Results of the project was to develop a feasibility study with the participation of all relevant stakeholders and to develop a Cost- benefit analysis, with particular emphasis on the wider socio- economical benefits and costs, and is based on the understanding of the development potential in order to be able to reactivate Erdödy mannor in Jastrebarsko with its neighbourhood. October Macedonia GIZ RED - Regional Team Capacity building project for the regional development in 2011 – Economic Development leader Macedonia Technical assistance project was started by the GIZ RED December ([email protected]) for the Ministry of Local self-government of the Republic of 2011 Macedonia in order to prepare base line study for the future establishment of Regional Business Centers in the 8 planning regions in Macedonia. The policy paper was focused to understand needs of SMEs and current situation in Macedonian regions and suggest possible solution for the future. Furthermore the project offered support in moderating the 2nd training module of the Capacity building sequence for the representatives from institutions on the national level (MLS - Departments for RD and EU and Biro for the regional development) and helped organizing a study tour for the representatives from the regional level in order to visit case projects in Slovenia. October Ser bia Municipality of Sokobanja Expert Healthy place for healthy investments: Municipality of Sokobanja 2011 – is designing its proposal for the future investments for the June 2012 development of tourism in this area of Serbia. Cooperation with possible investors will help the municipality to design appropriate framework for long and medium term development and cooperation with investors. The specific objectives of the project are to; clearly understand the possible economic and physical opportunities of the municipality for the long term development of the spa tourism in the area of concern and to develop a legal/ environmental/physical/social framework for the future investments in private and public infrastructure. July 2011 - Croatia Municipality of Lopar (Alen Team Prefeasibility study of the Lopar tourist infrastructure project. August Andreškić, mayor) Leader Lopar is a well-known tourist destination in Croatia based on Island of 2011 Rab. In order to understand future tourism development in Lopar the tourist association of Lopar and municipality designed some project ideas for future implementation. Prefeasibility study was used to understand costs and benefits of each project proposed and to develop understanding of impact of implementing different projects. The study suggested basic necessary strategy of destination management in coordination with city of Rab and developed three possible investment possibilities which will need to mature and be decided in further processes. In line of the Mid- term evaluation contract second evaluation was focused to implementation of the European social fund in Slovenia. The purpose of this evaluation was to improve the relevance, efficiency and sustainability of the usage of funds intended for the 1. May 2011 - Montenegro LUX Dev and FODEMO Team Business Process R eview and Forest Information System December ([email protected]) leader Design focuses on building of the national legal, policy and 2011 institutional framework for forest management in Montenegro. The key objectives of the assignment are (1) to prepare a critical analysis of business processes deemed essential for the effective and efficient operation of state forest institutions and (2) to make preliminary recommendations for the design of a Forest Information System which will support the identified business processes. Tools as Standard Cost Modelling, Workplace Analysis, Logic Framework Matrix and similar are used in order to achieve efficient organization of forestry on Montenegro. The whole process of the project is implemented in close relation to the Ministry of Agriculture and Rural Development of Montenegro and FODEMO office in the country. May 2011 - Serbia GIZ Serbia Office Trainer Project -Cycle -Management Trainings according to EU Standards May 2012 (daniela.kostadinova and within the project Municipal Economic Development in the @gtz.de) team Danube Region (GIZ Serbia): Based on success of the first PCM leader training for Serbian municipalities in 2009 new round of trainings was delivered in order to rise capacity of local communities and towns for project preparation and implementation. A series of 7 trainings is designed to cover Basics of project cycle management, Project development, Budgeting, Cost benefit study and Evaluation. All being based on local needs and potentials. The 3-day trainings are organized in order to cover theory and practical knowledge while participants need to develop at least 2 realistic projects per municipality and apply for funding as an end result of the training. November Slovenia Government Office for local Team Support in preparation and implementation of regional 2010 – self-management and Leader development projects in Pomurje. The project is developed from April 2012 regional policy and Project three major results: i. Capacity building for regional development, ii. (in office of the Government of Project Preparation Facility and evaluation system for the future progress) the Republic of Slovenia in development of the region and iii. Oikos developed system of evaluations for the funds we are to be evaluating and delivered first evaluation. The evaluation of the Operational program for environmental and traffic infrastructure was based on evaluation of feasibility of each (120) projects listed in the OP ETI and of the additional projects proposed from the intermediate bodies for financing under the OP ETI. Evaluation of relevance of each investment strategy of the European regional development fund and Cohesion fund was done total allocation from these funds. July 2010 - Slovenia Ministry of Public Team Standard Cost Model for the Environmental legal system of the December Administration Leader Republic of Slovenia 5 major legal segments of the environmental 2010 ([email protected]) legislation in Slovenia were analysed under the Governmental decision to reduce red tape by 20%. More than 636 regulations were analysed through the SCM methodology by breaking them down into manageable components called information obligations (IO). They are analysed to identify the activities required within the firms to comply these are later breakdown to administrative activities which can be calculated through costs or administrative burdens for companies and citizens. Under the project several recommendations were developed and agreed with the Ministry of Environment and Ministry of Public Administration to be later used in developing future legal system for environmental protection. May 2010 Slovenia Ministry for agriculture, Team Ongoing monitoring of the National strategic plan for rural – May forestry and food member development 2007-2013 and the Mid-term evaluation of the Rural 2013 development plan 2007-2013. Activities of ongoing strategic ([email protected]) monitoring of the National strategic plan for rural development 2007- 2013 and the mid-term evaluation of the Rural development plan 2007-2013 ministry are issued under this contract which will develop evaluation methods and approach in first stages and later monitor the implementation of these two programs in Slovenia. In order to implement the project Oikos has started developing the whole evaluation concept and plan for the evaluation, this goes from tools and evaluation methods for evaluation questions answering. The system also involved macro modelling of Slovenia and input output table assessment for the investment from the European agricultural fund for rural development. This will be the base for the evaluation report based on several methodological requirement form the European commission. Evaluation also analysed monitoring system, financial aspect of the program implementation, quality of life and environmental issues of the programme. Project is still in implementation. September Slovenia Government Office for local Team Analysis of development po tential and modelling of functional 2009 – self-management and member regions in Slovenia. Research project, part of »Competitiveness September regional policy of Slovenija 2006-2013«, no. V2-0507: Aim of the project was to 2010 understand development potential of Slovenia and design ([email protected]) development model that would be based on opportunities and strengths of regions and understand them in light of international competitiveness and effectiveness. State will have to design tools which will enable functional regions to evolve to regional and sector policy base. Functional regions will not be designed on nature and geography characteristics but will be based on services, needs and other functions forming development area. This is why the project was testing several models and analysed functional regions in Slovenia in order to propose national regional policy and its implementing procedures. Project partners from university, business and several institutes delivered optimal development model in terms of knowledge and data while the political discussion will need to design relevant development model for Slovenia. February Slovenia Avtobusni promet Murska Team Strategy for the development of the Avtobusni promet Murska 2010- Sobota ([email protected]) Leader Sobota (regional bus company). Company needs a new long term development plan which will help the company to transfer in new modern transport business in coming years. Throughout the project and preparation of the strategy we will show new businesses opportunities in the region and wider. The opportunities will be found in new public transport means, new transport services development and through modernisation of the infrastructure needed for the implementation of services. The new system implemented will help company to overcome financial and modernisation challenges and help it regionalize the transport system being reformed in the whole country. The new system implemented will have to offer favorable and comfortable travel options for target groups (dally migrations of workers and students, occasional travellers and tourists) and offer economically attractive transport means for target groups. June Slovenia Municipality of Tem Vision and strategic framework for the development of 2010-July Leader recreation and sports infrastructure and services. In order to 2010 secure future sustainable development of the recreation and sports infrastructure and services in municipality the team has studied tourism, recreation and sports trends and compare them to local and regional opportunities. This lead to the definition of future strategy of municipality which is based on three major guidelines: accessibility, availability of variety of services, attractiveness and quality for residents and visitors (tourists and sportsmen). The study sets priorities and strategic measures for future calculating cost and benefits while presenting framework for the future Tourism, sports and recreation plan of the Slovenian coast. February Slovenia Ecorys for the DG Team Assessment of administrative and institutional capacity building 2010 – Employment, Social Affairs Leader interventions and future needs in the context of European Social may 2010 and Equal Opportunities of Fund: objectives of the evaluation were to analyse the relevance of the European Commission ESF interventions in administrative and institutional capacity building, to analyse the efficiency, effectiveness and sustainability of interventions in administrative and institutional capacity building and to elaborate recommendations on how an administrative and institutional capacity building priority could work for the ESF in the future. The assessment was done for Slovenia having around 100 million € spent for the capacity building and having in mind Slovenian context of conclusions and recommendations. October Albania GTZ Albania Team Concept of the regional development panning for the North 2009- ([email protected]) leader Albania: In order to synchronize national and regional planning for January the regional development the initial study of the legal and institutional 2011 assessment was done to recommend suitable regional development planning system for the north Albanian regions. The content of the regional plans was developed. Donor coordination will support regions to manage regional planning process and manage future implementation of regional plans. October Montenegro SNV Montenegro Train er Training for Local Capacity Building Forum , Local Capacity 2008- Building (LCB) Programme SNV-Montenegro 2008. Partners of the December Local Capacity Building (LCB) Programme from the national and 2008 regional level were trained in project development methods and principles with background knowledge building for the EU strategies and official documents. While in the second round of the training partners were trained in Cost and Benefits calculation principles and methods. The training was delivered through practical approach finalized with the actual projects presented in several tendering procedures in Montenegro in 2009. May 2008 - Serbia GTZ Serbia Office Trainer Project -Cycle -Management Trainings for the G TZ – KWD Project September (daniela.kostadinova and Partner Municipalities (Golubac, Majdanpek, Sokobanja and 2009 @gtz.de) team Zaječar) within the project “Municipal Economic Development in leader the Danube Region (GTZ-KWD)”: A hands-on manual for Serbian municipalities on project management cycle was prepared. A series of 4 trainings is being held – at each of the 3-day trainings one step of the PCM is explained and tested in practice, thus developing projects that are needed by the project partner Municipalities to the level of being ready for applications for funding and implementation. The participants will thus learn how to use strategic planning, Logframe, how to read tender documentation and prepare applications for funding. The participants jointly selected projects for further preparation for funding in order to learn selection criteria and priority setting, and later jointly evaluate the finished projects in order to learn quality assessment. A series of visits to the partner municipalities was organised to discuss the key projects, improvement of their content and preparation of ToR as well as see and assess the proposed sites of the projects. January Slovenia The Government Office of Team National Resolution on Priori ty Projects for the period 2007 - 2006 – the Republic of Slovenia for leader 2023 The Resolution presents programming in detail at the project January Growth level. It introduced certain novelties and unknown approaches, and 2007 (andrej.horvat consequently caused a good deal of mistrust within the Slovenian @gov.si) environment. One of the novelties is undoubtedly that the Government succeeded drawing up a red line around development, which is possibly a category too abstract for the ordinary citizen to understand at the level of the country's strategic documents. It involves a clear linkage between the Slovenia’s Development Strategy, the Strategy of Spatial Development, the National Development Plan, national sectoral strategies, Operational programmes for EU funds and, at the project level. The Resolution presents national priority projects to be implemented in certain time period from varying from National Business Centers of Slovenia to railways and tourist infrastructure. Oikos assisted in definition of goals and objectives, definition of criteria for selection of the projects, preparation of priority list of the projects, budget planning and projects’ spatial location within the country. First an analysis of resource distribution, tendering and evaluation procedures in the period 2004 – 2006 was made, followed by a comparison of tender procedures of various quality. On the basis of this more transparent and simplified structures and procedures of implementation were proposed and used to improve use of funds until the end of this period. Moreover, conclusions and recommendations were used for the preparation of the Operational Programmes for the Structural Funds for the period 2007 – 2013. September Slovenia Project Preparation of Strategic and Operational Development 2008- Regional Development director Programme of Notranjsko -Kraška eco-region: Oikos and its Agency of Notranjsko- consortium has prepared the strategic part of the Development Kraška region Programme of Notranjsko-kraška region, positioning it in Slovenia and Central Europe as eco-region. At the moment, the Operational ([email protected]) Development Programme is being prepared. Advantages for development of eco-region and possibilities of its marketing were defined through workshops with key participants. The main focus of this project is the development of the region in the sense of sustainable development, defining acceptable and preferable methods of natural resources use as well as management of public and private infrastructure in energy efficient way and technologies for avoiding or mitigating negative effects on the environment. The key Programme measures are: energy efficiency, use of renewable energy resources, development of new technologies with smaller negative effects on the environment, evelopment and use of new fuels from biomass. September Slovenia Razvojni center Novo mesto Team Feasibility study for the National Business center in Novo 2007- leader mesto: On the basis of the National Resolution on Priority Projects December ([email protected]) for the period 2007 - 2023 the South eastern Slovenia region has 2007 started with the preparation of a 150 million project connecting incubator, technological park, technological centre for medicines and new building materials with the university and campus and business zone in Novo mesto. Project was implemented through several phases: a. Project development and preparation of the master plan, b. Preparation of the parts of the projects to be implemented through the National Business centre namely for the Incubator, Technological park, Network of business zones, Technological centre for medicines, Technological centre for the new building materials, University and Campus. c. calculations of the project value for each sub project and calculations of costs and benefits of the whole project to be implemented. Feasibility study presented the implementation structure of the National Business centre and developed a whole financing mechanism for the building and operation of the project. Oikos prepared various workshops and interviews with NGO’s, and other stakeholders, developed the analysis of the situation, recommended priorities for the European social fund and European regional development fund, and motivated and coached NGO’s to prepare their own project ideas that are to be financed under both funds. The host country can present a selected “good practice” – a new programme, a policy reform or an institutional arrangement mentioned in its National Strategy Report on Social Protection and Social Inclusion – to experts from the European Commission, other countries (peer countries) and relevant stakeholder organisations. The aim is to evaluate the policy, to see if it is effective in a national context, to establish how it contributes to EU objectives, to uncover any flaws – notably by learning from "good practices" in other countries – and to determine whether it could be effectively transferred to other Member States. September Bosnia and EC Delegation Sar ajevo Team Management Plan for Vrelo Bosne Nature Park Vrelo Bosne is a 2005- Hercegovina member karst spring of Bosna river and the main water resource for drinking December water for Sarajevo. In 2006 it was protected as Natural monument. 2006 During preparation of Act for protection, a wide public discussion was implemented and preparation of Management Plan for the area was started as well. The main goal of the project was to devise mechanisms and procedures for protection of the exceptional natural values as well as ensuring sustainable exploitation of drinking water for Sarajevo. One of the first activities was also organisation of clearing of land mines in the area. June 2005 Slovenia The Government Office of Team Strategic Assessment of the National Development plan for – July the Republic of Slovenia for leader Slovenia: In order to develop modern and sustainable National 2006 Local Self-government and development plan for Slovenia the Governmental office for local self- Regional Policy government and regional policy started a project to evaluate priorities and objectives of Slovenian development. The evaluation will enable governmental officials to design objectives that will encounter needs of sustainable development of economy, society and environment. August Slovenia Regional development Team Regional development plan for the Ljubljana Urban Region : 2005 – agency Ljubljana Urban leader Oikos prepared the first Regional Development Programme of the September Region Ljubljana Urban Region 2002 – 2006. The programme is considered 2006 to be one of the most contemporary and most objectives-oriented programmes in Slovenia and has received some praises from abroad. On the basis of this programme, serious debates about mobility, understanding of foreign enterprises and foreigners, debates about meaning of networking and cooperation in Slovenia also started. Regions are obliged to prepare their programmes and to harmonize them with national, so that they could avoid problems that they confront within current programme period. Particularly important is harmonization on sectoral level, that will latter on have to assure incorporation of projects into the Single Programming Document. To be able to start with harmonization of Regional Programme documents with national programmes, region has to clearly define its objectives, strategies and implementation systems and then start negotiations with authorities on national level. Relevance and Consistency of the Strategy, Effectiveness and expected Socio-Economic Impacts, Implementation and Monitoring Arrangements, Community Value Added of the implementation till 2003 were evaluated while Recommending programme and management changes to achieve the goals of the programme till 2006. More information on the project: [email protected] ) September Georgia GOPA Consultants fo r the Team Institutional Assessment of Local Self Governments and Self 2002 – The World Bank and KfW, member Governments in Georgia : In order to invest 250 MUSD in Georgian November Social Investment Fund both the World Bank and the KfW set up the 2002 project to assess capabilities of Georgian local communities for project preparation and project implementation. In the time of the project implementation over 15 municipalities and 4 regions were visited while a list of recommendations for the credit line implementation was developed. Proposed recommendations were later accepted by financial institutions for the further development of GSIF investment structure. January Slovenia Several clients from public Project Preparation of projec ts for the European structural funds : For the 2004- to private manager application of projects to European structural funds several projects and for clients from public and private sector were developed. Projects team were developed in technology development, environmental member technologies, tourist destinations management and rural development. Total applications amount is more than 1.000 M EUR. 2002 Slovenia Regional development Project Support in preparation of the Regional development plan for the agency Ljubljana urban manager Ljubljana urban region . For the Ljubljana urban region regional region development plan was developed in strong public participation and coordination. Ljubljana urban region decided to follow less number of strategies with small number of measures. Three major objectives were designed with 17 groups of measures. In order to bank member support implementation of the 250 million US dollars of World bank and KfW loan through Georgean social fund evaluation for capacities of municipalities in Georgia was done. Capacities for implementation of social projects was implemented in order to understand legal and technical capacity in these local governments. 2001 Slovenia National Agency for Project Ex ante evaluation of the Regional development plan for Regional Development manager Koroška region. Regional development agency developed regional development plan for the 2000-2004. Which was together with the RDP of the Savinjska region one of the first in Slovenia. According to Slovenian legislation the regional development plan was in the process of ex-ante evaluation. Strategic decisions of the region were evaluated with evaluation tolls and through public participation process. Based on ex ante evaluation the ministry responsible for the regional development approved the Regional development plan. 2001 Slovenia National Agency for Project Ex ante ev aluation of the Regional development plan for Regional Development manager Savinjska region.
