Chairman’s Update

It is my pleasure to serve as your Chairman for FY 2019-2020 and to report that we continue to have strong membership, a focused program of work and an outstanding Board of Directors from across Oklahoma who are leading our effort. We just held a very successful “standing room only” annual meeting in Tulsa that included a frank conversation about Oklahoma’s economic future with Governor Stitt and Commerce Secretary Sean Kouplen. My take is that there is a renewed focus on business retention and development with special Brenda G. Rolls emphasis on improving the workforce pipeline and equipping our communities and companies with the relevant tools and services to help them grow. Both leaders asked for advice and input from our mem- bers as they build an enhanced strategic economic development plan for the state. Many of you are already in- volved in that effort. Our stated mission is: Business Leadership Advancing Oklahoma’s Economy. We do this by serving as the state’s primary economic development “support” organization providing vital private funding to assist our Governor, Lieutenant Governor, Commerce Department and our many statewide partners. We address this by supporting business expansion, recruitment, start-up and workforce development activities. Projects include assisting workforce development; trade and investment missions; marketing Oklahoma glob- ally; hosting prospects, site location consultants and dignitaries; economic development strategic planning ef- forts; and sponsoring special business development events. Just recently, the Roundtable assisted the Governor and Commerce Department with important business calls at the world’s largest aerospace trade show in Paris. The project had two priorities – assist our Oklahoma- based companies with sales and inviting other global aerospace companies to expand or locate new operations in our state. As an initial result, Pratt and Whitney has already announced expansion here. 1 This past year, the Commerce Department worked directly on projects creating 8,700 new jobs (with an aver- age salary of over $63,000) and over $2.6 billion in capital investment. In addition, there has been even more in new and announced private sector investment. This year, thanks to your support, the Roundtable has also provided funding for 13 strategic economic devel- opment projects. These include efforts to better network our manufacturing community, attract talent and grow the workforce pipeline, encourage entrepreneurship/start-up, and targeted national and international marketing. For every dollar the Roundtable spends on these projects, $6 more is invested by the private sector in growing Oklahoma. Thank you for being a key partner in our state’s comprehensive economic development effort and for your continued membership and support. Recent Roundtable Activities

Annual Meeting Held in Tulsa

Over 150 Roundtable members and guests attended the Oklahoma Business Roundtable’s annual meeting at Southern Hills Country Club in Tulsa on June 12. Guest speakers were Governor and Commerce Secretary Sean Kouplen. Both leaders were interviewed by Roundtable Chairman Bill Anoatubby in a unique “conversation” format which also included Q&A from the membership. The leaders discussed successful legislative initiatives and ongoing efforts to streamline and improve state government services. Economic Roundtable Board meeting development highlights included $19 million in funding for the state’s in Tulsa closing fund (for major projects) and focused programs to support aerospace, automotive and entrepreneurial/small business growth. The new state budget also includes significant investments in classroom funding, teacher pay raises, and criminal justice reforms. The Roundtable Board of Directors approved the annual budget which is targeted to support economic development efforts of the state leaders, Commerce Department and partnering communities and organiza- tions. Special grants were approved for 13 statewide projects. Members elected Brenda Rolls, Frontier Electronic Systems, Stillwater, as the Chairman of the Board for FY 2019-2020. Governor Bill Anoatubby, outgoing Chairman of the Board, was recognized for his outstanding leadership of the organization this year. Roundtable membership remained strong with 155 members as of June 30, 2019.

Roundtable Grants Targeted to Statewide Economic and Community Development Projects For FY20 the Roundtable approved grant funding of $207,500 for 13 statewide economic development pro- jects. An Oklahoma business delegation led by Governor Stitt and the Oklahoma Department of Commerce attended the Paris Air Show in June in support of Oklahoma’s growing aerospace industry cluster. The biennial Paris Air Show provided a major trade venue for the aerospace and defense industries and attract- ed more than 150,000 aerospace executives and companies. The group met with dozens of prospects and companies and hosted a special breakfast networking event with global aerospace executives. Partnering organizations included: Broken Arrow Economic Development Corporation, Greater Oklahoma City Chamber of Commerce, MidAmerica Industrial Park, Tulsa International Airport and Tulsa Regional Chamber. As an initial result, Pratt and Whitney has announced plans to expand their Oklahoma facility.

Previous trips to Farnborough and Paris international air shows have led to job and investment announcements from companies such as global unmanned aerospace company Kratos Defense & Securities Solutions, located in Oklahoma City; Cobham Mission Systems, Oklahoma City; Belgium-based ASCO Aerospace, located in Stillwater; Australian-based Ferra Engineering, located in Grove; and Swiss based Oerlikon Balzers, located in Oklahoma City.

An Oklahoma business development team met with dozens of business prospect companies at the SelectUSA Investment Summit in Washington, D.C. in June. Sponsored by the U.S. Department of Commerce, the Sum- mit is the highest profile event dedicated to promoting foreign direct investment (FDI) in the U.S. It brought together business leaders and economic development officials from 79 global markets and 49 U.S. states and territories. More than 3,100 people attended, including 1,200 business representatives. Oklahoma’s delegation was led by Governor Kevin Stitt, Secretary of Commerce and Workforce Develop- ment Sean Kouplen, and Commerce Executive Director Brent Kisling. The delegation included eight commu- nity partners (Ardmore, Duncan, Lawton Ft. Sill, Port of Muskogee, OG&E, Oklahoma City, PSO, and Tulsa), four state legislators, and representation from the Oklahoma Professional Economic Development Council, Oklahoma State University, and the Oklahoma Manufacturing Alliance. During the two days of the Summit, the Oklahoma delegation attended 45 meetings with businesses, think tanks, site consultants and industry associations. The group also attended 6 networking events with inter- national trade groups and the U.S. Department of Commerce during the show and hosted the Oklahoma Governor’s Reception which brought together more than 80 c-suite executives, U.S. legislators, in- ternational dignitaries, and high-level government officials to promote doing business in Oklahoma. The U.S. Deputy Secretary of Commerce Karen Dunn Kelley and the Governor offered their remarks at the re- ception regarding international competitiveness. Oklahoma Delegation Promotes Bioscience Opportunities at Global Conference

Scientists, business leaders, educators and economic development officers from across the state promoted Oklahoma bioscience opportunities at the 2019 BIO International Convention, June 3-6 in Philadelphia. The delegation, led by the Greater Oklahoma City Chamber of Commerce, highlighted the accomplishments of the Oklahoma bioscience sector and met with potential business partners. Over 240 partnership meetings were held at the trade show and several leads are now being worked. While in Philadelphia, the OKBio delegation hosted an evening networking reception for potential clients in conjunction with Oklahoma City-based Cytovance Biologics. The BIO International Convention attracts attendees from across the globe and the Oklahoma delegation typically connects with more than 4,000 of those attendees. The Oklahoma Business Roundtable provided grant funding for this sales and marketing event and the annual work of the OKBio Association. Governor’s Economic Development & Workforce Summit

The Oklahoma Professional Economic Development Council is hosting the Governor’s Economic Develop- ment and Workforce Summit August 12-13, 2019, in Edmond, OK. The two-day conference will feature five keynote presentations and 30 breakout sessions with a focus on workforce development, placemaking, site development, business reten- tion and expansion, foreign direct investment opportunities, incentives and more.

New Venture Fund Launched i2E has launched Plains Venture Partners I, a new growth equity fund projected to be $25 to $50 million in size that will invest between $3 and $5 million per company. The fund is designed to help scale companies that have proven their concept in the marketplace and need capital to grow their proven business model. According to i2E President and CEO Scott Meacham, the new fund fills a gap in our state’s commercialization process and will work in conjunction with current OCAST and i2E programs including the Technology Business Finance Program (TBFP) and Oklahoma Seed Capital Fund. Once in place, the fund will be able to take Oklahoma companies that have received TBFP funds to build out their product or obtain initial market validation, graduate them to the Oklahoma Seed Capital Fund which helps them launch their business and prove their concept in the market and then scale their validated business. The goal is to allow these innovation companies with their high paying jobs and advanced products to remain in state and help be part of the building blocks for Oklahoma’s economy of the future. 9 Economic Development Briefs

• Tulsa was ranked No. 5 among the Best Small Cities in America in a recent survey by Resonance Con- sultancy. The comprehensive survey includes 27 criteria that include economic vitality, air quality, housing affordability, entertainment offerings, cultural diversity and crime rates.

• According to the website Chamberofcommerce.org, the best cities to live in America survey for 2019 in- cluded ten communities in Oklahoma. Ranked first was Enid followed by Broken Arrow, Bixby, Ponca City, Edmond, Owasso, Bartlesville, Norman, Stillwater and Ardmore. The ranking was based on cities above 25,000 and included factors on housing, employment, median earnings, quality of life, education and health.

• REI Development Corp. recently secured $55 million in New Markets Tax Credit allocations. The tax credits are provided by the U.S. Treasury Department’s Community Development Financial Institutions Fund and provide a 39 percent federal income tax credit for investments into qualifying businesses in low income communities.

• Oklahoma City is listed as one of 20 Emerging Tech Cities in the recent 2019 Tech City Ranking Re- port by Site Selection Group in Dallas. The company researched 184 U.S. metro areas for tech talent based on a combination of factors such as demographics, labor availability, labor cost, education, cost of living and real estate. No Oklahoma cities were included in the overall 25 Top Tech Cities list. Those top five cities included San Jose, New York City, San Francisco, Washington, DC and Seattle.

• Tulsa Technology Center recently celebrated the opening of its new Industry Training Center, a 12,000 square foot facility at its Lemley Memorial Campus. It will provide for increased training in three main areas — welding, CNC machining and industrial safety.

• The Stephenson Cancer Center at the University of Oklahoma has been designated as a National Cancer Institute (NCI) Cancer Center, one of only 70 nationwide.

• Frontier Electronic Systems of Stillwater was recently recognized by Northrop Grumman with a 2019 World Class Team Supplier Award – it’s fourth. The aerospace and defense engineering and manufac- turing company was recognized for technical capability and performance, cost competitiveness, product and service quality, and outstanding program support.

• Rose State College has launched the MOOG Advanced Manufacturing Learning Lab which features an EOS M-270 3-D Printer provided by MOOG Inc., an American-based designer and manufacturer of motion and fluid controls and control systems. The printer is capable of printing a variety of materials ranging from light alloys to super alloys and composites. A neighbor to Tinker, the 3-D printer will benefit military personnel as MOOG Inc. has been working side-by-side to deliver training to military and civil- ians already in additive manufacturing.
