 On the latest development in the Phalang Pracharat Party (PPRP)’s movement following reports of the mass resignation of 18 executive committee members early this week, PPRP deputy leader Paiboon Nititawan said he is now waiting for Finance Minister and acting PPRP leader to call a meeting with the 16 remaining executive committee members in order to decide on the date to hold a general assembly.

 Mr Paiboon said he expects the meeting with the remaining executive members to take place within the next 1-2 weeks. Mr Paiboon said Mr Uttama’s failure to call a meeting with the remaining executive committee members within 45 days will pose more problems for the party. If he does not call the meeting then he would be deemed to be violating the party’s regulations. Mr Paiboon expects the PPRP’s general assembly to be held in early July.

 Meanwhile, Justice Minister Somsak Thepsuthin, leader of the PPRP’s Saam Mitr group, has come out to downplay infighting in the party. Mr Somsak said the key reason behind the change of the current executive board is to help boost the party’s performance and pave the way for the party to rise as No.1 political party to ready itself for the next general election that will happen in 3 years.

 Mr Somsak also ruled out speculation that the mass resignation of the 18 executive committee members is to allow Deputy Prime Minister , the strongest candidate for PPRP leadership, to take the helm of the PPRP. He said the final decision rests with PPRP members.

 In a related development, Paisal Puechmongkol, an adviser to Deputy Prime Minister Prawit Wongsuwan, hinted at the possibility of a cabinet reshuffle to include chief strategist Sudarat Keyuraphan and Pirapan Salirathavibhaga in the new line- up.

 In his Facebook post, Mr Paisal denied that there is a rift between the “3 uncles” [referred to Gen Prayut Chan-o-cha, Gen Prawit and Gen Anupong Paojinda] amid speculation of a cabinet reshuffle. Mr Paisal said the 3 generals assigned among themselves to take charge of important aspects; Gen Prayut is tasked with controlling the state, Gen Prawit oversees the Phalang Pracharat Party, Gen Anupong oversees the public while Sontirat Sontijirawong controls oil.

 Mr Paisal also said Mr Pirapan is poised to take over the Justice portfolio and Ms Sudarat is could be joining Anutin Charnvirakul at the Public Health Ministry.

 After reports of turmoil inside the Phalang Pracharat Party (PPRP), someone has leaked rumours that the Pheu Thai Party is planning to join hands with Phalang Pracharat to form a new political group in the coalition. The rumour prompted Pheu Thai Party leader Sompong Amornvivat, also the Opposition leader, to swiftly issue a statement denying the rumour.

 Mr Sompong said Pheu Thai only adheres to democratic principles. The party stands on righteous path and will not betray the people. He said Pheu Thai refused to rise to power through undemocratic means.

 Mr Sompong said the rumour was aimed at discrediting his party by those who hope to increase their bargaining power in the coalition.

 The Senate came under fire for its nomination of Suchart Trakulkasemsuk, president of the Minburi Civil Court, as a new National Anti-Corruption Commission (NACC) member.

 Complainer-in-chief Srisuwan Janya said the Senate violated Section 11 (18) of the Organic Act on Counter Corruption BE 2561 which requires a member or former member of the House of Representatives or the Senate, a political office holder or an executive of a local administrative body to take a 10-year gap before running for public office.

 Mr Suchart served as a member of the National Legislative Assembly (NLA) from October 11, 2006 and continue to hold office until May 2016.

 Mr Srisuwan said he plans to petition the office of the Ombudsman today (June 4) to ask it to look into Mr Suchart’s qualifications.

 The Senate voted 219-12 with 8 abstentions to endorse the nomination of Mr Suchart for the post of an NACC member on May 26.

 The House of Representatives is scheduled to debate a bill to transfer the fiscal 2020 budgets today (June 4) which should provide an amount nearly 90 billion baht. The transfer of budgets were from various ministries to fund the Covid-19 relief measures.

 Democrat Party deputy leader Ong-art Khampaiboon said he prepared 10 MPs to debate on the budget transfer draft bill.

 The budget transfer draft bill is expected to be disbursed in June if passed by Parliament, according to Prime Minister Prayut Chan-o-cha.

 Under the plan, the government pulled out 10% allocated to each ministry to central fund to pool to fight the COVID-19 crisis.

Economic News

 A committee appointed to look into corruption in Thai Airways International Plc (THAI)’s management headed by Pol Lt Gen Charnthep Sesaves found irregularities in THAI ticket sales that were valued at 140 billion baht, according to a source with the Transport Ministry.

 The committee appointed by Deputy Transport Minister Thaworn Senneam has 150 days to look into possible corruption in the national carrier at the management level. In the latest development, the committee documented unusual

ticket sales worth around 140 billion baht in 2019. THAI sold tickets totalling 140 billion baht to 25.4 million passengers, equivalent to only 6,081 baht per head, which is considered very low. The figures does not correspond to the real price of THAI tickets, the source said.

 As per the company’s financial statement revealed to the Stock Exchange of (SET), the airline in 2019 had a revenue of 149 billion baht in revenues from passenger ticket sales and excess baggage down 7% from the numbers seen during 2018.

 Permanent secretaries of 10 ministries will propose 1,000 baht cash handouts to state welfare smart-card holders over a 3-month period, totalling 3,000 baht, at a meeting of an ad-hoc committee on the Covid-19 crisis today (June 4).

 The new round of cash handouts is on top of a 200-300 baht monthly allowance; a 500-baht monthly fare subsidy for public buses and 500 baht for intercity bus fares.

 It is believed that 2 million welfare smart-card holders are entitled to the handout, excluding farming households and those belong to the vulnerable group.

 The Digital Economy and Society (DES) Ministry floated the idea of “Thaiflix”, a Thai- owned version digital platform, to compete with popular Netflix, Digital Economy and Society Minister Buddhipongse Punnakanta announced the “RoLD Virtual Forum: Living with Covid-19”, a videoconference event on empowering digital citizenship held by the Thailand Institute of Justice yesterday (June 3).

 Mr Buddhipongse called for the private sector to join the DES’s plan to help create the Thai-owned platform, since state-owned platforms had failed to gain popularity with viewers in the past.

 He acknowledged that international online shopping platforms are more popular than platforms run by the ministries of Commerce and Interior, and Thailand Post, because state-owned platforms do not meet the people’s needs. However, he believes that if Thailand creates its own content platform, it will become a channel to market and sell [Thai] content to other countries.

 The DES Minister also promised plans to provide a budget and allow the private sector to create a platform, conduct research, run a publicity campaign and sell content.

 The Tourism Authority of Thailand (TAT) will today (June 4) meet with the Ministry of Finance to discuss plans to reboot the tourism industry.

 The TAT expects to propose a number of tourism stimulus packages to boost domestic tourism over a 4-month period from July to October.

 The packages include:

1. A complimentary travel package for medical staff. The TAT has yet to decide on the amount of the fund per person. It is mulling to propose the fund of 2,000 baht or 3,000 baht per person which will require a total subsidy of 8-12 billion baht.

2. A travel package for frontline workers for 1,200,000 village health volunteers and local hospital officials.

3. “The Pan Sook” travel package in form of digital coupons for 4,000,000 people aged 18 and over. Members of the general public will be required to register to purchase this coupon to be used for discounts for accommodations, restaurants, and spa services.

 The COVID-19 pandemic continues to pose a devastating impact on the hotel and tourism industries. Santorini Park Cha-am is the latest to announce a temporary of all operations by at least another 12 months, effective from 1 June, 2020 or until such time as travel restrictions are lifted and travel & tourism industry can return to normal.

 Minor International Plc (MINT) reportedly was supposed to announce the plans to make as many as 5,000 of its employees in Thailand being made redundant but the announcement is yet to come to the Stock Exchange of Thailand (SET).

 The company’s high level executives and industry experts all say that the hotel chain that has 548 hotels and resorts all across the world and about 85,000 employees globally, plans to lay off 2,200 in the 1st lot, followed by 2,800 in the 2nd lot of lay off. This is likely to be followed by more layoffs in the near future.

 The company has paid all its laid off employees the compensation in line with the Thai law, source said.

 Thailand’s economic growth for the whole of 2020 is forecast to contract by as much as 6%, instead of 5% as previously projected, according to the Kasikorn Research Centre (KResearch).

 KResearch said Thailand’s GDP growth for 2020 to contract by 6%, which worse than the previous estimation of a 5% decline, pointing that Thai economy in the remaining quarters of this year could sink further as the country’s 3 main economic engines, namely tourism, real estate and automotive products, struggle to recover than other industries, as well as rising unemployment rate.

 KResearch has yet to see a recovery in the 2nd half of the year despite the 3rd phase of lockdown relaxation. It said there are still some restriction on business services in order to maintain a social distancing regulations as well as uncertainty over whether Thailand could encounter a second wave of coronavirus pandemic if the government lift the health measures.

 It predicted that Thailand will continue to encounter external headwinds, especially a global economy that continues to slowdown. This factor would affect Thai economy as well, especially export sector which will contract further to 6.1% in 2020 from the previous expected of a 5.6% contraction.

 The Ministry of Culture will today (June 4) propose Songkran compensation holidays to the Centre for COVID-19 Situation Administration (CCSA) from July 4 to July 9 after the Songkran celebrations were postponed from mid-April due to the coronavirus pandemic.

 Previously, there were discussions that the compensation holidays may be on July 6-7, along with Asarnha Bucha (the day before Buddhist Lent) and Vassa Day, which are on July 4-5. However, now there is a possibility of an extended holidays from July 4 to July 9.

 Another Thai student returned from Riyadh, Saudi Arabia via Malaysia has been tested positive for Covid-19, according to Thailand’s Centre for Covid-19 Situation Administration (CCSA).

 The 26-year-old male student is the latest Covid-19 patient reported in Thailand over the last 24 hours, bringing the tally to 3,084, and no deaths.

 The student and 38 other Thais had arrived in Kuala Lumpur from Saudi Arabia and boarded a bus to Thailand via the Padang Besar checkpoint on May 25, CCSA assistant spokeswoman Dr Panprapa Yongtrakul said.

 The routes to Bang Saen Beach, Chon Buri witnessed traffic jams after a huge influx of visitors who journey there by car on June 3, a national holiday that marked the birthday of Her Majesty the Queen.
