INSIDE THE GAMES IU SPORT 14/02/2020 El TAS reduce la sanción por dopaje al marchador Ivanov EFE/IUSPORT F: AP News El Tribunal de Arbitraje Deportivo (TAS) ha reducido este viernes la sanción por dopaje impuesta al marchador ruso Alexandr Ivanov de tres a dos años, por lo que podrá volver a las pistas. Ivanov recurrió al TAS y este ha dictaminado este viernes que el fallo emitido en su momento por la agencia antidopaje rusa, RUSADA, era acertado, pero sólo en parte. El fallo indica que la RUSADA no presentó suficientes pruebas de las "circunstancias agravantes" que acarrearían un tercer año de sanción para el marchador. La anterior sanción impedía competir a Ivanov, campeón mundial en 20 kilómetros marcha en Moscú 2013, hasta el 2 de mayo de 2020. Teóricamente, Ivanov, de 27 años, aún tendría opciones de acudir a los Juegos Olímpicos de Tokio como neutral, aunque su historial de dopaje juega en su contra. Lo que no recuperará será la medalla de oro que le fue despojada por violación de las normas antidopaje, y que pasó a manos del chino Ding Chen, mientras la plata se le adjudicó al español Miguel Ángel López. Ivanov perdió también la plata del Campeonato de Europa 2014, que ganó Miguel Ángel López, y la plata del Mundial Juvenil de 2012. El nuevo ministro de Deportes ruso, Oleg Matitsin, retiró recientemente la acreditación a la Federación Rusa de Atletismo (FRA) por no combatir suficientemente el dopaje. La FINA sancionó al deportista, subcampeón del mundo en 2017 en los 4x100 libre, tras considerar que había cometido una violación de la normativa antidopaje, a pesar de estimar que su positivo por el anabolizante "Clostebol" pudo deberse a una contaminación por haber compartido toallas y productos de baño con un familiar que consumió la sustancia bajo prescripción médica. La UBI les halló culpables de violar las leyes antidopaje al detectar oxandrolona en el análisis de Ustiúgov y ostarina en el de Sleptsova, por lo que les privó de los resultados obtenidos en 2013 y 2014. "Recibimos los documentos oficiales, cerca de 80 páginas. En estos momentos estamos estudiándolas para ver cuáles son las bases para este veredicto", declaró a la agencia TASS el presidente de la Unión de Biatlón de Rusia, Vladímir Drachov. The Costa Rican national anti-doping agency, CONAD-CR, has not yet given many details on this latest case, but have applied a “mandatory provisional suspension” and will now go forward with the investigatory procedure. Numerous doping cases have dogged the 2.2 ranked race, which is part of the UCI America Tour. 20-year-old Roberto Argüello was suspended in January for alleged blood doping and last week the son of the vice-president of the Costa Rican cycling association, Amil Munich, was suspended for alleged anabolic steroid use. >>> ‘In cycling there is 90 per cent doping,’ says Stefan Denifl’s lawyer Doping controversies are nothing new for the Costa Rican stage race. In 2017, 12 riders, including the overall winner, four stage victors and five more riders who placed inside the top 20 on GC tested positive for banned substances, including EPO. A number of other doping stories have made the headlines already in 2020. A drugs bust by Spanish police uncovered a huge EPO ring, which saw criminals post performance-enhancing drugs to athletes worldwide. The major operation that resulted in six arrests and 850 doses of the blood booster being recovered was the largest ever EPO bust in Europe. Meanwhile the lawyer of Stefan Denifl, the Austrian cyclist implicated in Operation Aderlass, recently made a startling accusation in court, saying: “In cycling there is 90 per cent doping. There is no super clean athlete.” News has also emerged that former British Cycling and Team Sky doctor Richard Freeman is likely to face anti-doping charges before the conclusion of his medical misconduct hearing. This chapter aims to contextualise these doubts within the wider frame of British sport, and more specifically the decline of trust. We trace the emergence of Team Sky from the National Lottery funded track team, arguing that the London Olympics was a pinnacle of medal-winning and public admiration. The turn towards professional road cycling was accompanied by new approaches to medicalisation. The Fancy Bears hack of WADA’s database, whistle-blower insights, Government inquiries, and media scrutiny have presented the public with sufficient evidence and critique to undermine the reputation of Team Sky’s management and riders. Other factors have contributed to the decline of trust, not least evidence of doping from the Russia investigations, the leaked IAAF blood files, the role of the IAAF senior managers, the conflict between WADA and the IOC over banning Russian athletes, and other related debates. We argue that the high-profile debate over the use of drugs in British professional cycling can be understood as symptomatic of a wider malaise affecting British sport, which in turn can be contextualised, explained, and seen as part of a broader shift in scepticism regarding political leaders and media organisations.

Meanwhile, the biological passport system has also recently come under fire in Spain. Anti- doping practices in pro cycling may change as a result. The circus that is Dr. Richard Freeman’s Medical Practitioners Tribunal Service (MPTS) hearing in Great Britain picked up again in October, with many new face-palm revelations by the former Team Sky and British Cycling medical director. Although it has made for a titillating media sideshow, we need to move beyond the more salacious details revealed by the hearings. Along with a Spanish court’s recent rejection of the Athlete Biological Passport (ABP) system as proof of doping, the ever-thinner line between medical support and doping in sport has reached a critical point. Legally-empowered investigative organizations, outside of sports governance, may now start to play a more important role in anti-doping in the future. Great Britain’s MPTS is notable for how it was created following a major breakdown in its National Health Service (NHS) oversight – the case of serial killer Dr. Harold Shipman, which was recently re-examined in a BBC program. Over an estimated 25-year span, Shipman purposely manipulated NHS medical reporting and medication ordering records, until he was apprehended in 1998. During this time, it is alleged that he may have killed upwards of 200 of his patients with overdoses of medical-grade heroin.

    TEAM SKY – POINTS OF CLARIFICATION ON UKAD INVESTIGATION AND EVOLUTION OF ANTI-DOPING AND MEDICAL PRACTICES BACKGROUND In September 2016, Team Sky was made aware of an allegation concerning a potential breach of anti-doping rules around the Critérium du Dauphiné race in June 2011. Specifically, it was alleged that a package containing triamcinolone was sent from the UK to Dr Richard Freeman, our race doctor, and that the triamcinolone was subsequently administered via an intra-muscular injection to Sir Bradley Wiggins following the final stage of the race. Dr Freeman and Bradley Wiggins both denied categorically that this had happened. Nonetheless, it was a serious allegation and it is right that it should have been investigated thoroughly by UK Anti-doping (UKAD), the statutory anti-doping body. Team Sky has co-operated fully with UKAD’s investigation and looks forward to its conclusion. A number of current and former Team Sky staff and riders have been interviewed by UKAD, including all riders and senior staff present at the Dauphiné in 2011. We have also provided extensive documentation and contextual information, both proactively and in response to requests made by UKAD. As part of their inquiry into combatting doping in sport, the UK Parliamentary Culture, Media and Sport Select Committee called the Chief Executive of UKAD to give evidence in a Parliamentary session on 1 March 2017 where she provided an update on the investigation. It should be made clear that, as far as we understand, UKAD’s extensive investigation has, to date, found no evidence whatsoever to substantiate the allegation that was made.

Lo hizo a cuenta de unas declaraciones del que fuera Director Técnico de la citada Federación, Shane Sutton. Durante la declaración de Freeman, este fue preguntado por su abogada, Mary O'Rourke, acerca de la entrevista que Dave Brailsford y Steve Peters, patrón y jefe médico del ahora Ineos, le hicieron a Sutton en el marco de una serie de encuentros con miembros del equipo para revisar su pasado en el ciclismo con vistas a implantar una política de tolerancia cero con el dopaje. She last won my weekly accolade in early June with a super fast 2000m walk of 9:18 as a 13 year old. Now 5 months later, she showed just how much she has improved, with a weekend in which she knocked out 3 very fast walks. First to Saturday when she won the annual UQ 1500m Track Classic at the University of Queensland Track in St Lucia, Brisbane, with a PB time of 6:26.17. Then on Sunday, she competed in two walk events at the Little Athletics Queensland Summer Carnival in Brisbane, recording a PB 3000m time of 13:56.91 and backing up with a 15000m time of 6:52.60. Now that is an impressive weekend for a 14 year old walker! Well done Jayda.     Olympic Doping, Transparency, and the Therapeutic Exemption Process Luke Cox School of Sport and Exercise Sciences at Swansea University [email protected] Andrew Bloodworth School of Sport and Exercise Sciences at Swansea University [email protected] Mike McNamee School of Sport and Exercise Sciences at Swansea University [email protected] Abstract Within anti-doping policy, the Therapeutic Use Exemption policy enables athletes with a range of medical conditions to compete within elite sport even after receiving prohibited medication substances or methods. It has been claimed, however, that the policy is being misused as a means to enhancing performance in healthy athletes, or athletes who do not suffer from a relevant pathological condition. To counter misuse of TUEs, it has claimed that the data captured in the TUE process should be transparent, even though this would reveal medical information concerning the athlete that would normally be thought of as private. There are further concerns regarding the sharing of medical data within sports organisations, between medical professionals and performance directors or coaches. We critically explore the TUE process, and argue against proposals for a transparent TUE policy on grounds of privacy and concerns for athlete welfare .We conclude that the notion of sports integrity, the threat of doping, and the extension of anti-doping policy, need to be considered within a broader context that also concerns the goals of sports medicine and athlete welfare.
