Updates on Current Priorities

Update provided by PC Wicks as follows:

First action was to email a questionnaire to the Parishes to identify locations and times of particular issue of speeding and also to identify if and where there was an issue with vehicle related ASB. This was in order to ensure that we were at the correct location at the right times.

Returns for speeding

We have attended 10 different locations across the area.

42 Verbal warnings issued

35 TOR’S

We have also been assisted by the Road Collison Reduction Team who have conducted enforcement across the area.

We had 4 weeks where we were unable to conduct speed checks/enforcement as the device had to go away for servicing and re calibration.

Vehicle ASB returns

Reports of vehicle ASB at Connaught Hall car park although nothing occurring when we have attended there.

Reports of vehicle ASB in West Carr Road, Attleborough which has resulted in once section 59 notice being issued and also one driver testing positive for drugs who was arrested and the passenger received a Simple Police caution for possession of cannabis.

Reports of noisy motor cycles around the town, one issued with a Vehicle defect rectification ticket and 2 words of advice issued to riders.

We have also generated a flyer/ information sheet for us to issue to drivers advising them around vehicle ASB and the action that Police can take and the consequences, we will continue to use this where appropriate.

Matters arising

Vera Dale- Speeding is still an issue and parking in ways that inhibit road users is a problem, the area of Cyprus Road where vehicles park on both sides causes trouble with getting children past. I’m aware that it isn’t a Police issue but since it was taken out of Police hands it has got worse.

Inspector Walmsley- You need to take it to parking enforcement as a Town Council and lobby it with the relevant people.

Tony Crouch- Speeding continues, we have sent in the SAMS2 data to you, there are a couple of regular incidents where they are regular recording 90 mph plus, this is on London Road, Road and Queens Road.

Inspector Walmsley- If we have a particular time or day then this is something that we could perhaps target. It could be emergency vehicles but this is unlikely

Tony Crouch- Parking on New Road is an issue from the School, residents’ driveways are being blocked and HGV’s delivering to the Haverscroft industrial estate are having trouble with access due to the parking. Residents are also getting abuse if they ask people to move so that they can get out.

Inspector Walmsley- It’s a case of going to parking enforcement and need to keep going on about it. I am aware that this has been reported to us in the past. People need to report the abuse to us, we are limited in what we can do regarding the blocking of drives but we can certainly deal with any public order offences.

Tony Crouch- There has also been slanderous comments placed on Facebook what can be done about it?

Inspector Walmsley/ Paula Gilluley- advice given around this and how the administrator of the Facebook page can control comments etc, various discussion around this.

Geoff Hancocks- Speeding continues through Bridgham on the High Street. Tractor contractors are also passing through, their driving can be aggressive and nearly put people off the road, it’s believed that they are going to the Euston estate. At the weekends there are Quads and motocross bikes on the Peddars way and these also sometimes pass through the village.

Inspector Walmsley- We can have a look at this, we have the ability to do this as we have people trained to use our quads. There is a similar issue in which we are tackling.

Simon Puttock- There is still speeding on Redgrave Road and Church street, South Lopham. The lead of the community speed watch has spoken about possibly having a meeting where information could be shared and suggestions on best practise. Most of the offenders seem to be driving between 40-50mph.

PC Gilluley- Action taken from the CSW data explained and that she sends out a table detailing this information for each month.

Simon Puttock- It has also been brought to my attention that lorries are an issue but I believe that this is more of a Highways matter as they are causing damage to the verges. They are unlikely to put a weight restriction in as it is a link road. He is also suggesting that their equipment is a bit dated and wondered if there was a possibility that they could have newer equipment?

PC Gilluley- Information provided regarding the equipment and funding for this.

Simon Puttock- there is a new Playground in the village where there is not footpath so the kids are having to walk in the road to get to it which is a safety issue. Its been raised with highways that something needs to be done but it’s been knocked back.

Tristan Ashby- I would like to pass on my thanks with regards to a vehicle which had no Insurance which I reported which has now been dealt with by Police at Maurice Gaymers. There are possibly a number of other vehicles like this so perhaps something strategically could be done at shift changeover times of 6pm and 3am.

Mary Dowson- One of my colleagues has spoken to Damion about the speed strips that have been put in at New Buckenham, who should this data be sent to once obtained?

PC Wicks- This relates to two-wheel Tuesday and speeding bikes through the village so if he sends it through to me that would be useful.

Al Bainbridge- Refers to an incident not on the Attleborough area where a relative had a vehicle driven into where the car did not stop but there was CCTV footage. Query over how this would be dealt with in this area and clarity sort over the 6-month investigation limit.

Insp Walmsley- Explanation provided on how some matters particularly road traffic offences have a 6-month statuary time limit to be dealt with and that this would be the same everywhere and that it applies nationally.

Dave Howie- Rocklands looks like we will be getting the SAMS2 devices through funding that has been obtained. The Community Speed watch is struggling to take off because somebody was threatened in the past while doing it but we hope that it will get up and running. I would like to get Neighbourhood watch to get bigger in the village with a better way of circulating information.

PC Gilluley- Explained how Neighbourhood watch works and about a new system called ‘Next door’ being used to circulate information. Also explained how social media is used and Police alert to circulate information.

Dave Howie- I went to a meeting where County Lines was discussed, I believe that this is an issue in but do we have a problem with it in this area?

Inspector Walmsley- We don’t have a problem with it here, there are matters that we are looking at in Thetford and Dereham but it is more so in Norwich and Great Yarmouth. County lines explained where drug dealers’ frim bigger cities takeover an address of vulnerable people (Cuckooing) and will deal drugs from the address for a short time before moving on. A lot is done with the schools to tackle this and spot potential signs of this in young people.

Geoff Hancocks- Just going back to the community speed watch how is this safeguarded with people being threatened?

Inspector Walmsley- The threats referred to happened a while ago and was dealt with, it is better now that the CSW ties in with the Engagement officers and matters can be reported and dealt with, there is a lot in place to support this.

John Brown- Nothing for Rocklands but wondered if there was any update on the attack?

Inspector Walmsley- There is no update on this, all that we can share about this has been put out in the media. I would like to say that it is an isolated incident but people do need to take responsibility to make sure that that stay safe.

Kate Filby- We have already spoken about the House and car break ins in the village and it is nice to see someone caught so soon. We have had anti-social behaviour and damage down by the Riverside where a bin was set on fire and thrown in the river, this was retrieved yesterday but they youths were there again last night at about 1030pm, again they were trying to set for to things.

Inspector Walmsley- Can you circulate to people to report it Police when the youths are down there, update provided on the Theft from motor vehicles, we also need to make sure that people are locking their vehicles and sheds. A lot of the cars targeted where left insecure, they will keep trying door handles until they find one insecure and then take items from it.

Kate Filby- The community speed watch co-ordinator has emailed Paula about a person who for the 3rd time has been making rude gestures. It has been running for 4 years now but this is the first time that they have felt threatened.

Graham Jubb- The same as Kate really but the also the residents of Park court are feeling concerned, there is a lot of sheltered housing and small bungalows where the occupants are elderly, these are Flagship properties.

Inspector Walmsley- We will link in with Flagship housing over this and so some patrols in the area.

Tony Poulter- There is a lot of large machinery passing through the villages which may be part of the Euston estate. The problem is there 25 tonne vehicles on tiny roads so it’s not so much the speed, he other thing is that the speeding continues.

Inspector Walmsley- We will check to see if the camera safety partnership still attends the location.

Jacqueline Roper- I am quite new to this but just wondered if there was much of a Neighbourhood watch in Attleborough?

PC Gilluley- We can discuss this and I can link in with you over this if you are interested there is a neighbourhood watch in some areas of the town.

Barry Cousins- I am incensed about the way people give abuse to the Community Speed watch, there is a taxi driver who does it regularly.

Inspector Walmsley- If you pass the details to us we can do something about it.

Robert Aughton- Speeding vehicles are making it dangerous for the postman in Old Buckenham in Cake Street and also between the Gamekeeper and the School there was an accident, speeding is still the same issue.

PC LONDON- Advised members of Coffee with a cop drop in sessions held on a monthly basis at the Attleborough tourist information centre, the next one being on Monday the 22nd of July 2019 between 1pm and 3pm.
