Region II a) On or about 10:00 AM, 08 May 2009, one (1) ferry boat owned by Brgy Captain Nicanor Taguba of Gagabutan, Rizal, bound to Cambabangan, Rizal, Cagayan, to attend patronal fiesta with twelve (12) passengers on board, capsized while crossing the Matalad River. Nine (9) passengers survived while three (3) are still missing identified as Carmen Acasio Anguluan (48 yrs /old), Vladimir Acasio Anguluan (7 yrs /old) and Mac Dave Talay Calibuso (5 yrs/old), all from Gagabutan East Rizal, Cagayan. The 501st Infantry Division (ID) headed by Col. Remegio de Vera, PNP personnel and some volunteers from Rizal, Cagayan conducted search and rescue operations. b) In Nueva Vizcaya, 31 barangays were flooded: Solano (16), Bagabag (5), Bayombong (4), Bambang (4), in Dupax del Norte (1) and in Dupax del Sur (1). c) Barangays San Pedro and Manglad in Maddela, Quirino were isolated due to flooding. e) The low-lying areas of Brgys Mabini and Batal in Santiago City, 2 barangays in Dupax del Norte and 4 barangays in Bambang were rendered underwater with 20 families evacuated at Bgy Mabasa Elementary School.

For these improvement works, ROW for canal system is to be negotiated with 26 farmers for a total area of 1.68 ha wherein 23 farmers donated a total area of 1.5588 ha. Farm - to -market roads will also be constructed to be used as service and operation roads, and for farmers use in transporting their produce. Hence, ROW will also be negotiated with 41 farmers for a total area of 1.3092 ha wherein 0.7512 ha was donated by 23 farmers. The total cost of ROW to be acquired thru deed of sale is estimated at P44,451.00 from 21 farmers (3 farmers for ,the construction of canal, and 18 farmers for the farm - to - market roads). Participatory Lnigation Development Project (PIDP) Banurbur Creek Lnigation System Maddalero, Buguey. Cagayan RIGHT OF-OF-WAY ACQUISITION The Banurbur Creek Irrigation System (BCIS) has a service area of 1,838 ha being cultivated by 1,538 farmers distributed within 14 Barangays in Buguey, Cagayan; 1 Barangay in Sta. Teresita, Cagayan; and, 2 Barangays in Lal-lo. Cagayan. The system has three sources of water, namely: Banurbur Creek, Papira Creek and Sicuan Creek. The Banurbur Creek has an Ogee Dam; while, Papira and Sicuan Creeks have intake type of structure.

    Super Typhoon Ompong (Mangkhut): WASH Cluster Update No. 1 October 2, 2018 On 15 September 2018, Typhoon Mangkhut locally known as Ompong, made landfall in Baggao, Cagayan at around 1:40 AM with maximum sustained winds of 205 kph near the center and gustiness of up to 285 kph with movement of 35 kph West Northwest (Philippine Atmospheric, Geophysical and Astronomical Services Administration). Based on official reports by government and non-government agencies, Typhoon Mangkhut affected around 1.4 million people across Regions I (Ilocos), II (Cagayan Valley), III (Central Luzon), and the Cordillera Autonomous Region (CAR). Key Assessment Findings: The WASH Cluster partners have conducted assessments from Day 1 and have since been responding to the emergency needs of the affected population through the leadership of the Department of Health (DOH). Some of the key assessment findings are: • Most of the affected population are using Level I and II water systems (handpumps and deep well). These systems were either heavily damaged, destroyed, or have temporarily become non-functional. Some water sources have not undergone bacteriological testing even before the typhoon. • Level III or piped water systems in some municipalities like Gattaran in Cagayan are dependent on electricity. Because there is no electricity in some areas, people are looking for other sources of water or buying bottled water (additional expense). • Out of the assessed areas, 12 municipalities have reported that houses were partially/totally damaged, along with their toilet facilities. People expressed their need for support in repairing toilet bowls, walls and roofing. • In Barangay Siniking in Rizal and some areas of Sto.Nino both in Cagayan, open defecation were observed.

Madarang, MAEd3 Cagayan State University at Lasam, Lasam, Cagayan, Philippines [email protected] This research investigated the ethnic intermarriage, community involvement, aspirations and concept of education among the Agays of Lasam, Cagayan, Philippines with the end goal of proposing interventions for the extension program of Cagayan State University at Lasam. It employed ethnographic and descriptive survey research designs. Using informal retrospective interview and photo documentation techniques to the eighteen Agay-informants located in the three communities of Lasam, Cagayan. Findings of the study indicate that majority of the Agats were intermarried to Ilocano lowlanders. They married at the church, and they had had permanent habitation with an average of four children. Most of them were unable to attain formal education. The intermarried phenomenon of the Agays is attributed to their migration and economic engagement with the Ilocano lowlanders and other ethnic groups. Engagement in farming and paid labor was their livelihood, revealing low-income standard of living. In like manner, intermarried Agays had a moderate level of community participation particularly in barangay assemblies, voting, and training sponsored by agencies. A good life for them was measured by the provision of basic needs of their families. They manifested a high regard for the value of education to improve their standard of living, mainly to their children's future. The result of the study may serve as a basis for proposing a model of community development approach to improve the life quality of indigenous peoples in the Philippine countryside.
