President’s Report

The Board has remained focused on the Legacy Stone Project since the Spring Newsletter was issued. A report on the status of the project is contained in this Newsletter; suffice it to say that the project has generally unfolded as planned with a few difficulties encountered along the way.

We are pleased to report that the value of the Endowment Fund contained within the Foundation now exceeds $100,000. This is a result of a transfer of funds from our General Fund, which in turn allowed us to take advantage of the matching funds offered by The Winnipeg Foundation. Based on the projected fundraising from the Legacy Stone Project, additional funds for transfer from the General Fund and pledges, the Board remains optimistic that we can reach the $200,000 goal by the end of this fiscal year.

As reported in the past, the Board anticipates being in a position to begin awarding grants to the Regiment and others spring 2019, providing the fundraising goals are met. The Grants & Benefits Committee will receive a request for funds from the Regiment, including the priorities for funds to meet Regimental objectives set out in the Regimental Business Plan. The Committee will review the requests and present their recommendations to the Board for approval. For the First year of grants, the focus will be exclusively on supporting the Regiment. Scholarships and other grants will follow after that.

As a result of the Legacy Stone Project, our membership has almost doubled. On purchasing a Stone, a contribution was made by the purchaser to the Foundation which 1 ______THE ROYAL WINNIPEG RIFLES FOUNDATION Suite 90, 680 Whytewold Road PO Box 17000 Station Forces Winnipeg, MB R3J 3Y5

was used partially to pay for the Foundation’s portion of the project; the remainder will go the Endowment Fund. Our database has been updated to include these new Members.

Our 3rd Annual General Meeting will be held 29 November at 1900 at . The Board would be like to see as many members as possible at the AGM.

All in all, the Board is pleased to report that we are progressing toward our goal of being able to financially support the Regiment in achieving its objectives. In the next report, I will provide some thoughts on our future fundraising efforts and will provide you the final results of the Legacy Stone Project, including the fundraising.

The Legacy Stone Project

Since the Spring Newsletter was issued, the construction of the expanded and significantly renovated Rifles Memorial is essentially complete with the exception of the emplacement of the Legacy Stones. Unfortunately, the project was set back due to construction delays and then the very poor weather in September and October.

As a result, there was a requirement to place hoarding and heating around the newly completed Memorial to allow the stones to be permanently emplaced. This will allow the Stones to be emplaced by November 7th and in time for the Commemoration Service on November 10th. Unfortunately, this has also resulted in an un-forecasted expenditure which will decrease the amount of funds available for the Endowment. Steps are being taken to mitigate this to the extent possible.

In July, a group of representatives from the across the Regiment met to determine the positioning of each Individual and Corporate Legacy Stone. The guiding principle in doing so was to have a balanced emplacement for all ranks, veterans and serving members, families and organizations. To a very large extent, grouping of Stones, by those who so requested, was achieved. Interspersed throughout are the Stones reflecting the Regimental Battle Honours as a tribute to those Riflemen who paid the ultimate sacrifice in these battles.

As this Newsletter goes to press, the only remaining work for the Rifles Memorial is the emplacement of the Legacy Stones. That work is underway, and will be completed in time for the Commemoration on November 10th as noted.

The Foundation is very pleased with the accomplishments of this project, and although the magnitude of the work and coordination was much greater than anticipated, we are very confident that the two major objectives of this project will be achieved; firstly, a

Memorial that all members of the Regiment and all Canadians can be very proud of, and secondly, the raising of funds to support the Regiment well into the future.

The Regimental Time Capsule

At a Royal Winnipeg Rifles Association (RWRA) meeting it was recommended that we include a time capsule at Vimy Ridge Memorial Park as part of the renovations to the Rifles Memorial Project with the intent that the time capsule be opened on the Regiment’s 175th birthday. The Regimental Senate approved the idea and it was agreed that the RWRA would fund the time capsule.

The time capsule was purchased from Heritage Time Capsules, USA, and is made of a composite material, has dimensions of 15.5” x 13.9” x 6.3” and weighs 8 pounds empty. The items to be included in the time capsule are copies of the Winnipeg daily newspapers, letters from the Honorary Colonel, Honorary Lieutenant Colonel, Presidents of The Royal Winnipeg Rifles Foundation, the Regimental Senate, the RWRA and the Commanding Officer as well as Regimental collar dogs, a list of The Fallen, and other items. There will also be pictures and biographies of the two Riflemen who laid the capsule.

The time capsule is to be encapsulated under the Acknowledgement Stone in early November. It is hoped that the two Riflemen who buried the time capsule will be the ones to dig it up in the year 2058, the Regiment’s 175th birthday. Below is the picture of the time capsule in the hole during a trial fit.

Financial Update

The Foundation’s short-term financial goal was to raise $200,000 by the end of 2017. This goal was amended to reach $200,000 by the end of 2018, given the focus and priority on the Legacy Stone Project and the efforts required for fundraising for this specific requirement. To date we have raised a total of $105,560 and have had expenses of $4,850. In this year alone we have raised $46,200. We have $100,800 in the Endowment Fund held by the Winnipeg Foundation. The Legacy Stone Project has raised $149,900. We are well on track to achieve our short-term fundraising goals.

The Regimental Band leads the parade of Legion Members and Auxiliary from the Legion Hall to the Memorial Park for the 95th Annual Decoration Day Parade in Pilot Mound, Manitoba on Sunday, 10 June 2018.

The Royal Winnipeg Rifles Association

Over the past three years the Association has been very busy with the Regimental Family, The Royal Winnipeg Rifles Foundation, the Legacy Stone Project, the Time Capsule and the 135th Anniversary. The Association worked on several of the listed groups.

On the first of the year 2019 the Association will commence planning a tour returning to D DAY 75 years. The tour will go from Normandy to the Netherlands and points in between. Several members of the RWRA have put their names foreword. We have a large home in Graye sur Mer to use at no charge plus some other housing.

The RWRA did a tour in 2014 and from that group several members have put their name in for 2019. We had 13 in 2014 and that tour went very well.

Once 2018 is over, we can get going with 2019.

The Royal Winnipeg Rifles Museum and Archives

Coming off an intense two-year period of revitalizing the Museum & Archives, we will build on our success and push forward with the following three objectives for FY 2019/20:

• Digitize the archives. The aim is to ensure that these fragile, rare resources are preserved properly and made as widely available as possible to the Regiment and the public. • Finish inventorying the artefacts. This is important for many reasons including ensuring required Non-Public Property procedures are followed in registering our collection for insurance purposes. • Expand outreach. The aim is to reach a broader audience to increase public awareness. Our focus remains reaching beyond small audiences and includes expanding our digital footprint (i.e. website, social media).
