Monthly Policy Review July 2015 Highlights of this Issue RS Select Committee submits report on the Constitution Amendment Bill on GST (p. 2) The Committee made certain recommendations in relation to the 1% additional tax and compensation provisions. Three Notes of Dissent were also submitted, in relation to the 1% tax and voting pattern of the GST Council. High Level Committee on Railways restructuring submits final report (p. 5) Key recommendations of the Committee include setting up an independent regulatory authority, decentralisation of powers to the division level, introducing commercial accounting, and rationalising its manpower. Draft Land Acquisition Rules, 2015 for acquisition by central government released (p. 5) Provisions of the draft Rules include the limit above which R&R will apply for private purchase of land, details of the process of acquisition, updating land records prior to acquisition, details of R&R scheme, etc. Ministry of Finance invites comments on the revised Indian Financial Code draft Bill (p. 3) The draft Bill revises certain sections of an earlier draft Bill released in 2013, which proposed to establish new institutions for regulating the financial sector, and merger of several existing regulatory bodies. Black Money Rules in relation to one time compliance opportunity notified (p. 3) The Rules specify a period of September 30, 2015 to December 31, 2015 within which previously undisclosed foreign assets may be declared, and tax and penalty on same is to be paid. Draft National Renewable Energy Bill, 2015 released (p. 7) The draft Bill provides for the creation of the National Renewable Energy Fund and State Green Fund. -

ABANDONING COPYRIGHT Dave Fagundes* & Aaron Perzanowski** For nearly two hundred years, U.S. copyright law has assumed that owners may voluntarily abandon their rights in a work. But scholars have largely ignored copyright abandonment, and the case law is fragmented and inconsistent. As a result, abandonment remains poorly theorized, owners can avail themselves of no reliable mechanism to abandon their works, and the practice remains rare. This Article seeks to bring copyright abandonment out of the shadows, showing that it is a doctrine rich in conceptual, normative, and practical significance. Unlike abandonment of real and chattel property, which imposes significant public costs in exchange for discrete private benefits, copyright abandonment is potentially costly for rights holders but broadly beneficial for society. Nonetheless, rights holders—ranging from lauded filmmakers and photographers to leading museums and everyday creators—make the counterintuitive choice to abandon valuable works. This Article analyzes two previously untapped resources to better understand copyright abandonment. -

Monthly Policy Review February 2017 Highlights of this Issue Union Budget 2017-18 presented in Parliament (p. 2) The government is estimated to spend Rs 21,46,735 crore in 2017-18, to be met through receipts of Rs 16,00,203 crore (excluding borrowings) and borrowings of Rs 5,46,532 crore. Fiscal deficit is expected to be 3.2% of GDP. GDP grows at 7% in the third quarter of 2016-17 (p. 3) Gross Value Added grew at 6.6% in this quarter. Growth in the agriculture and manufacturing sectors increased, while that in the construction and services sectors decreased over the second quarter of 2016-17. Policy repo rate kept unchanged at 6.25% (p. 3) The Monetary Policy Committee released the sixth Bi-Monthly Monetary Policy Statement of 2016-17. The Committee kept the policy repo rate and the reverse repo rate unchanged at 6.25% and 5.75%, respectively. The Specified Bank Notes (Cessation of Liabilities) Bill, 2017 passed by Parliament (p. 3) The Bill removes the liability of the RBI and the central government to honour old Rs 500 and Rs 1,000 notes which were demonetised in November 2016. It also imposes penalties on any person holding more than 10 such notes. Payment of Wages (Amendment) Bill, 2017 passed by Parliament (p. 5) The Bill permits the employer to pay wages by cheque or through a bank account without written authorisation from the employee. Dissertation Advisor: Professor Sugata Bose Dinyar Patel The Grand Old Man: Dadabhai Naoroji and the Evolution of the Demand for Indian Self-Government Abstract This dissertation traces the thought and career of Dadabhai Naoroji, arguably the most significant Indian nationalist leader in the pre-Gandhian era. Naoroji (1825-1917) gave the Indian National Congress a tangible political goal in 1906 when he declared its objective to be self-government or swaraj. I identify three distinct phases in the development of his political thought.
