On the instructions of Breach Operation Committee, mechanical breach was carried out on approach road to Head Muhammad Wala Bridge left side at Km 5+900 in 50 meter length on 11 September 2014 at 0300 hrs, whereas explosive breaching was done by Pakistan Army at 1500hrs on the same day. Now these two breaching sections have been merged and length of breaching section has increased to 300 meters. Flood water is still flowing through the breached section. Traffic Restoration Status:Water is still flowing. Restoration work will commence upon receding of flood waters. Restoration time is one month. - Shershah (N-70) – Mechanical breaching of road at kilometre 19-20 was done on 12 September 2014 in the evening. Due to breaching of Shershah Bund, floodwater is flowing over top the road on two and a half kilometre length between kilometres 19-21. The road is closed for all types of traffic since 1830hrs on 12 September 2014 due to breaching of following sections: • Between Km. 19-20 near Ghagra-Chowk. • At Km. 26 between Railway Crossing and Taliri Canal on Muzaffargarh Bypass. • At Km 27+600. Following machinery is on site (at each section): • Excavators - 03 Nos. • Dozer - 01 No. • Tractor Trolleys - 06 Nos. • Tractor with front blade - 02 Nos. TrafficRestoration Status: • N-70 has been opened for light as well as heavy traffic. • Honourable Chief Minister of Punjab visited and inaugurated the restored section of N-70 at 1600hrs on 20 Sept. 2014. • Motorways: Discharge at Indus Bridge and Jundi Bridge on M-1 being monitored. Discharge at Jhelum Bridge on M-2 being monitored. As reported by NHA Field Formation, contractors along all vulnerable points have been mobilised along with machinery to cater for any emergency. .

In the said Act, section 4 shall be omitted. Omission of section 4 of Sindh Act No.XIX of 2013. 4. In the said Act in Section 5, after clause (vi), the following shall be Amendment of section inserted:- 5 of Sindh Act No.XIX of 2013. “(vi-i) to confer or award degrees, diplomas, cert ificates, and other academic distinctions on and to persons, who have passed its examination under prescribed conditions. (vi-ii) to affiliate with any University and disaffiliate medical institutions and inspect colleges and other educational institutions affiliated or seeking affiliation with it.” 5. In the said Act, in section 7, in sub-section (1), for the word Amendment of section “Governor”, the words “Chief Minister” shall be substituted.

    PROMINENT ECONOMISTS’ THOUGHT No. 1 March 2021 A NEW PAKISTAN: MAYBE!1 Mahmood Hasan Khan Prof. Mahmood Hasan Khan is currently Professor Emeritus of Economics at the Simon Fraser University, Canada. Prof. Khan has several books to his credit including Public Policy and the Rural Economy in Pakistan, Underdevelopment and Agrarian Structure in Pakistan, Participatory Rural Development in Pakistan: Experience of Rural Support Programmes, and The Economics of Green Revolution in Pakistan. He has numerous journal publications, including many in the Pakistan Development Review (The PDR), flagship publication of the PIDE. I want to share a thought experiment. Let’s change Pakistan from a federation of four provinces to a union (state) of 20 regions. Why abolish the provinces? Well, for at least three good reasons: they are a colonial legacy; they are culturally and ethnically heterogeneous; and they promote “provincialism” because one of them dominates the political and administrative structure of the country. The present system does not reflect the regional and ethnic aspirations of the people; it disempowers them; and it is inefficient and inequitable in delivering the services that people need and deserve. The proposed regions comprise contiguous districts with ethnically similar communities of common interests (Appendix I). The regional system, as it empowers the ordinary people, will make politicians and civil servants far more accountable to their constituents. Greater accountability also means cleaner governance. The system will also make the delivery of services more efficient and equitable. I. Structure of State Institutions A. Elected Offices 1.     COMPLEMENTARY FEEDING PRACTICES IN PAKISTAN AN IN-DEPTH ANALYSIS OF PDHS 2012-13 NIPS The study on “Complementary Feeding Practices in Pakistan: An In-depth Analysis of the Pakistan Demographic & Health Survey (PDHS) and technical support of DFID and UNICEF. The purpose of the study was to provide status of optimal consumption patterns and child feeding practices in breastfed and non-breastfed children. It has assessed the association between complementary feeding practices and demographic, socio-economic and health indicators of children age 6-23 months and their mothers. The technical experts have provided suggestions/ recommendations to the policy makers to design a formative qualitative research. NIPS was established in 1986 and currently working under the umbrella of the Ministry of National Health Services, Regulation and Coordination. The Institute has played a key role in studying the dynamics of parameters pertaining to health and population for providing technical support to design action oriented Population Welfare Programmes. It has generated reliable demographic indices and provided policy guidelines for planners and administrators of Health, Planning and Development Divisions and regional Population Welfare Programmes. The studies carried out by NIPS provide an insight for the programme administrators and help in identifying major issues to be addressed. National Institute of Population Studies has been recognized nationally and internationally for reliability and high quality of its research, training and human resource development, monitoring and evaluation in the areas of health, population and development. One of its mandates is to provide population projections, authentic data and analytical inputs for planning and policy formulation and studies on socio-economic dimensions of population growth and development.

For this purpose, the whole country was delimited into manageable census areas i.e., blocks, circles, charges and districts. Maps of all these census areas were prepared arid supplied to the field staff to ensure full coverage. The field staff engaged from the Provincial Government Departments were imparted thorough training before the census operation. To monitor field operation, control rooms at census district/taluka levels were estab­ lished. Close supervision of census work through verification process by the supervisors was also laid down . A massive public awareness programme was launched to build confidence and to educate the people about the census procedures and its importance through electronic and print media. The provisional results of the 1998 Census have already been released in the form of Bulletin-I by the Federal Minister for Finance, Economic Affairs & Statistics in a press conference held on 8th July, 1998. This bulletin presents provisional figu res at provincial level with further breakdown to division. district and Taluka level . The population of each Municipal Corporation, Munjcipal Committee, Town Committee and Cantonmenl has also been given under the respective Taluka. According to these results the population of Sindh Province is 29. 991 million as against 19.029 million in 1981 showing an overall percentage in crease of 57.6. It constitutes 23.0 petcent of the total population of Pakistan, which has slightly increased from 22.6 percent in 1981.
