Oberstar Chairman Committee on Transportation and Infrastructure U.S. House of Representatives Washington, DC 20515 Dear Mr. Chairman: This letter transmits the 2008 Report to Congress on Section 1301, Projects of National and Regional Significance of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU). Section 1301(k) requires the Secretary of Transportation to submit a report each year to the Committee on Transportation and Infrastructure and the Committee on Environment and Public Works. The enclosed report includes a funding table that shows the allocation amounts to be made available to finance grants under this section. Section 1301(m) requires that, notwithstanding any other provision of Section 1301, the Secretary shall allocate amounts in this section for grants to carry out the 25 projects designated in the table of “Projects of National and Regional Significance” incorporated under Section 1301. As Section 1301(m) obviates the need for any funding allocation proposals or recommendations, the enclosed project information will serve to inform the committees on progress made in funding the designated projects and on progress made in establishing the regulatory framework called for in Section 1301(f)(6) for evaluating and rating projects. I recommend that the project funding proceed in accordance with the following distribution plan set forth in Section 1301(m). The directive stipulates allocating the total of all funds in this section to the 25 projects identified in this section, and the requirement that this allocation be distributed for each of Fiscal Years (FY) 2005, 2006, 2007, 2008, and 2009 at 10 percent, 20 percent, 25 percent, 25 percent, and 20 percent, respectively.

U.S. Department of Transportation FRA File #HQ-2017-1237 Federal Railroad Administration FRA FACTUAL RAILROAD ACCIDENT REPORT SYNOPSIS On December 8, 2017, at 2:08 p.m., EST, eastbound CSX Transportation (CSX) mixed freight Train Q40407, consisting of 3 locomotives and 141 cars (66 loads/75 empties), derailed 31 cars at Consolidated Rail Corporation (CRSH) C.P. Townley on track No. 2. The derailment occurred on Conrail’s Lehigh Line located in Union, New Jersey, milepost (MP) 14.5. The method of operation in this area is signal indication. Train Q40407 was approximately 8,420 feet, weighed approximately 11,642 tons, and was traveling at a recorded speed of 34 miles per hour (mph) when the derailment occurred. The derailment occurred in three different sections of the train. The three locomotives - CSXT 4709, CSXT 5433, and CSXT 2787 - did not derail. The first car behind the locomotives derailed the “B” end truck and remained coupled to the third locomotive. The second through fifteenth cars derailed in an accordion pattern and pileup. The second derailment location of the train involved the twenty-eighth car (TILX 649845 “A” end), twenty-ninth car (WCRC 65415 both wheel sets), and thirtieth car (CBTX 736971 “B” end).

Public Transit service within the Route 202 Study Area consists of a combination of local bus, commuter bus and commuter rail operations. Commuter bus services operate primarily between pick-up points in the Study Area and destinations in Lower and Midtown Manhattan in New York City. Commuter rail operations connect the Study Area to major employment centers such as Newark, Hoboken and New York City. All modes collectively form an interconnected transit network, with the connections more frequent and convenient in the northern portions of the Study Area. 5.1 MULTI-MODAL TRANSIT SERVICES IN THE CORRIDOR Somerset County comprises the northeastern part of the Study Area and is served primarily by NJ TRANSIT (NJT) bus and rail lines. While there is limited NJT service in Hunterdon County, consisting of some service along the Raritan Valley Rail Line and a mini-bus service along US Highway 22, NJT “Wheels 884”, Hunterdon County itself provides extensive service through “The LINK” system. There are also some existing private commuter routes operated by Trans-Bridge Lines and others for commuters traveling out of the two counties to Newark and New York City.
