Local Notice to Mariners Olympic Games

No 11/2012(T)

This LNTM is given for the safety of navigation and the safety of persons and property in the harbour limits1 and shall apply at all times during the Olympic Games from 16th July up to and including the 12th August 2012.

NO WHERE ISLAND

As part of the Cultural Olympics Nowhere Island will be anchored off Furzy Cliffs in from 25th July to 3rd August in position 50o 37.87'N 002o 25.29'W The barge will be on a two point mooring and the tug in attendance will remain at anchor in close proximity. Exclusion zones exist around the moored island and tug of 100 metres and will be patrolled by the tug's RIB. No vessel is to enter this exclusion zone.

SEA CADET TRAINING AREA

Weymouth Sea Cadets will continue training during the Olympic Games off . An area has been marked south of the Weymouth Bay anchorage, seaward of the 8 knot buoys, by 2 further white buoys. Vessels are requested to keep clear of this area when sailing is taking place. Training will also take place in Portland Inner Harbour and clear of the approach area.

SPEED OF VESSELS

No power driven vessel regardless of length shall exceed 10 knots through the water during Race Hours,3 except Harbour Authority, Police, RNLI (when engaged on SAR operations), Security and LOCOG accredited vessels, who are exempted but should be navigated with caution and at such a speed and in such a manner as not to endanger the lives of, or cause injury to, persons or damage to property and not create a wash that is prejudicial to racing.

Not-with-standing the General Direction on speed of vessels during Race Hours3 Mariners are hereby reminded that outside of those hours the speed of vessels within Portland Harbour, as defined in The Portland Harbour Revision Order Schedule 1, part 2, paragraph 6, remain as follows:

The master of a power driven vessel greater than 10m LOA shall not cause or permit the vessel to proceed at a speed greater than 12 knots through the water when navigating:

 Within the Inner Harbour; and  In the approaches thereto north of a line drawn 0480(T) from ‘D Head’

The master of a power driven vessel shall not cause or permit the vessel to proceed at a speed greater than 6 knots through the water when navigating in the following areas:

 In Newton’s Cove west of a line drawn 0260(T) from Torpedo Pier on the Northern Arm to the northern limit of the Harbour (120 metres east of the Nothe)  Within 150 metres of the breakwaters, except as required to pass through the main fairways  In the Inner Harbour: a. West of a line drawn 0260(T) from the New Channel Beacon to Torpedo Pier on the Northern Arm; b. South of a line drawn 1190(T) from New Channel Beacon towards the North West corner of Queens Pier; and c. South of a line drawn 2510(T) from Beacon E on the Outer Breakwater.

Limits that are normally buoyed April to October that are not buoyed, during the Olympic Games, but are clearly marked on the chart as 6 knots and this limit should be adhered to.

During the period 27th July - 12th August water skiing, wakeboarding or the towing of toys is prohibited during Race Hours. This also applies to Portland Inner Harbour and the Security Area during the period 31st August - 6 September. These restrictions are lifted in Weymouth Bay for areas where such activity is normally allowed.

Additionally there are numerous unlit buoys (approx 150) marking the competition areas within the harbour limits and these buoys will remain in Portland Outer and Inner Harbour for the Olympics and Portland Inner Harbour for the Paralympics. Mariners should exercise caution within Harbour Limits during these periods.

TENDERS, CANOES AND SIMILAR VESSELS

The Harbour Authority considers that all mariners should take reasonable precautions to ensure that all those who use the water do so safely. The following is considered the minimum requirements:

 Ensure you have checked the current and forecast weather and that sea conditions are suitable for the size of vessel and that it is not overloaded;  Vessel should be fit for purpose and where possible you should not travel alone;  That lifejackets or buoyancy aids are maintained , fit for purpose and worn at all times;  If using an engine have oars available in case of an emergency;  Always inform someone ashore of your movements and when you are in a safe environment;  Carry a waterproof grab bag with radio/mobile/flares/torch as considered necessary;  Kayakers/Canoeists should wear high viz apparel and consider a highly coloured vessel to aid visibility.

WATER TAXIS

A limited water taxi service will operate from Castle Cove Sailing Club for club members and visitors. In other mooring areas where no water taxi service exists mooring holders and visitors may use their own tenders in accordance with the guidelines in General Direction 4/2012(T).  A water taxi service for those vessels occupying a mooring within the Castle Cove Sailing Club mooring areas will be available. Every effort is being made by the Harbourmaster and his Staff to ensure the safety of everyone during the Olympic Games. Nevertheless, the safety of individual craft, crew and passengers remains the responsibility of the skipper at all times.

SLIPWAYS

Slipways will need to be booked in advance. The same as vessels arriving by sea you will need to register your details with the respective Slipway owner and book a launching day and time. There will be security on the slipway and you are strongly advised to carry photographic identity to avoid any possible delays. The area will be very busy with traffic restrictions and no car or trailer parking local to Castletown slipway. There are only three slipways open in the area. The two slipways open in Portland Harbour are Ferrybridge Marine at Ferrybridge and Castletown. Contacts for these slipways can be found in FAQs at http://www.portland- port.co.uk/leisure/olympics

RINGSTEAD BAY

A buoyed area is established off the slipway at to allow small vessels to access the water. All vessels including inflatables are to remain within this buoyed area during Race Hours. A security vessel will patrol the perimeter.

SWIMMING/BATHING

There are many small beaches and coves within harbour limits that are used for swimming. Most are within already defined 8 knot and 6 knot speed buoys. At theses beaches all swimmers are requested to remain within these marked areas. Other beaches may have some buoys marking the extremity and swimmers are again requested to remain within these buoys. Beaches where there are no buoys or marks all swimmers are requested to remain within 50 metres of the shore.

WEYMOUTH BAY BEACH

Weymouth Beach leisure separation remains in operation for the period of the Olympic Games except for PWCs which are prohibited; water skiing and similar activities are prohibited during Race Hours.

LNTM 11/2012 will automatically cancel 12th August 2012 at 2359.

Owners, Agents, Yacht Clubs and Recreational Sailing Organisations should ensure that the contents of this notice are made known to the Masters or persons in charge of their vessels or craft.

1 The harbour limits are so much of the sea area to landward of a line drawn between positions Latitude 50° 31.26’N Longitude 002° 26.56’W, Latitude 50° 31.26'N Longitude 002° 23.36’W, Latitude 50° 34.88'N Longitude 002° 15.00’W and Latitude 50° 37.02’N Longitude 002° 15.00’W excluding Weymouth Inner Harbour (Weymouth Inner Harbour means that part of Weymouth harbour that is to landward of a line drawn between the outer piers or breakwaters defined in section 8 of the Weymouth and Melcombe Regis Corporation Act of 1887 that are located in positions Latitude 50° 36.59’N Longitude 002° 26.63’W and Latitude 50° 36.58N Longitude 002° 26.49W respectively (based on WGS 84 datum).

2 Vessel: Any ship, boat, raft or water craft of any description, however propelled or moved including non- displacement craft, personal water craft (pwc), a seaplane on the surface of the water, a flying inflatable boat, a hydrofoil vessel, a hovercraft or any amphibious vehicle and any other thing constructed or adapted for floating on or being submerged in water (whether permanently or not).

3 The Race Hours are between 08:00 to 20:00 inclusive and at such other times as communicated on VHF CH 74 by Portland Harbour Radio or VHF CH 12 by Weymouth Harbour Radio.
