with customary industry practices, for the amounts specified on Schedule C. 6. The Contractor shall supply and mechanically spread deicing rock salt at the Contractor’s own discretion. Contractor shall spread calcium chloride on concrete walkways and warrants that the calcium chloride will not harm concrete and landscaping. 7. For snowfalls of 4”-6” depth, all snow shall be cleared away from the buildings and moved to the farthest end of the parking lots. No snow shall be piled up and stacked around light posts, or onto islands or landscaping. 8. For snowfalls of more than 6” depth, all snow shall be cleared away from the buildings. The Contractor will relocate snow that has accumulated during the Term, if such accumulation begins to impair access to the Properties entrance, fire lanes, interior roadways or designated parking stalls. 9. The Contractor shall return during the day to clear snow from vacant parking stalls, if a majority of the parking stalls are still occupied. The Contractor shall return the next day before 9 a.m. to clear as many stalls as possible. 10. All fire hydrants must be kept free from snow and tall grass and be easily accessible in case of emergencies. 11. The Contractor shall be responsible for damage to the Properties caused by snow removal operations including, but not limited to, buildings, curbs, parking blocks, islands, sidewalks, light poles, signs, landscaping, paving or striping of the Properties or equipment used in connection therewith. 12. Contractor agrees to contact the SLRD if for some reason the entire Properties cannot be completely cleared within four (4) hours after snow or ice has stopped falling.

Schedule D INSURANCE REQUIREMENTS

Insurance Requirements 1. In addition to the Contractor providing to the SLRD evidence of WorkSafeBC coverage, the Contractor shall obtain and maintain during the Term comprehensive general liability and non-owned automobile liability insurance providing coverage for death, bodily injury, property loss and damage and all other losses arising out of or in connection with the provision of the Services in an amount not less than $2,000,000.00 per occurrence and shall provide evidence of such coverage to the SLRD.

Insurance Policies 2. All policies of insurance required to be taken out by the Contractor will be with insurance companies satisfactory to the SLRD and will:

i) name the SLRD as additional insured;

ii) include that the SLRD is protected notwithstanding any act, neglect or misrepresentation by the Contractor which might otherwise result in the avoidance of a claim and that such policies are not affected or invalidated by any act, omission or negligence of any third party which is not within the knowledge or control of the insured;

iii) be issued by an insurance company entitled to carry on the business of insurance under the laws of ;

iv) be primary and non-contributing with respect to any policies carried by the SLRD and will provide that any coverage carried by the SLRD constitutes excess coverage;

v) not be cancelled or materially changed without the insurer providing the SLRD with 30 days written notice stating when such cancellation or change is to be effective;

vi) be maintained for a period of 12 months per occurrence;

vii) include a cross liability clause; and

viii) be on other terms acceptable to the SLRD, acting reasonably.
