Blackpool’s Planning Policy Framework 1.2 The Blackpool Local Plan 2012 – 2027 comprises two parts: Part 1 is the Core Strategy [opens a new window] which was adopted January 2016 Part 2 is the Site Allocations and Development Management Policies Document. 1.3 The Local Plan is used to determine planning applications and priorities for the Borough over the 15 year plan period (2012-2027). 1.4 Alongside the Blackpool Local Plan, Lancashire County Council and the two Unitary Authorities of Blackpool and Blackburn with Darwen have prepared a Joint Lancashire Minerals and Waste Local Plan [opens a new window], which consists of a number of documents. 1.5 In addition to the above, the Council formally designated the Marton Moss Neighbourhood Area and Marton Moss Neighbourhood Forum on 26th March 2019. Preparation of the Marton Moss Neighbourhood Plan is currently being undertaken. It is set in the north-west corner of an existing park, Moor Park, in the residential neighbourhood of Bispham. The building is served by a large (200 space) car parking area. It lies at roughly 10m AOD and is broadly flat, falling to the south. The development site is around 3.4ha, including the surrounding earthworks and ‘soft’ play areas. Surface water drainage is to a combined sewer running underneath the site (pre-existing drainage).     Business Partnerships Report – July 29, 2016 Section 1: Visitor Economy BID FOR NEW CONFERENCE CENTRE A brand new conference centre could form the next step in the regeneration of Blackpool's visitor economy. Blackpool Council’s Executive has agreed to progress plans for the proposed facility at the Winter Gardens. It will now formally submit bids for external funding for the purpose-built facility on the former split-level car park site on Leopold Grove, including a request for support from the Lancashire Enterprise Partnership. The venue will include a state-of –the-art conference hall for 2000 delegates, a 1200sqm exhibition hall and break-out spaces as well as much needed catering facilities. The building will be directly linked to both the Empress Ballroom and the Opera House to form a flexible venue with combined capacities of up to 7,000. Whilst it is unlikely all the spaces will be in use at any one time for conferencing, this flexibility puts Blackpool back in the market to stage major conferences. The £300m Blackpool Central development will bring world- class visitor attractions to a landmark site on the famous Golden Mile along with new hotels, restaurants, food market, event square, residential apartments and multi-storey parking. The masterplan for the long-awaited redevelopment is inspired by Chariots Of The Gods, a global publishing phenomenon that explores alien encounters and unsolved mysteries of ancient civilisations. Chariots Of The Gods will be the main theme for Blackpool Central including the anchor attraction - the UK’s first “flying theatre”, a fully-immersive thrill ride that will create the incredible sensation of human flight. The 17-acre site, which currently includes one of Blackpool’s biggest surface car parks alongside the magistrates’ courts and former police station, was once earmarked as the site of a Vegas-style super-casino. The phased development could start as early as 2020. The two partners in the project, Nikal Ltd and Media Invest Entertainment, who own the intellectual property rights to Chariots Of The God, will present at the January 25 meeting. 2019 DESTINATION GUIDE The 2019 Blackpool Destination Guide showcasing the myriad of attractions in the resort is now available.
