This tariff publication is conditionally accepted subject to refund pending a 30 day review period. [N] Carrier will begin hydrostatically testing its system on March 31, 2021. Carrier will continue to accept nominations for transportation service under this tariff during the testing and will work to accommodate such nominations. However, in certain instances, one or more of the movements listed in this tariff may be temporarily unavailable. Carrier anticipates the testing should be completed by June 4, 2021 and therefore, this Temporary Embargo will remain in place until that date, unless sooner changed, cancelled or extended. In order to qualify for the Program, a Shipper must ship propane volumes in excess of two-hundred thousand (200,000) barrels (“Qualifying Volume”) to one or more of Dixie’s tariff destinations in the month, in accordance with the rules and regulations in Dixie’s FERC No 2.9.0, and subsequent revisions thereof. This program will continue in effect until June 30, 2021, unless it is cancelled sooner by Carrier in a subsequent tariff filing, which filing shall be made on at least thirty (30) days’ notice. (b) Any Shipper wishing to participate in the Program must notify Carrier in writing of its intention to do so prior to 7:00 AM of the first day of the month (“Notification”). In such Notification, Shipper must specify the origin points, in priority order, in Item 300 that Shipper intends to ship propane from during the month under the Program. The origin priority order will be used to apply the volume incentive rates by origin up to the Volume Cap. Shipper will not be eligible for the volume incentive rates set forth in Item 300 for any origin points that are not specifically identified in its Notification. (c) Shipper’s Notification and origin point selections for a month will automatically renew and apply to subsequent months unless Shipper notifies Carrier prior to 7:00 AM of the first day of the month that the Shipper no longer intends to participate in the Program or has changed its origin point selections for the month. (d) If, at the end of a month, Shipper has not shipped the Qualifying Volume, Shipper shall not be eligible for the volume incentive rates under the Program and shall instead be required to pay the Item 200 Commodity Rates for its shipments of propane during the month.
