Dear Graham Former H M S Ganges Site – B/12/00500 – The full and partial demolition of buildings associated with the redevelopment of the site to provide: 285 dwellings; a 60 bed nursing home; 400 sq. convenience retail; a building containing 400 sq. flexible dentist/doctor’s surgery/veterinary surgery/retail offices (B1/A2 or D 1 uses); and 600 sq.m of offices (B1 use); the use of Nelson Hall for estate offices, changing rooms, dry sports, workshops (use class B1B/C), community use & café; the use of Vincent House as a hotel (C2 use) together with parking and landscaping to form a linear park and landscaped gardens together with associated further landscaping and lighting (as amended).

The Shotley Parish Council is in the position where it must, technically, retract its support for this application. However, since taking this view, further information has become available and our position could be reconsidered depending on the reassurances and confidence received from Babergh relating to the headings identified below. Heritage Assets We are disappointed to get to this position as the heritage assets on the site, including the Listed Monuments are deteriorating. The iconic mast itself is now in an appalling state and a cause for great concern to both the village and to the ‘Old Boys’ from HMS Ganges. We consider that the developer and Council have failed in their duties to preserve this asset for the community and area. S106 Provisions We were initially encouraged with the level of consultation with the developer who appeared receptive to our requirements for the site. However, since the S106 negotiations between Babergh and the developer began the resulting S106 is considerably different to what we were expecting. Affordable Housing The whole of this provision appears to have been withdrawn to a claw back position within the S106. We feel that this is entirely unsatisfactory and we would seek reassurance from Babergh that it has the mechanisms in place to deliver at least some of this housing (for Shotley residents only) should funds be realised under the claw back provision. Our concern arises from having experienced developments where S106 provisions (or similar) have failed to materialize and nobody has been able, or willing, to enforce them. Spine Road We would be very concerned if the Spine Road was not built in its entirety at least to a base layer level and linked through to King Edward VII Drive before any houses are occupied. This would show a level of commitment by the developer and Babergh must ensure that both the Marina and the developer come to an acceptable agreement. The Mast There is an entirely separate planning permission (which has now lapsed) for the mast, which in our view Babergh should enforce immediately using the powers at its disposal. Currently, there is an unacceptable lack of clarity as to when the mast is going to be taken down, repaired and re-erected, with dates ranging from 2016/17 for dismantling to as late as 2022 for re-erection – nine years away. CONCLUSION We find ourselves in a difficult position. All our neighbouring parishes are against this development and we understand their reasons. Our concern is that there are inadequate safeguards, particularly as we understand the developer has attempted to sell the site and would divide it. This would make it considerably more difficult to manage the construction period, the communal spaces/buildings and the execution of the S106 provisions with all the perceived benefits of the s106 being undermined. We would therefore ask that Babergh ensure that suitable conditions are made within the planning permission or S106 provisions should this situation occur. In addition we urgently request clarification on all the points we have made above.

We have holding Whist Drives at Shotley for almost 20 years. We first started in the old Village Hall, when I was asked to set them up, I had never played Whist, but luckily at that time Mr Stevens was a great help. Over the years we have gradually got more members, and I have learned to play better! The trouble is I’m not very good at remembering which cards have gone, but I cope. At the moment I have some members who have taken the pressure off me. Jack, Matt and Peter are very good, as are Audrey and Christine, who help with the cakes and the washer uppers, Peggy and Vera. But most of all, my thanks go to all the players. Having been going for so long, I would hate to see it finish. Some Whist drives around the area have closed for one reason or another, but I will do my utmost to keeps ours going! Work has been underway to secure a development of affordable housing for Shotley following the Local Housing Need Survey completed on behalf of the Parish Council by Suffolk ACRE (now known as Community Action Suffolk)

All those involved now wish to seek the views of local people - before submitting a formal planning application – and a Public Information Day has been arranged for 5th December 2013.

Representatives from Babergh’s Affordable Housing Team, Suffolk Housing Society, Iceni Homes, Community Action Suffolk, and the Architect will be available to answer questions about the proposed scheme in The Street, Shotley. Detailed plans of the proposed development of 8 properties will be displayed.

Should a scheme go ahead, people interested in living in one of the properties would need to have a strong connection to Shotley, for example, by living, working or having parents living in the parish. Any homes built will be advertised for letting on the Council’s Choice Based Letting system called Gateway to Homechoice.

Anyone wishing to secure one of the properties is advised to register on the Gateway to Homechoice system. On Monday 14 October 2013, Suffolk County Council (SCC) began a 12-week consultation on the future of Reproduced by kind permission of PRIVATE EYE home care and community meals in Suffolk. With more than 300 responses received so far, the consultation is well underway, and with a number of information events announced people have a greater opportunity to get involved.

Sat 16th November saw Shotley Kidzone officially open their new facilities. The occasion was marked with an open event for everyone to view the new facilities and be able to discuss with staff the new extended opening hours and holiday clubs plus the provision of childcare for younger children (from 18 months). Members of staff, committee members, friends, families plus many familiar faces already attending Kidzone and some very welcome new faces watched Shotley Kidzone Chairperson Pete Sago, (accompanied by Isaac Sago), cut the ribbon and announce the new facilities open. These facilities will mean that Kidzone will be able to offer more places to children in the community. The new ‘Butterfly Room’ within the school premises will be used for the older pre-school children plus breakfast and after school club. The existing building which has undergone refurbishment will be known as the ‘Caterpillar Room’, and will mainly be used for younger pre-school children, from 18 months of age, and as a base for groups such as Home-start and Get Together which are dedicated to support families within the wider community. The new Butterfly Room, which although completely separate is within the primary school premises, means that children will experience an even smoother transition when the time comes for them to leave pre-school and enter full time education. With these newly extended facilities plus extended opening hours to cater for all childcare requirements, Shotley Kidzone really are striving to deliver the best facilities for children on the peninsular. For more details phone Karen or visit 1stimpressionsbeauty.co.uk on 787731. 15 Footpath Group Report - December 2013 It's almost 12 months to the day that our Parish Council purchased the woodland and foreshore at Shotley Gate, and the Footpath Group continues to work closely with the Parish Council in developing and managing the area. As the seasons unfolded through the year, various things have been done to improve access and open up areas that were otherwise inaccessible. With the help of the Probation Service we have repaired sections of the coastal path where the surface had either been washed away by high tides and waves crashing down, or been covered in mud due to heavy rain and run off from the cliff. In a couple of places where the mud regularly washes down we are experimenting with a timber 'guard' to try to stop further overspill – a cheap and cheerful solution if it works. The high winds on 28 October brought down a few trees. Wet and soggy ground due to heavy rain a few weeks ago, plus the trees not quite having dropped their leaves makes for a good target – lots of other places in the village also had tree problems. The immediate problem of dangerous trees in the Heritage Park was dealt with by Steve and Daniel Meacock, who are trained and experienced in handling 'the big stuff'. A big thank you to them for dealing with the Whinney Queech hazard so quickly. Further woodcutting and removal was done by volunteers who are very experienced with using chainsaws (note – the Parish Council have a duty to ensure that anyone who does work in the woodland is competent, and depending on the work being done may need to have them 'named' on the insurance register. This is certainly the case for woodcutting. For that reason cutting timber or removing it needs to be agreed with the Parish Council). Part of the management plan for the woodland is to use some of the felled timber as habitat for insects and bugs. Rotting and decaying branches are ideal breeding grounds for creepy crawlies, fungi, moss and lichen. So don't be surprised to see some timber lying around, it's there for a good reason..... November was a very good month for the Footpath Group. We put an application in July this year to the 'Suffolk Community Foundation' for a 'Working Together Community Award'. This award is to recognise a community group that 'has achieved outstanding outcomes through collaboration and partnership working'. We told the story of how the Erosion Protection project at Shotley Gate came together, and how we worked with the Statutory Bodies to raise £125,000 and protect our cliff against further loss. We then explained how this led to the Heritage Park and further community action. Lo and behold (well it will soon be Christmas) we received an award of....£5000! Yes, £5000! This money is earmarked for the next phase of erosion protection – Phase 3 to give it its proper name – at Shotley Gate. Thank you to all who came to the picnic area on 7 November to see Suffolk County Councillor Colin Spence, and Suffolk Community Foundation Grants Officer Sue Wright hand over the cheque, and special thanks to Councillor David Wood, who has supported our Group from day one. I mentioned Phase 3 Erosion Protection earlier – we're still waiting for the Marine Management Organisation to produce their 'Appropriate Assessment'. (Why these confusing words?) In English it means their decision on whether to issue a licence to go ahead with Phase 3, with whatever conditions they attach to the licence. The hold-up is because they are to visit Shotley with Natural to look at the actual site conditions, and to see the scale of the encroachment of the proposed gabions (i.e. 2 metres on the foreshore) in the context of the expanse of mudflats at Erwarton Bay.
