Identical letters dated 16 May 2012 from the Permanent Representative of the Syrian Arab Republic to the United Nations addressed to the Secretary-General and the President of the Security Council

Upon instructions from my Government, and following my letters dated 16-20 and 23-25 April and 7, 11, 14 and 15 May 2012, I have the honour to attach herewith a detailed list of violations of cessation of violence that were committed by armed groups in on 14 May 2012 (see annex). It would be highly appreciated if the present letter and its annex could be circulated as a document of the Security Council.

Rif Dimashq governorate

1. At 0130 hours, an armed terrorist group attacked border guard personnel in the Hadish valley, using weapons of all types. They killed Lieutenant Colonel Mudar al-Muhammad, Sergeant Hasan Sulayman and Conscripts Zakaria Assani, Abdulla al-Khalaf, Ahmad Daybu and Mufid al-Hassan and injured one other man. 2. At 1530 hours, an armed terrorist group opened fire on a law enforcement patrol in Damir, injuring one man and damaging a vehicle. 3. At 2000 hours, an armed terrorist group opened fire on an army checkpoint in the Zabadani district, killing one man and injuring four others, including one officer. 4. An armed terrorist group opened fire on a law enforcement patrol in Hirista. 5. The body of a man was found in the village of Hafir al-Tahta. He had been shot. 6. The body of a woman was found in Nashabiya. She had been shot.

Damascus governorate

7. At 0335 hours, an armed terrorist group opened fire in the Imarah district and killed Shaykh Abbas al-Lahham, who was the imam of a mosque and a teacher in the Sayyida Ruqayya Institute. 8. At 1655 hours, an armed terrorist group opened fire on and killed Colonel Ahmad Ma‘la in front of his house behind the Abbasiyin hospital.

Dar‘a governorate

9. At 2100 hours, an armed terrorist group opened intermittent fire at law enforcement checkpoints in Harak and Da‘il. 10. At 2200 hours, an armed terrorist group stormed Faysal secondary school in Jubuj and razed it to the ground. 11. At 2230 hours, armed terrorist groups opened fire on most of the law enforcement posts in the city of Dar‘a, Busra al-Sham, Mulayhah al-Sharqiyah and Mulayhah al-Gharbiyah. 12. At 2230 hours, an armed terrorist group opened fire on a law enforcement checkpoint near Tafas prison. 13. At 2245 hours, an armed terrorist group opened indiscriminate fire on the fringes of the Dar‘a displaced persons area. 14. At 2300 hours, an armed terrorist group opened fire on a law enforcement checkpoint near the Sports Federation building at the city stadium in Dar‘a.

15. At 0200 hours, an armed terrorist group opened fire on a Third Brigade position in Dar‘a city centre. 16. At 0900 hours, in the Kashif quarter, an armed terrorist group ambushed and injured Police Officer Shadi al-Musa. 17. At 0915 hours, in Busra al-Sham, an armed terrorist group opened fire on a civilian, Ramzi Wasim al-Niyab. 18. At 0930 hours, an armed terrorist group detonated an explosive device near a military petrol station, killing one soldier. 19. At 1030 hours, an armed terrorist group opened fire on a law enforcement checkpoint near the Imam Ali Ibn Abi Talib mosque in Nawa. 20. At 1045 hours, an armed terrorist group blew up a Honda motorcycle near a law enforcement checkpoint in the vicinity of a military petrol station, on the road leading into Atman al-Junubi, killing Sergeant Mahmud Afifa and Conscript Ahmad Barhu and injuring two other men. 21. At 1100 hours, an armed terrorist group detonated an explosive device beside the Musa Bin Nusair mosque in the Sabil quarter, injuring three civilians. 22. At 1500 hours, an armed terrorist group opened irregular and sporadic fire on the military barracks in Dar‘a. 23. At 1530 hours, an armed terrorist group attempted to steal a vehicle belonging to the mayor of Ghabaghib. 24. At 1800 hours, an armed terrorist group in Ghabaghib opened fire on a civilian, Abdu al-Wadi. 25. At 1830 hours, an armed terrorist group in Inkhil ambushed and injured a civilian, Jawadi al-Hassan. 26. At 1830 hours, an armed terrorist group opened fire on a military barracks in Harak, injuring Lieutenant Colonel Ali Ahmad and Major Rafat al-Kafiri. 27. At 2100 hours, an armed terrorist group fired at and killed Lieutenant Colonel Qays Sarut and his driver, from the criminal security service. 28. At 1930 hours, an armed terrorist group opened fire on law enforcement personnel in the district of Lajah, injuring Captain Kanan Amran.

Homs governorate

29. At 2130 hours, an armed terrorist group opened fire on law enforcement personnel near the education directorate. 30. At 2200 hours, an armed terrorist group in the area of Jurat al-Shayyah opened fire on and launched rocket-propelled grenades at law enforcement personnel near the police headquarters and the City Centre building. 31. At 2255 hours, an armed terrorist group opened fire on law enforcement personnel in Rastan, injuring one man. 32. At 2240 hours, an armed terrorist group opened fire from the direction of Bab al-Turkuman on law enforcement personnel near the Basman hotel, injuring one man.

33. At 2300 hours, an armed terrorist group opened fire on and launched rocket- propelled grenades and missiles at law enforcement personnel near the Tadmur roundabout. 34. At 2300 hours, an armed terrorist group opened fire on and launched rocket- propelled grenades and explosive devices from the direction of Suq al-Hashish and Bab al-Turkuman at law enforcement personnel in Bab al-Siba‘, near the citadel and in the vicinity of the Khalid ibn al-Walid school. 35. At 2230 hours, an armed terrorist group opened fire on law enforcement personnel in Khalidiyah, injuring one man. 36. At 0000 hours, an armed terrorist group opened fire on and threw hand grenades at law enforcement personnel in Wadi Sayih. 37. At 0000 hours, an armed terrorist group opened fire on law enforcement personnel in Qusayr, injuring one man. 38. At 0020 hours, an armed terrorist group opened fire on law enforcement personnel in Rastan. 39. At 0030 hours, At 0000 hours, an armed terrorist group opened fire on and launched rocket-propelled grenades and other missiles at law enforcement personnel in the vicinity of the Cairo roundabout. 40. At 0155 hours, an armed terrorist group opened fire from the direction of the cemetery on law enforcement personnel in the vicinity of the Omar bin Abdulaziz school. 41. At 0100 hours, an armed terrorist group opened fire from the direction of the cemetery on law enforcement personnel in the vicinity of the Omar bin Abdulaziz school. 42. At 0530 hours, an armed terrorist group opened heavy fire on and launched rocket-propelled grenades at law enforcement personnel in Rastan, killing Chief Warrant Officer Samir Maihub, Staff Sergeant Murad Sultan and 15 other men. 43. At 1130 hours, an armed terrorist group opened fire on and launched rocket- propelled grenades at law enforcement personnel and border guard forces in Nizariyah, Qusayr. 44. At 1145 hours, an armed terrorist group in the Qarabis quarter opened fire on an observer mission vehicle. 45. At 1225 hours, an armed terrorist group opened fire on a law enforcement checkpoint in Talbisah. 46. At 1300 hours, an armed terrorist group opened fire on border guards in Jusiyah. 47. At 1400 hours, an armed terrorist group opened fire on a law enforcement checkpoint in Rastan, killing Conscript Mahir Hussain Yunis. 48. At 1450 hours, an armed terrorist group opened fire from the direction of Bab al-Turkuman on law enforcement personnel near the Basman hotel. 49. At 1515 hours, an armed terrorist group opened fire from the direction of Suq al-Hashish and Bab al-Turkuman on law enforcement personnel at Bab al-Siba‘.

50. At 1745 hours, an armed terrorist group opened fire on and launched rocket- propelled grenades at law enforcement personnel in Rastan. 51. At 1830 hours, an armed terrorist group opened fire on and launched rocket- propelled grenades at law enforcement personnel in Sultaniyah. 52. At 1900 hours, an armed terrorist group opened fire on and launched rocket- propelled grenades at law enforcement personnel in the Qusur quarter. 53. At 1930 hours, an armed terrorist group opened fire on and launched rocket- propelled grenades at law enforcement personnel in the Qusur quarter. 54. An armed terrorist group attacked a detachment of law enforcement personnel in Rastan, killing 20 men and completely destroying the detachment building and two military vehicles.

Hama governorate

55. At 2100 hours, an armed terrorist group opened fire on and wounded Chief Warrant Officer Muhammad Khalil as he was travelling along the Rabi‘-Kafr Buhum road. 56. At 2230 hours, an armed terrorist group opened fire on and killed Police Officer Mahir Jarwan when he and his family were in the Masafi quarter. 57. At 2200 hours, an armed terrorist group opened fire on and killed a civilian, Basil Ibrahim, who was in front of his home in the village of Jid. 58. At 2220 hours, an armed terrorist group opened fire on the Iskan roundabout law enforcement checkpoint in the Junub al-Mal‘ab quarter. 59. At 2300 hours, an armed terrorist group opened fire from the direction of the Sheikh Mahmud Uthman Aga mosque in the Junub al-Mal‘ab quarter on a law enforcement checkpoint in the vicinity of the swimming pool. 60. At 2320 hours, an armed terrorist group launched two rocket-propelled grenades on a law enforcement checkpoint near the Bahrah roundabout. 61. At 2315 hours, an armed terrorist group opened fire from a direction north- west of the Sina‘iyah area on a law enforcement checkpoint near the prison roundabout. 62. At 0030 hours, an armed terrorist group opened fire from between residential buildings on a law enforcement checkpoint in Kafr Nabudah. 63. At 1345 hours, an armed terrorist group placed an explosive device in a rubbish bin in the village of Kasun al-Jabal. 64. At 0130 hours, an armed terrorist group entered the Government dairy farm in the Mazarib quarter and stole 15 calves, each of which weighed 800 kg. They also stole a car, two lorries and a rifle. 65. At 0300 hours, an armed terrorist group opened fire on the Ministry of Finance law enforcement checkpoint, wounding one man. 66. At 0600 hours, an armed terrorist group detonated an explosive device near a law enforcement checkpoint in the village of Kafr Zayta, injuring four personnel.

67. At 0900 hours, an armed terrorist group stopped an Asya shared taxi that was passing Rastan bridge and abducted trainee sergeant Khadr Ibrahim and Sergeant Ammar al-Muhammad. 68. At 0930 hours, an armed terrorist group abducted a civilian, Amin Ismail, from the Tariq Halab quarter, together with his private Kia Rio car, licence plate No. 495183. 69. At 1045 hours, an armed terrorist group detonated 10 explosive devices between the villages of Kafr Zayta and and opened heavy fire as a convoy carrying law enforcement personnel was passing. Captain Ala' al-Mashraqi, Police Officer Muhammad Arub, Conscript Muhammad Mir‘i and Sergeant Ayham al-Dahir were killed and 16 personnel were injured, including Lieutenant Iyyad al-Fahl. 70. At 1200 hours, an armed terrorist group near the village of Ma‘an-Murak opened fire on and injured a civilian, Hussain Dandal. 71. At 1240 hours, an armed terrorist group opened fire on and injured Chief Warrant Officer Hussain Dabjan, who was with the international observer mission in the Arba‘in quarter. 72. At 1300 hours, an armed terrorist group opened fire on and launched rocket- propelled grenades at a law enforcement checkpoint close to national hospital. 73. At 1330 hours, an armed terrorist group fired a rocket-propelled grenade at the home in Aziziyah of a civilian, Faisal Akkari, who was injured. 74. At 1300 hours, an armed terrorist group opened fire on a civilian, Ahmad al-Hussain, in the Salahaddin quarter. 75. At 1400 hours, an armed terrorist group opened fire on a teacher, Muhammad al-Khudur, as he passing in his car to the north of the village of Ma‘arr Shahur. 76. At 1430 hours, an armed terrorist group between the villages of Ma‘arr Shahur and Muraywid opened fire on a civilian, Muhammad Khudr al-Ali. 77. At 1600 hours, an armed terrorist group blocked the Rasif-Shathah road and opened fire on a car in which there were three civilians, all of whom were killed. 78. At 1600 hours, three bodies were found in the Suqaylibiyah area. They had been shot.

Aleppo governorate

79. At 2030 hours, an armed terrorist group placed a 3 kg explosive device in Furn Street in Hannanu.

Idlib governorate

80. At 2030 hours, an armed terrorist group opened fire law on enforcement personnel in the vicinity of the Tamani‘ah bridge, Khan Shaykhun, injuring one man. 81. At 2230 hours, an armed terrorist group blocked the Barah-Idlib road and stopped a shared taxi carrying 15 police officers, 13 of whom they abducted, leaving the other two.

82. At 0700 hours, an armed terrorist group in Idlib abducted Conscript Na'il Na‘na‘ and Conscript Shahada Muhammad Mustapha. The latter was tortured and killed, while the fate of the former remains unknown. 83. At 0800 hours, an armed terrorist group placed three explosive devices at the Nahlaya turn-off on the Mastumah-Ariha road. 84. At 0500 hours, an armed terrorist group opened fire on and launched rocket- propelled grenades at a law enforcement checkpoint in Bab Bila. 85. At 1700 hours, an armed terrorist group opened fire in the direction of a law enforcement checkpoint in Ma‘arrah. 86. At 1900 hours, an armed terrorist group ambushed a law enforcement patrol on the Hamidiyah-Ma‘arrah-Madajin al-Ma‘arrah road, killing Captain Basim Saqir.

Dayr al-Zawr governorate

87. At 2125 hours, an armed terrorist group stole a dark blue Chevrolet pickup and the sum of 76,000 Syrian pounds from a civilian, Hani al-Hasnah, near the Panorama in Dayr al-Zawr. 88. At 2145 hours, an armed terrorist group opened fire on a law enforcement checkpoint in the village of Suway‘iyah, Abu Kamal. 89. At 2200 hours, an armed terrorist group opened fire on and threw several explosive devices at a law enforcement checkpoint close to the school in Quriyah. 90. At 2330 hours, an armed terrorist group opened fire on the regional leadership building in Abu Kamal. 91. At 0030 hours, an armed terrorist group opened intermittent fire in the Tubiyyah quarter of Abu Kamal. 92. At 0215 hours, an armed terrorist group opened fire on the Asharah bridge law enforcement checkpoint and on the Asharah recruitment office. 93. At 0600 hours, an armed terrorist group opened fire on, launched rocket- propelled grenades towards and detonated two explosive devices targeting a law enforcement checkpoint in Quriyah market. 94. At 0900 hours, an armed terrorist group opened fire on branch No. 9 of the Military Construction Corporation. 95. At 0600 hours, an armed terrorist group at Salihiyah-Hatla on the Dayr al-Zawr-Hasakah road stole a Mitsubishi pickup vehicle that was the property of the Jibsah oil fields directorate. 96. At 1000 hours, an armed terrorist group stopped a bus on the Dayr al-Zawr-Sur road that was being driven by Jalal al-Muhammad 97. At 1100 hours, an armed terrorist group placed an explosive device on the Dayr al-Zawr-Busayrah road.

Ladhiqiyah governorate

98. At 1245 hours, an armed terrorist group cut the road between the villages of Ayn al-Hawr and Badama and abducted three soldiers.
