9 ROLE OF THE COMMITTEES & BOARDS OF THE GOVERNING COUNCIL 2020-21
FINANCE & POLICY PLANNING COMMITTEE (FPPC) Overall policy planning and conduct of activities of IETE at National and International level. All aspects of nancial operations including provision of funds for the acquisition of premises at different locations. Consideration of recommendations of Committees and Boards involving policy decision and /or nances. Code of ethics. Amendment to Byelaws. Staff Matters. A-1 BOARD OF AWARDS (BoA) All matters concerning conferment of IETE awards, selection of Awardees. Close Interaction with CAC in matters connected with the award of Annual Best Centre/Sub-Centre. Close Interaction with TPPC in matters connected with the award of NTPC. Institutionalize fresh awards and review of existing awards.
A-2 BOARD OF EXAMINATION AND STUDENTS’ AFFAIRS (BoESA) All the aspects of conduct of examination for ALCCS, AMIETE and DipIETE in Electronics and Telecommunication, Computer Science and Engineering & IT streams. Addition or deletion of an Examination Centre. All matters related to printing of answer books and timely dispatch to Centres. Setting and Processing of question papers, their moderation, proof reading, printing and timely dispatch of question papers to all Examination Centres. Preparation and printing of solutions of MCQ part of Question Papers. Compilation, Moderation and Declaration of results. Analysis of Centre-wise and Subject-wise examination results and recommend ways and means to improve the results. Policy decision with respect to all examination oriented activities e.g. approval of projects/seminars etc. 10 To Organize Annual Convocation in association with Academic Committee. To Conduct Online Examinations of other Organizations as per agreement with them. Student enrollment for DipIETE/AMIETE/ALCCS. Interaction with students at HQ/Centres regarding their problems and necessary action / recommen- dations with respect to courses. To act as a single window agency for all matters related to students and to act as a link between students and various sections of the HQ. Addressing all queries of students and redressal of their problems. Recommend actions required for the betterment of the student community from issues identied through interaction, feedback and other inputs. Close Interaction with Academic Section for award of means-cum-merit scholarships. All matters including policy formation for any scholarship scheme for Students. Preparation and Introduction of material for E-education along with Academic Committee. To pursue requests to Govt./Pvt. Universities/ Organizations for recognizing IETE courses for higher education and placement purposes.
A-3 S K I L L D E V E L O P M E N T & I N D U S T R I A L CO-ORDINATION COMMITTEE (SDICC) To conduct various workshops/ trainings as per MoUs signed and also by Centres on their own. To conduct the training of Defence Personnel on appropriate courses sponsored by the Directorate General of Re-settlement of Defence. Training on appropriate job roles under various programmes of NSDC. To accredit suitable Institutions engaged in skill development. Collaboration with NIELIT for conducting programs. Preparation of position paper relating to the electronics, telecommunication and IT Industry. Planning, Organizing & Interaction with Industry, l a b o r a t o r i e s , C o m m e r c i a l O r g a n i z a t i o n s , Manufacturing Associations and allied bodies with a view to assist in the formulation of policies. Consultancy service to small-scale Industry after identifying areas of expertise.
11 Creation of expert base directory for Industry. Publicizing activities of the Institution for attracting Organizational Members. Close Interaction with Board of Research Innovation & Standards (BoRIS) and Technical Programmes & Publicity Committee (TPPC).
A-4 BOARD OF RESEARCH, INNOVATION AND STANDARDS (BoRIS) Policy regarding establishment of Research Centre, creation of research seats. Liaison with the Ministries, Govt. Departments and Industrial House for establishments of research seats and creation of corpus. To act as think tank of IETE to look into the future for generation of innovative ideas with a view to achieve increased visibility of IETE and new initiatives for partnership with Industry, Academia and Government. Participation in formation of Standards for Electronics and Telecommunications Equipment and Services. Selection of scholars for undertaking research. Publication of research projects and papers. Close Interaction with SDICC.
B-1 TECHNICAL PROGRAMMES AND PUBLICITY COMMITTEE (TPPC) To create a vibrant technology environment through planning, supporting, encouraging, approving and organizing various National and International Seminars/ Conferences, Workshops, Tutorials, Exhibitions in the technologically & socially relevant cutting edge areas. To plan and organize Annual IETE Convention and Mid Term Symposium (MTS) including theme & location. To plan and coordinate with Zonal Mentors & Centres to conduct Zonal Seminars and ISF Congress in all the Zones. To organize following Annual Memorial Lectures at IETE HQ and Centres:- World Telecommunication and Information Society Day, IETE Foundation Day, Sir C V Raman Memorial Lecture, Sir J C Bose Memorial Lecture, IETE Students’ Day. Organize National Technical Paper Contest (NTPC) annually.
12 To conduct Apex Forums in association with SDICC. To suggest, encourage and support ISFs to conduct Technical Programs. To bring out Proceedings, Souvenirs of the Annual IETE Convention, MTS and other Seminars and also to coordinate with other committees to explore possibilities of some select papers from above IETE Technical Events to be published in any of the IETE Publications – Journals / On-Line Journals / Special Issues. To explore all possible avenues to increase IETE visibility. To have close interaction with media to enhance the visibility of IETE and help in achieving some of the IETE objectives. To provide publicity to large number of IETE social, academic and technical activities. Publicity of all technical events to be publicized in websites of Centres as well as HQ and via Newsletters and other print media. To explore possibility to use social media platforms and all other forms of media and platforms to give IETE wide publicity in the appropriate forums. To actively participate, represent IETE, in large number of technological events, forums, and advisory committees etc to make IETE visible. To establish contacts with industry bodies like CII, FICCI, ASSOCHAM etc to give visibility of IETE to industry, to use ISF to increase IETE visibility in academic world and to initiate interaction with standards & regulatory bodies to provide opinions and suggestions. To seek sponsorship for various technical events for both HQ & Centre technical events. Publicity of Membership development through leaets/Posters.
B-2 PROFESSIONAL ACTIVITIES AND REVENUE GENERATION COMMITTEE (PARGC) To suggest, encourage and support Centres/Sub- Centres to conduct Technical Events, Exhibitions. Action Plan for the Centres for revenue generations in developing activities like Student R&D projects, Workshops, Special Seminars, Training, Short Term Program, SDPs, Orientation, Certicate Programs and STTP etc on the latest Technologies. Consideration of short term & vocational courses at IETE HQ and Centres/Sub- Centres. 13 To co-operate with sister professional societies to organize joint professional events. To pursue request to Govt / PSUs / Private Organization regarding the support of grant-in-aid for above professional activities. Close interaction with IETE HQ & Centres/Sub Centres to establish a proper plan for above mentioned Professional Activities. Monitoring revenue generation by conducting professional activities and sharing the same with other Centres for reference and encouragement. Any new ideas can be explored for generation of revenue.
B-3 CENTRES/SUB-CENTRES AFFAIRS COMMITTEE (CAC) Periodic/Annual review of status of Centres/Sub Centres/Professional Activity Centres (PACs). All matters concerning functioning and growth of Centres, Sub-Centres and Professional Activity Centres. All matters related to election for Executive Comittees of the Centres/Sub-Centres. Periodic review of the rules/ regulations as applicable to functioning of Centres/Sub Centres/ Professional Activity Centres. All matters connected with creation, up-gradation and utilization of Infrastructures at the Centres. Establishing Centres/Sub-Centres at University Campuses without grants. Upgradation, Opening and Closure of Centres, Sub Centres & Professional Activity Centres. Revision of grants to Centres and /or framing rules for the same. Consideration of the application from the Centres for grants and loans and recommendations thereof to the Governing Council. Periodic assessment, mentoring and monitoring of the performance of Centres. All matters related to geographical jurisdiction of Centres and Sub-Centres.
B-4 WOMEN EMPOWERMENT IN ENGINEERING COMMITTEE (WEEC) The role of WEEC is to facilitate the recruitment and retention of women in technical disciplines. 14 WEEC envisions a vibrant community of IETE women using their diverse talents to Innovate for the benet of the community. Recognize women's outstanding achievements in Electrical and Electronics, Computer and Information Technology through IETE Awards nominations. Organize meetings at major technical conferences to enhance networking and to promote Membership in WEEC. Advocate women in leadership & governance roles in technical elds and career advancement for women in the profession. Facilitate the development of programs and activities that promote the entry into and retention of women in Engineering Programs. To mentor young girls in high schools. Senior Women Members to be approached to give their success story which can be included in IETE Newsletter. C-1 ACADEMIC COMMITTEE (AC) Policy regarding award of ALCCS/AMIETE/DipIETE and certicates in new areas. Processing case for University status. All matters including policy and procedures on accreditation. Accreditation of the IETE Centres for NIELIT/NSQF other approved courses. Revision and review of syllabi on periodic basis to keep the curriculum updated and adding new Industry relevant subjects. Close interaction with Board of Examination & Students’ Affairs (BoESA) and Skill Development & Industrial Co-ordination Committee (SDICC) for providing data and other inputs. Identication and preparation of virtual lab at all IETE Centres/ upgrading of existing laboratories etc to meet AICTE standards. Conduct of Convocation in association with BoESA. Identication and preparation of printed study material including liaison with publishers and recommendation for suitable text books. Material and presentations for regulator in tune with AICTE/ MHRD requirements in consultation with BoESA.
15 C-2 PUBLICATIONS COMMITTEE (PUBs) All aspects of publications of the IETE Journal of R e s e a r c h , Te c h n i c a l R e v i e w, J o u r n a l o f Education (Students’ Journal) and IETE Newsletter. Planning and Organizing joint technical publications with other Professional Institutions e.g. IEEE. Reproduction of articles appearing in other publications. Selection of Editorial Boards and Honorary Editors for special issues of IETE Journal of Research and IETE Technical Review. To ensure smooth functioning of on-line submission and review system. To apply for ISSN and bring out separate Students Journal and Proceedings of Conference, Best Articles proceedings. To establish IETE Digital Library for all Journals/ Conference Proceedings. To interact with Springer/Scoopers/Elsevier/our own publishers for Scholars Index. To approach Govt Ministries for grants to nancially support IETE Publications.
C-3 MEMBERSHIP COMMITTEE (MC) Consideration of Membership applications and Initiatives for growth of ISF, Organizational and Corporate Membership. Target based planning and implementation to increase the Corporate and Organizational membership. Strategy and implementation to convert Final year ISF members to Corporate Members. Membership Subscription and fee structure. Ethics related issues of all types of Members. Monitoring the distribution of ISF Contributions from IETE to the ISF & Centres. Monitoring and increasing the ISF members in the existing Institutes and encouraging to become Associate members immediately after passing out. Recommending the Centre to conduct ISF Congress along with the Zonal Seminar to TPPC.
C-4 CENTRE CHAIRPERSON'S COMMITTEE (CCC) To nd out the ground realities, activities and new ideas implemented by any Centre and spread the same to all other Centres. 16 Discuss and resolve any issues in association with CAC. Effective implementation of IETE HQ policies at Centres. All reports like Quarterly, Annual etc are to be routed through Zonal Mentors. Encouraging, promoting to increase the ISF, Organizational and Corporate membership. Continued efforts should be made for updating the Members E-mail and mobile no. and same is made available at all Centres. Revenue generation by Centres by means of activities. Working towards IETE visibility.
TECHNOLOGY REGULATORY ADVISORY COMMITTEE (TRAC) To analyze the global trend of ICT technologies in an objective manner, taking into account all related techno-economic aspects and to recommend to the Govt. and relevant regulatory bodies the appropriate new technologies and goals of Nation. To analyze the national regulatory scenario with reference to introduction and proper growth of new technologies and services, taking into account the best international practices and to recommend to the Govt. and relevant regulatory bodies appropriate & necessary additions/ modications, if any. Offer comments on various policies by the government and consultation papers issued by the government or by TRAI etc from time to time. External experts to be invited for discussion on an Identied Issue. Keeping a watch on the quality of various Telecom Management and IT services provided by the Service providers and to take up with the appropriate authorities to ensure the adequate quality of services in the best interest of users. Provide consultancy to the Industry on Electronics, Telecom Management and IT. Take up any Projects/ studies on behalf of the government, TRAI etc concerning Telecom Management and IT as a social responsibility. Any other Technology and Regulatory related Issues.

19 ROLE OF ZONAL MENTOR(S)
1. Zonal Mentor shall be a facilitator & act as a responsible guide to the Centres.
2. Shall provide an active & effective communication link for maintaining smooth ow of information between Centres and HQ.
3. To recommend the AIC, MTS, ZSs and NTPC to TPPC.
4. To guide & assist the Centres in setting up of new facilities as and when required as well as planning of all the activities of the Centres.
5. To keep a close & continuous monitoring of all activities of the Centres.
6. To be responsible for effective & productive functioning of the Centres as per the guidelines & instructions laid down in SOP and various decisions taken by the Governing Council from time to time.
7. To be responsible for ensuring skill development/ training/guidance classes & practical training for students and professional/technical programs and proper conduct of examinations as per the planned schedules in their respective zones.
8. To be responsible to submit a detailed report indicating the status of the Centres in every Governing Council Meeting.

117 About IETE Established in 1953, the Institution of Electronics and Telecommunication Engineers (IETE) is India's leading recognised professional society devoted to the advancement of Electronics, Telecommunications, Computers and Information Technology, Computer Science and other related disciplines. The IETE examinations are :- DipIETE (since 1987) (Diploma Level) Comprises of Sections A & B, practical examinations and project Eligibility : 10th Pass & Higher Qualication (Science) and engaged professionally. AMIETE (since 1959) (Degree Level) Examination recognized by the Govt of India, UPSC and a large number of Universities/Institutions. Permitted to appear for GATE;ME/M. Tech. examinations. Comprises of Sections A & B, practical examinations, project and seminar. Eligibility : 10+2 with PCM & Practical Experience or higher Studies (Science) or Diploma in Engg and engaged professionally. Advanced Level Course in Computer Science (ALCCS) (since 1982) at Delhi, Hyderabad, Ahmedabad, Mumbai & Pune. Recognized equivalent to M. Tech in Computer Science. Unique 6-semester part-time evening programme. Comprises theory, laboratory sessions, project work in Industry/user agency. Eligibility : BE,AMIETE,AMIE, MCA, M. PUBLICATIONS IETE publications have made signicant strides in response to the developments in the elds of Electronics, Telecommunication, Computer Science and Information Technology. We are committed to removing the barriers and practices that often hamper the timely and effective communication of new research ndings. IETE is showcasing its achievements in attracting growing numbers of submissions, publishing high-quality research papers, supporting transparency and reproducibility, as well as the careers of new researchers, and exploring new publication formats. IETE has talented academic editorial teams ably led by respective Editors-in-Chief. IETE journals are receiving encouraging response from the research community and their impact factors are increasing consistently. These publications contribute signicantly in achieving the laid down objectives of the Institution. IETE Journal of Research (JR), IETE Technical Review (TR) and IETE Journal of Education (JE) are the prime resource for disseminating state-of-art, current and futuristic scientic and technical knowledge to a wide cross-section of readership of academia, industries, R&D organizations, libraries, professional engineers and students' community. IETE Journal of Research is published bi-monthly and covers scientic and technical papers describing original research or novel product/process development work being carried out in India and abroad in the areas of electronics, telecommunications, computer science engineering and information technology. Occasionally special issues are brought out on new and emerging research areas. IETE Technical Review is also published bi-monthly and covers state-of-the-art review papers and in-depth tutorial papers on current and futuristic technologies keeping in view the interest of students, engineers, scientists, academicians and mangers who are desirous to keep themselves abreast of the latest research and d e v e l o p m e n t s i n t h e a r e a s o f e l e c t r o n i c s , telecommunications, computer science engineering and information technology. Occasionally special issues are brought out on new and emerging research areas. Both these journals are a part of 'Web of Science', a coveted place amongst the International Journals of Science and Technology. IETE Journal of Education is a half yearly publication. The journal provides supplementary resources to the students for preparing for their examinations and broadening their understanding of concepts. IETE Newsletter is published four monthly. It covers important events and technical activities of Centres/Sub- Centres and IETE-Students-Forums established in engineering colleges throughout the country including calendar of proposed events and other useful information of IETE Corporate Members.
EXCELLENCE & AWARDS IETE recognizes outstanding achievements amongst its members and other professionals in the broad areas of Electronics, Telecommunication, Computers, Information Technology and related disciplines through annual/biennial awards. These awards and recognition play vital role in
122 improving the visibility of the Institution and also fulllment of our role of giving recognition to the professionals who have excelled in their work in the elds of interest to IETE. IETE confers 24 (twenty four) main awards for outstanding achievements, 08 (eight) corporate awards for excellence of performance, 08 (eight) awards for best technical/ research articles published in our journals during the calendar year and academic awards for IETE student members for their academic excellence in various examinations and 03 (three) prizes for the best Technical Papers selected in the IETE National Technical Paper Contest. To make the existing procedure for selection of Awardees for IETE Awards more transparent, fair and systematic, there is a 'Jury of Experts' constituted for each award. This Jury, consisting of ve experts, is selected from reputed Institution /Universities /Engineering Organizations based on their subject expertise, academic/research and managerial experience. Each award is nally ratied by the Board of Awards (BoA). Based on the merit an awardee is selected for recognition of excellence in the eld of developments. In case of few awards, lectures are delivered by awardees at IETE Centre nearest to their location. To give wider publicity to attract good response to IETE awards, “Call for Nominations” is published in Nov-Dec and Jan-Feb issues of IETE Journal of Research and Technical Review. In addition, brochures and “Call for Nominations” for IETE main awards, corporate awards and National Technical Paper Contest are made available on IETE website.
SKILL DEVELOPMENT Keeping in view that Skill Development is an imperative to national growth and advancement, IETE is moving more vigorously into this domain. IETE has taken initiatives in various Skill Development programmes such as :- Conduct of 60 ESDM workshops throughout the country, sponsored by Dept of Electronics & Information Technology (DEITY) at IETE Centres/ Colleges. Trained 50+ Defence Personnel on Optical Fibre Communication Network course sponsored by the Directorate General of Resettlement of Defence Personnel. Trained 150+ trainees under Govt schemes like PMKVY & STAR Scheme Pan India. Promoting Cyber Security/Cyber Laws through free seminars/guest lectures/workshops at different colleges so far 500+ students beneted. IETE certied 50+ candidates for Cyber Security /Cyber law & Cyber Forensics Course. 123 RESEARCH FELLOWSHIP One of the prime and salient objectives of IETE is to stimulate Research and Development in the areas of interest to IETE. The institution endeavours to achieve the worthwhile objective by following two-pronged strategy: Encouraging research in the discipline by publishing Journal of Research which reports fundamental and applied research work being undertaken in the country and abroad. Under IETE Research Fellowship Scheme, IETE has sponsored nine research projects at IIT Delhi, Chennai, Guwahati, MS University Vadodara, Andhra University Visakhapatnam and Tezpur University Assam, which have been successfully completed leading to the award of Ph.D degree to the researchers. Research Fellowship grant is Rs 16,000/- per month in addition to the contingency grant of Rs 12,000/- per annum.
STIPEND SCHEME FOR HIGHER STUDIES (M TECH) FOR IETE GRADUATES
IETE provides one stipend per year on merit basis for IETE graduates pursuing M. Tech/ME/ALCCS studies in Electronics, Telecommunication, Computer and IT disciplines. Monthly stipend is Rs 10,000/- per month.
COMPUTER TRAINING PROGRAMME FOR THE VISUALLY CHALLENGED As part of our social responsibility, IETE trains visually challenged persons in handling computer to make them more acceptable in society. No fee is charged from such students. Training is imparted in Computer fundamentals, Internet browsing and Microsoft Ofce.
LECTURE AND CONTENT DELIVERY IETE uses latest trends in the delivery of lectures with the aim of “Reaching the Unreached”. Through e-lan portal of IETE, more than 1100 video lectures can be viewed. IETE has also embarked on a programme of interactive class rooms, where lectures are delivered from teaching end at IETE Noida Centre and simultaneously received at Ahmedabad, Bengaluru, Bhopal, Chandigarh, Hyderabad, Pune, Palakkad, Mankapur, Imphal and Delhi in interactive mode.

126 IETE HQ The IETE HQ is well organized to meet the needs of membership activities and to conduct the affairs of IETE under the direct supervision of the Governing Council. It has a full-time Secretary General, number of ofcers and is adequately staffed. It functions from its own building at New Delhi. IETE HQ is a modern towering RCC structure of 6 oors with novel architectural design which includes an auditorium with seating capacity for 327 persons. It is a landmark in the Institutional Area of Lodhi Road, New Delhi.
