UTILISATION OF THE ROADS AND TRANSPORT RENEWAL AND REPAIRS FUND

REPORT BY THE DIRECTOR OF INFRASTRUCTURE SERVICES

ABSTRACT This report proposes the utilisation of a budget underspend on the Roads and Transport Renewal and Repairs Fund relating to bridgeworks previously approved from the 2010/11 and 2009/10 Fund contribution to undertake road structure sediment and erosion control works in 2011/12.

1 RECOMMENDATIONS

1.1 It is recommended that the committee approves the utilisation of a budget underspend on the Roads and Transport Renewal and Repairs Fund relating to bridgeworks previously approved from the 2010/11 and 2009/10 Fund contribution to undertake road structure sediment and erosion control works in 2011/12 as detailed in this report, at an estimated cost of £89,000.

2 DETAILS

2.1 Report Nos 328/09 and 311/10 presented to the Infrastructure Services Committee detailed the proposed allocations for utilisation of the Roads and Transport Renewal and Repairs Fund for financial years 2009/10 and 2010/11 respectively. Subsequently, approval was given for £250,000 per financial year to undertake bridgeworks.

2.2 As at 1 April 2011 an unspent balance of £124,000 relating to the aforementioned total approved expenditure of £500,000 was still remaining within the Roads and Transport Renewal and Repairs Fund. A recent review by Roads staff confirmed that there is a balance of £89,000 available from this £124,000 unspent sum. This balance is the result of actual costs on completed works being less than initially allocated for these projects and also accounts for all outstanding payments on a recently completed project.

2.3 Road Structures Dredging Works

Sediment and erosion control works to remove sediment beneath and affecting road structures, including bridges and culverts, are required to improve the flow capacities and manage flood risk and erosion to the banks and structures. The list of sites which have been considered are detailed in Appendix 1 to this report. An initial phase of works only requiring registration under The Water Environment (Controlled Activities) () Regulations 2011 has been prepared and can commence on the approval of this report. The estimated cost of these works is £55,000. A further phase of works, which is subsequent to licence applications under the above regulations, could be carried out following the other locations depending on the remaining available budget and up to a maximum of the £89,000 available resources.

3 FINANCIAL IMPLICATIONS

3.1 The proposed dredging works programme is estimated to cost £89,000 and this can be accommodated within the £89,000 remaining balance from the previously approved bridgeworks Fund resources of £500,000 agreed in 2009/2010 and 2010/2011 (paragraph 2.2 refers).

3.2 This sum is already allowed for within the Roads & Transport Renewal & Repair Fund as part of the outstanding commitments on previously approved projects, and therefore approval of this funding has no impact of the uncommitted available balance of £114,500 at the end of 2010/11 or the £100,000 minimum reserve balance for the overall Roads and Transport Renewal and Repairs Fund.

3.3 There will be no increased revenue costs as a result of this report.

4.1 There are no human rights implications arising from the proposals in this report.

5 EQUALITIES IMPLICATIONS

5.1 The issues contained in this Report fall within an approved category that has been confirmed as exempt from an equalities perspective.

6 ANGUS COMMUNITY PLAN AND SINGLE OUTCOME AGREEMENT

6.1 This report contributes to the following local outcome contained with the Angus Community Plan and Single Outcome Agreement for 2011 – 2014.

7 CONSULTATION

7.1 The Chief Executive, Director of Corporate Services, Head of Finance, and Head of Law and Administration were consulted in the preparation of this report.

8 CONCLUSION

8.1 Sediment and erosion control works to remove sediment beneath and in close proximity to road structures, including bridges and culverts, are required to improve the flow capacities and manage flood risk and erosion to the banks and structures. The cost of these works (estimated at £89,000) can be contained within the uncommitted available budget resources, previously approved for bridgeworks in 2009/10 and 2010/2011 from the Roads and Transport Renewal and Repairs Fund.
