METHODOLOGY ADOPTED

The following methodology has been adopted in carrying out the study:

i) Collection of data in regard to workload of the Works unit. ii) Discussion with SSEs/JEs of the STN Works unit. iii) Studied the existing workload and deployment of staff. iv) Analysis of data and assessment of revised manpower.

AUTHORITY & TERMS OF REFERENCE

As approved by the competent authority, the subject work study has been undertaken by the GM’s Efficiency Cell during the current financial year 2017- 18 with the following terms of references:

1. Identification of workload of staff under SSE/Works/STN under Engineering Department of ASN Division. 2. Rationalisation of deployment of staff against the existing workload.

SUMMARY OF RECOMMENDATION

Justification

Assessment of requirement of staff working under SSE/Works/STN is done on the basis of existing pattern of deployment of staff and analysis of complains attended by the unit to cater the existing workload catered departmentally of STN Works unit.

CHAPTER-I

1.0 INTRODUCTION:

1.1 Division was established in 1925. This is one of the oldest divisions on the Indian Railways and has always been in the forefront of operations, both freight and passenger. As far as Eastern Railway is concerned, Asansol Division is referred to as the heart of operations, being at the crossroads of the route via Gaya and the main line route via Patna. With a total of 594.9 route kilometers, the division has the unique distinction of having quadruple lines (two up and two down line) from Khana to Sitarampur.

1.2 Civil Engineering department or commonly known as Engineering department of the Railways specifically performs or holds responsibility of three different kind of works, those are:

i) To upkeep the railway track under the supervision of PWI or Sr. Section Engineer(P.Way) ii) To upkeep the building, sewage, water system etc under the supervision of IOW or Sr. Section Engineer (Works). iii) To upkeep the bridges under the supervision of BRI or Sr. Section Engineer (Bridge).

1.3 The maintenance jobs under Engineering (works) department over ASN division are being made mainly in the main line from the distant signal of Khana junction in the east to distant signal of Jhajha station in the west. On the Grand Chord line, the administrative control of Asansol Division is up to the distant signal of Pradhankhanta. The territorial jurisdiction of this division also extends over such branch lines as Andal- Sainthia, Andal–Tapasi––Sitarampur, Madhupur–Giridih, Jasidih– Baidyanathdham and Josidih to Dumka. It serves the densely populated states of , & covering seven districts viz. and Birbhum in West Bengal, Jamui in Bihar & , Jamtara, Giridih, and Dumka in Jharkhand.

1.4 The organizational set up of Engineering Department of any division is more or less the same. This can be shown by a tree chart which is as under:

1.5 There may be one or more PWI units, Works units and BRI units under one AEN. It depends upon the convenience of the administration. Altogether, there are 08 Works units in Asansol division. The Works units under ASN division are as under:

1.6 Presently, 41 nos. of staff comprising 11 Artisan and 30 Un-skilled against a total sanctioned strength of 64 posts, are working under STN Works unit of ASN division. The main object of conducting the subject study is to assess a need based requirement of manpower consequent upon the changed scenario of the Works unit/ STN. 5

1.7 For any kind of development, money is the most important but limited resources. An organisation, like Indian Railways, may also provide a good financial support for its development, if good financial discipline can be practiced and expenditure due to man, materials & overheads can be managed optimally & economically.

In view of the above, Rly. Board issued nos. of circulars, orders, etc. The Zonal Railways also implement various measures for financial discipline.

1.8 Indian Railway is facing tremendous financial crunch after implementation of 6th Pay Commission. Operating ratio is gradually increasing. Though Indian Railway is not a business organization but to survive, it is always essential to make the organization in profit i.e. operating ratio should be less than 1. Performance Efficiency Index shown in the corporate plan published by the Eastern Railway is given below.

1.9 The aim of this Workstudy is not only to review the staff strength deployed to cater the workload of STN Works unit, but also to look through for impact of more involvement of contractual agencies to the day to day work of Sitarampur Works unit. Study team considers both factors in ongoing chapters for review of manpower catering the workload of Works unit of Sitarampur.

CHAPTER-II

2.0 EXISTING SCENARIO:

2.1 All works units of ASN division are run under the overall control of Sr.DEN/Co- ord/ASN and under direct control of concerned DEN & AEN. Each works unit is functioning directly under supervision of concerned SSE/Works in regard to maintenance of Railway assets and to look after the passenger amenities.

2.2 The main function of SSE/Works is to maintain & upkeep the buildings, Platforms, sewages and water supply system. Of course there are other works such as maintenance of road, pipelines, rest houses, and plantation etc. But those three are considered as the main function. Regarding repairing and other maintenance work of buildings, platforms, sewage etc, it is observed that major repairing works are carried on by the contractual agencies at present. SSE/Works are responsible for the patch works or any petty repairing works. In addition to petty work, the staff also attend the emergency calls, complaints received from the officers and staff over telephone under the jurisdiction of concerned SSE/Works unit.

2.3 SSE/Works/Sitarampur unit is functioning under supervision of a Senior Section Engineer/ Works. The jurisdiction under SSE/Works/Sitarampur ranges from :

i) 214/13 to 221/0 on UP & DN Main line, ii) Sitarampur station (STN) Km 221/0 to 246/24 Main Line, iii) Sitarampur station (STN) Km 221/0 to 240/5--7 on Grand Chord, iv) Barachak(BCQ) Station to Hirapur, v) (UTL) Link Cabin to Sitarampur (STN) Link (STN-VTL Link Line) vi) STN to UTL Link (Relief Line) vii) (SLS) to Damaggoria Siding, viii) Salanpur(SLS) to Bengamahari Siding, ix) UTL to Chench Siding, x) Maintenance of ZRTI Bhuli.

2.4.4 During conducting the study, it is learnt that the department had surrendered 3 posts of unskilled staff (i.e 2 posts of valveman and 1 post of Khalasi). So, the statement showing revised Sanctioned Strength of Artisan and Un-skilled staff under SSE/Works/Sitarampur after deducting the surrendered posts is furnished below.

2.5 The Works unit /Sitarampur is mainly open for six days of the week. On Sundays and Holidays, an Emergency staff along with a helper and a Valveman are deployed. The working hour of the staff of the unit is from 7:00 a.m to 11:30 p.m and from 14:00 p.m to 5:30 p.m during the summer (April to September). During winter (i.e from October to March) the working hour is 7:30 a.m to 12:00 p.m and from 14:00 p.m to 5:30 p.m. However, Filter Plant operator (FPO) and valveman are deployed at filter plants/ pumping installations at various places for all 7 days of the week at 12 hour roster of two shifts (i.e from 6:00 a.m to 6:00 p.m and from 6:00 p.m to 6:00 a.m).

2.6 Presently, major works under SSE/Works are outsourced to private agencies. In case of Works unit /Sitarampur also maximum work have already been given to private agencies. This contractual work has been processed through special work and yearly contract basis i.e. zonal work. The store function under each SSE/Works has also been decreased due to contractual work. Existing staff are deployed to cater the small repairing works based on the complaints registered by staff/officers. It is noticed that about 20% to 30% of the total magnitude of workload in connection with item-wise repairing and maintenance jobs of the Engineering (Works) wing, as stated below, are generally maintained by the departmental staff.

2.6.1 It is observed that the major complaints faced by the STN Works unit in connection with the maintenance of Railway assets , as mentioned in para- 2.6, are of common nature. Accordingly departmental staff is booked to comply the same on urgent basis. The following major complaints are as under:

i) Life of maximum staff quarters/service buildings is more than 25 years and roof of the many building is jack arch with lime concrete terracing. The jobs based 9

on the main complaints received from the occupants of staff quarters /offices due to leakage of residential buildings as well as service buildings, are done as a regular measure. This type of building roof is needed to be demolished immediately and it needs to be converted into RCC roof. ii) Other masonry works are attended by Works unit staff such as room floor repairing, courtyard floor repairing, wall plaster repairing , ceiling repairing ,drain & sump repairing, w.c. pan fixing, brick- wall repairing. iii) Tie bar gate/fencing fixing, building vegetation, Jungle cleaning, Rail post fixing and A. C. sheet roof repairing are the miscellaneous types of complaints which are usually attended by the staff of Works unit. iv) Repairs of damaged doors & windows of staff quarters/service buildings are done by the staff working under SSE/Works. v) Repairs of damaged pipelines, replacement of corroded pipelines including fittings, taps, cleaning of overhead tanks etc. are done by the Works unit staff whenever required.

2.7 The workload under SSE/Works/STN based on the available data furnished by the concerned SSE of STN works unit, is focused in TABLE underneath.

2.7.1 Among the total workload mentioned in para 2.7, the magnitude of workload of staff quarters maintenance is quite considerable. Staff quarters under SSE/Works/STN are scattered at 13 stations. Nos. of Railway Quarters under SSE/Works/STN is tabulated as under:

2.8 From para 2.4.1 & 2.4.2, it can be seen that the Sanctioned strength of Artisan & Un- skilled staff consists of various categories of staff. Earlier, all jobs of various kinds regarding maintenance of Railway assets are catered by departmental staff under SSE/Works. For this reason, staff of various trades/ categories were included during formation of Sanctioned Strength for the Works unit.

But, now days, several activities that were catered in earlier days are either outsourced or diminished. So, for this reason, staff of several categories are not recruited from long times in Railways.

In present situation, staff of few categories are present in the on-roll position of Works/STN unit, they cater workload mentioned in para. 2.7. Generally, there are assigned nature of duties for each category of staff. But, when situation arises, they assist the work of other category staff.

The Nature of work catered by different categories staff of Works/STN unit is mentioned in table underneath: 11

2.10. As per present system of working, staff of Works unit are booked for petty maintenance work as per complains received by the unit. In addition to petty work, the Works unit staff also attend the emergency calls, complaints received over telephone.

During discussion with concerned officers and supervisors in course of conducting the study, it is stated by them that out of total complains received by the unit, about 70 % of them are executed through Zonal Contract. Around 30% of the complains that are basically of urgent nature are attended by departmental staff.

CHAPTER-III

3.0 CRITICAL ANALYSIS:

3.1 On being observed the different stages of operation and activities involved in the Works unit/STN in connection with the construction of new assets as well as maintenance of existing Railway assets, it has been noticed by the study team that around 30 % of the entire workload of this unit, as tabulated in the table under para 2.7 & 2.7.1, is borne by the existing deployment of both Artisan and Un-skilled staff. The proposed requirement of manpower under SSE/Works/STN has been critically analyzed herein under based on the existing workload as discussed in different paragraphs of Chapter-II. Keeping the optimum level of outturn in view by considering all kinds of resources available in these units, the assessment in the subject study is done on the basis of existing pattern of deployment of staff and analysis of complains received by the unit. During assessment, study team tries to consider all the foreseen and unforeseen workload of Works Unit/STN in addition to the workload mentioned by SSE/Works/STN.

3.2 Through scrutiny of the total workload of Works Unit/STN and the details of contractual work mentioned in para 2.9 and 2.9.1, it is observed that around 70 % of the maintenance & repair work is covered under various contracts executed by various external agencies. Only about 20% to 30% workload out of total workload in connection with the maintenance & repairing of existing and new assets under SSE/Works are catered departmentally with the deployment of present staff strength and in some of the cases, more than 30% workload are undertaken by SSE/Works/STN by deploying their existing Artisan and Unskilled staff throughout the year.

3.3 The total workload of Works unit/STN comprises of the following activities viz. Building repair, Platform (covered/uncovered) repair, major bridge, minor Bridge ( including ROB & RUB), FOB repair, Surface/Underground drainage repair, Road area repair, Pipeline and Pumping installation & Repairing of hand tube well (mentioned in para 2.7). Among the complains, majority of the complains is of Building repair work. To attend the complains, staff of Works unit in team/gang comprising of one skilled along with one or two unskilled staff are booked for repair and maintenance work. So, based on the complains attended by the departmental staff of the Works unit/STN (shown in para 2.10 and 2.10.1) and staff booked to attend the complains, the percentage of nature of complaints as analyzed by the study team is tabulated as under: 17

3.3.1 From the statements of nos. of complaints attended by the staff of Works unit /STN in the year 2016 and 2017 as shown in table 2.10 and 2.10.1, the percentage of nature of complaints is tabulated as under:

3.4 So, in ongoing paragraphs, study team, for assessment, individually analysis the requirement of staff for each individual work. The assessment is done on the basis of percentage of nature of complain and staff booked to attend the complains. The assessment for element-wise maintenance work under STN Works units is described as under:

3.4.1 Building Repair work (Rly. Quarters and Buildings at stations):

Generally, mason category artisan staff caters the building repair work. The details of the work performed by mason regarding repair of buildings is mentioned in table under para 2.8. The buildings under SSE/Works/STN consists of Railway Quarters, office buildings and other establishments at Platform, buildings at LC gates and sidings, surface/underground drainage etc.

Work at platform consists of repair and maintenance of station buildings, platforms, platform walls, maintenance of FOB (slab, steps & masonry work), etc. 18

There are around 12 to 13 major & minor stations consisting of total 84665.80 sqmtr covered and uncovered area under the jurisdiction of SSE/Works/STN. These stations has around 10 nos. of FOBs.

Major & periodical maintenance work of Platform, station office buildings, major/ minor bridges and FOBs are executed through contractual work (shown in para 2.9 and 2.9.1). Only minor maintenance of masonry and carpentry work is done departmentally.

Mainly, major and minor bridges are maintained by Bridge dept. Changing of broken wooden/concrete slab under FOB are the main maintenance work performed by Works unit staff.

From the table under para 2.10 it can be seen that in the year 2016 only 34 complains were attended by the staff of STN works unit for Platform related work. And in the year 2017, the no. of complain attended for Platform related work is NIL ( shown in table under para 2.10.1).

The workload of 1135 nos. of Railway Quarters is the maximum workload. Leaky roof treatment, repairing of damaged door/window frame, walls, floors and sanitary works etc are the main repair jobs.

As already mentioned that the jurisdiction of Works unit/STN ranges from Barachak (BCQ) to Chhota Ambana (CAM) in Main line and upto (CRJ) in Chord line. Towards line, there exists some Quarters at Hirapur siding (HSME) under jurisdiction of SSE/Works/STN.

Among them, Railway Quarters are scattered at 13 stations (shown in para 2.7.1). It can be seen that, maximum (around 85%) Railway Quarters are situated at Main line between Chhota Ambana to Barachak. Also, ZRTI, Bhuli is also situated in Main line.

There is very well connectivity of trains in Main line upto Dhanbad. However, for small stations the connectivity is through passenger trains and MEMU.

Also, majority of the Railway Quarters are situated at STN and BRR (around 70 %).

The total length of Surface/underground drainage is 49433 meters (both surface and underground) in various colonies under the jurisdiction of SSE(Works)/STN. Maintenance of drainage system at service building /colonies is done by CHI under Medical dept. Though, major repair is done contractually, but in some cases minor and emergency repairs are attended by Works unit staff.

From table 3.3.1, it can be seen that on an average, nos. of complain attended /month is 40.08 say 41. Now, average complain attended per day by staff of Works unit/STN = 41 / 30 = 1.36 say 2 complains.

As per observation and discussion with SSE/Works/STN, it is observed that for masonry work, in most of the cases two staff are booked i.e 1 un-skilled along with 1 skilled for attending complain. In some cases two un-skilled staff are booked along with the skilled staff depending upon the nature and quantum of work.

From table 3.3.1, it can be seen that around 40 % complains attended for building repair works and around 4 % complains are related to repair work at platform. So, altogether there are 44% (40% + 4%) complains attended for masonry work.

Now 44% of 2 (nos. of complains attended per = 0.88 ≈ 1 (rounding off) day as discussed in above para)

From above calculation based on percentage of complains received for building repair work, it shows that only one gang/team can cater the existing workload of building repair work of STN Works unit.

During conducting the study, it is stated by the concerned officers and SSE of the Works unit/ STN that maintenance of three sidings and ZRTI, Bhuli have been recently added to the workload of SSE/Works/ STN. Further, the jurisdiction of STN Works Unit is quite large, and also a large nos. of Rly. Quarters are there under its jurisdiction. So, considering these points, study team, recommends for one additional gang comprising of 2 staff (one skilled staff along with one un-skilled staff) for the said workload.

So, altogether, study team recommends two gangs/teams, one gang/team comprising of 3 staff (one skilled staff along with two un-skilled staff) and the additional one, comprising of 2 staff (one skilled staff along with one un-skilled staff) to cater building repair work of STN Works unit.

So, from assessment the requirement of staff for building repair work is tabulated in details as under:

3.4.2 Carpentary work:

Generally, repairing of doors and windows of Rly. Quarters, Railway buildings at platforms, etc are catered by carpentry category staff. The details of work catered by Carpentry staff is mentioned in table under para 2.8. For Carpentry work the assessment for requirement of staff is done in similar way. So, from table under para 3.3.1, it can be seen that 12% complains are for work related to Carpentry work.

Now 12% of 2 (nos. of complains attended per day) = 0.24 ≈ 1 (rounding off)

From above calculation based on percentage of complains attended for Carpentry work, it shows that only one gang/team can cater the existing workload of carpentry work of STN Works unit.

So, on scrutiny, study team, recommends for one gang/team consisting of 2 staff (one skilled staff along with one un-skilled staff) for catering carpentry workload of STN Works unit.

So, from assessment the requirement of staff for Carpentry work is tabulated in details as under:

3.4.3 Fitting work (mainly plumbing work):

In fitting work, pipe repair and tube well repair are main workload of the concerned staff. Fitter category artisan staff are deployed for this work. Along with the pipe repair and tube well repair work, fitter are also deployed for LC gate repair work, fixing of small height gauges, valve repairing work and other misc. fitting work mentioned in table under para. 2.8.

Hand Tube wells:

The hand tube-wells are installed by private agencies on contractual measure. There are around 40 nos. of hand tube-wells under SSE/Works/STN located at various colonies and stations. A frequent attention regarding maintenance of hand tube-wells is required to be given during summer season in comparison to other seasons of a year due to low level of water.

Pipe repair work:

There are around 48243 mtrs. of pipeline fitted at various staff quarters and Railway establishments under SSE/Works/STN. Major maintenance work along with replacement of pipes is conducted through contractual work.

The maintenance work of pipelines generally catered by the departmental staff under SSE/Works/STN is as under:

i) Repairing and replacement of damaged pipelines including fittings ii) Cleaning and replacement of corroded pipelines. iii) Cleaning of OH tank and roof tank in a particular period of time at colony.

From table under para 3.3.1 it can be viewed that, there are around 12% complains are related to fitting work.

So, 12% of 2 (nos. of complains attended per day) = 0.24 ≈ 1 (rounding off)

From above calculation based on percentage of complains attended for fitting and other related work, it shows that one gang/team can cater the existing fitting workload of STN Works unit.

Generally, 1 to 2 un-skilled staff are booked along with skilled staff as per workload. But, sometimes, when there is need to carry heavy pipes, 3 unskilled staff are required.

So, on scrutiny, study team, recommends for one gang/team consisting of 4 staff (one skilled staff along with three un-skilled staff) to cater fitting workload of STN Works unit.

So, from assessment the requirement of staff for Fitting work is tabulated in details as under:

3.4.4 Blacksmithy work :

The workload of Blacksmith is mentioned in para. 2.8. Generally, manufacturing of small fitting jobs and clamps, sharpening and repairing of tools, fixing of small height gauges are performed by the Blacksmith. Other than this, Blacksmith are also deployed for pipe repairing work (plumbing work) when the fitting staff is engaged somewhere else to attend the booking.

On scrutiny of the present deployment and discussion with the supervisors of the Works unit, it is recommended for 1 skilled staff along with 1 un-skilled staff to cater the workload discussed in above para.

So, from assessment done in above paras, the requirement of staff for Blacksmithy work is tabulated in details as under:

3.4.5 Jungle cutting work:

From table under para 3.3.1, it can be seen that booking of around 15% staff is done for jungle cutting purpose. It is observed by the study team that the jurisdiction under SSE/Works/STN are quite vast and large area of it has bushy jungle which needs to be cleared periodically, particularly in rainy season.

So, 15% of 2 (nos. of complains attended per day) = 0.30 ≈ 1 (rounding off)

From above calculation based on percentage of staff booked for jungle cutting purpose, it shows that one gang/team can cater the existing jungle cutting workload of STN Works unit.

So, on scrutiny, study team, recommends for one gang/team consisting of 3 staff (three un-skilled staff) to cater workload of jungle cutting.

3.4.6 Painting and lettering work:

It can be seen from table under para 3.3.1 that booking of around 17% staff is done for painting and lettering work. The details of work catered by STN Works unit staff in connection with painting and lettering is mentioned in table under para 2.8.

So, 17% of 2 (nos. of complains attended per day) = 0.34 ≈ 1 (rounding off)

From above calculation based on percentage of staff booked for painting and lettering work, it shows that one gang/team can cater the painting & lettering workload of STN Works unit.

However, there are two Sign writers in STN works unit and are booked in regular measure for painting and lettering work.

Generally, 1 un-skilled staff is booked along with skilled staff (Sign writer) for carrying painting accessories, ladder, etc.

So, on scrutiny, study team, recommends for two gang/team consisting of total 4 staff (each gang/team consisting of one skilled staff along with one un-skilled staff) to cater workload of painting and lettering of STN works unit.

So, from assessment, the requirement of staff for Painting and lettering work is tabulated as under:

3.4.7 Pumping installation and valve operation:

Installation, maintenance and operation of pumps under jurisdiction of SSE/Works/STN are done by Electrical Department. However, for operation of valves for supplying water at various stations, colonies, filter house at STN, BRR, Salanpur, CRJ and Hirapur, Valveman are deployed from STN Works unit. Other than the valveman, there is one Filter Plant Operator (FPO) present in STN Works unit, he is generally deployed at STN Filter House or at BRR for monitoring of water filtration process in addition to valve operation work.

For the said workload, FPO/ valveman are deployed at 12 hrs roster. (i.e day shift from 6:00 a.m to 6:00 p.m and night shift from 6:00 p.m to 6:00 a.m).

The present deployment of FPO/ valveman of STN works unit at various places is tabulated as under:

From analysis of the workload and present deployment of the staff for valve operation work, study get to the conclusion that the minimum 14 staff is required for proper manning and smooth functioning of valve operation work under jurisdiction of SSE/Works/STN. Additional 6 staff are deployed against Leave Reserve (LR) and Rest Giver (RG). So, altogether (14 + 6) = 20 staff are deployed for the said workload. However, from para 2.4.2, it can be seen that at present, there are total 19 nos. of on- roll staff of FPO/ Valveman category, present in STN works unit. So, in that case, sometimes helper/ khalasi category staff are deployed for the said workload.

So, study team, on scrutiny of the present deployment, felt that the present deployment is sufficient to cater the existing workload of valve operation of STN Works unit and recommends for bare requirement of 14 staff (excluding LR and RG) for catering the said workload. The assessed the requirement of staff for filter house and valve operation work at various locations under SSE/Works/ STN is as under:

3.4.8 Emergency work

It is felt by the study team that there should be at least one gang/team comprising of 2 staff (one skilled and one unskilled) which should stationed at STN Works unit so that if emergency complain arises after all the staff left the unit to attend the booking, this team/gang can be send to attend the emergency complain.

There are some cases when extra manpower is required such as during fixing of height gauges, etc. In such cases, this emergency group can be utilized.

Other than this, this gang can be utilized for assisting SSE and JE during field observation/ measurement and also during trolley.

During stay at Works unit/STN when this team/ gang are not attending any emergency complain, these staff are to be utilized for office work and other misc. work of the unit. So, from assessment, the requirement of staff for Emergency work is tabulated as under:

3.4.9 Miscellaneous work:

In above paragraphs, study team discusses about all the scheduled workload of Works unit/ STN and accordingly assessment of requirement of manpower is made. The unforeseen workload of Works unit/ STN were also discussed in para 3.4.8 and for it, emergency team is recommended by the study team. However, there are some work which has nothing to do with outturn and whose workload can’t be described. The work of chowkider is an example for that.

STN Works unit has Sanctioned strength of 2 posts of chowkidars (shown in para 2.4.2), but the on-roll strength is zero since Railways had stopped recruiting chowkidar category staff since from long time back.

In actual practice, the 2 valveman deployed at STN Filter House at night shift (i.e from 6:00 p.m to 6:00 a.m) takes care of the Works unit at night. At day time, no such staff for chowkidary work is deployed.

It is felt by the study team that there should be deployment of at least 1 unskilled staff along with the valveman so that he can take care of the unit when the valveman are out for performing there designated work at the Filter House which is adjacent to the Works unit.

It is also felt by the study team to deploy a skilled staff at night to attend any emergency work that may arise during the night. The unskilled staff deployed at night shift may assist the skilled staff to attend the Emergency case. During the period, the valveman at Works unit can look after the unit.

The store of Works Unit/ STN is attached to the unit office building. It is already mentioned in above para that during day time no staff is deployed for chowkidary work. However, it is felt by the study team that there should be 1 unskilled staff deployed for store related work at day shift. In addition, he can guard the unit at day time. At the time of Emergency, this staff can also be utilized along with Emergency gang (mentioned in para 3.4.8).

So, on the basis of above discussion, the assessed requirement of staff for miscellaneous workload is tabulated as under:

3.5 From para 3.4.1 to 3.4.9, the activity wise bare requirement of staff is assessed in above paragraphs. . It can be seen that the staff catering activities mentioned in para 3.4.7 (i.e FPO/ valveman), they are deployed for 2 shifts per day and have duty for all 7 days. So, for them, both Rest Giver (RG) and Leave Reserve (LR) are additionally required.

It is already mentioned earlier that during Sundays and Holidays, 1 skilled staff along with one unskilled staff are deployed for attending Emergency cases. This deployment is felt justified by the study team and so, it is recommended by the study team that the staff provided for miscellaneous activities (para 3.4.9) to be deployed for all days of the week i.e even on Sundays and Holidays. In that case both Rest Giver (RG) and Leave Reserve (LR) are additionally required for staff provided for miscellaneous work.

For rest of staff catering activities mentioned in para 3.4.1 to 3.4.6 and 3.4.8 , they are deployed for only 1 shift and has duty for 6 days in a week, so in such case, only Leave Reserve (LR) is additionally required for them.

So, considering the above facts, the total requirement of staff based on the assessment done on the basis of existing pattern of deployment of staff and analysis of complains received by the unit is tabulated as under: 27

3.6 Summarizing the revised requirement of staff including RG and LR as shown in para 3.5, the posts to be rendered as surplus against the total existing sanctioned strength with the consideration of assessment made in the above paragraphs, may be seen from the following table.

3.7 It is observed from the above table under para 3.6 that, the total revised requirement of staff under SSE/Works/STN in ASN division is calculated as 54. It may be mentioned here that there are 41 nos. (as on 13.01.18) of staff working in the Works unit/STN (i.e. total MOR=41) as against the total sanctioned strength of 64 posts, as evident from para 2.4.3 which indicates that presently, there is a clear vacancy of (64- 41) = 23 posts in the above unit. On scrutiny, it is assessed by the study team that there is a need of filling up 13 vacant posts to tackle the existing workload which has neatly been analysed in the foregoing paragraphs of the Critical Analysis chapter. Hence, (64-54) = 10 nos. of posts are found to be excess to the present requirement after filling up of 13 vacant posts.

3.8 Recommendation: -

It is recommended that the actual total requirement of manpower to carry out the entire workload of the Works unit/ STN catered departmentally will be 54 posts which would result in surrender of 10 nos.of vacant posts as against the present total sanctioned strength of 64 posts. The actual total requirement of manpower has been revised by the study team on the basis of assessment & analysis made in the foregoing paragraphs.

4.0 FINANCIAL APPRAISAL:

4.1 As per recommendation made in Para 3.8, the total surplus posts works out to 10 posts. For an easy and smooth means of calculation of Financial appraisal the study team considered vacant posts of lowest grades of Unskilled staff i.e 10 vacant posts of Unskilled staff with Grade Pay Rs 1800/-.

A statement showing the total annual financial savings on account of surrender of 10 posts is furnished below.
