MINUTES of a Committee Meeting of the Civic Trust held on Wednesday, 2nd October 2019 at Town Hall.

Mr. E. Walton, (Deputy Chairman), occupied the Chair throughout the meeting.

PRESENT: Mr. D.A. Smith, Mrs. J. Evans, Mr. P. Hornby, Mr. T. Mitchell, Mr. A. Lucas, Mr. R. Collinge, Mr. B. Hall, Mr. N.G. Ashworth, Ms. S. Barker, Mr. G. Grimshaw, Mr. E. Walton and Mr. D. Kilpatrick.

MINUTES: The minutes of the committee meeting held on the 4th September 2019 were approved.

MATTERS ARISING: i. Heritage Open Days: Mr. B. Hall reported that the canal towpath trail had been well supported, also the Weavers’ Triangle Walk led by the Chairman. It was hoped to get the progamme out early next year with Hyndburn and Pendle also participating. Events in had gone well with lots of photos at the well attended town hall event. ii. Civic Trust proposed Heritage Event, 2020: St. Peter’s Church had been booked for 23rd May 2020. It was hoped to arrange a meeting of the committee sometime in October. iii. Future Public Meetings: It was decided to arrange a public meeting on 11th March 2020 when a talk and display by the Archive Group would be arranged. The rooms at the town hall would be booked for 11th March. An approach would be made to UCLAN to find a speaker on climate change for a public meeting in October or November 2020. iv. Civic Trust Awards: A preliminary list of potential awards was drawn up and is printed at the end of these minutes. More suggestions would be welcomed before a final decision can be made.

PLANNING MATTERS:

FUL/2019/0470: Coal Clough Windfarm, The Long Causeway, Cliviger; proposed solar farm with associated infrastructure and perimeter fence. The structure would be harmful to bees, since the panels would take all the ground with little room between and destroy the space where they collected the nectar. After a full discussion, it was decided that since this was principally a wildlife issue, it would be left to the Wildlife Forum to take up the issue.

FUL/2019/0396: 1-5, Yorke St; discharge of Condition 2 (scheme for the replacement of windows) of application APP/2019/0067, relating to the conversion of part of the first floor and second floor from offices to an education training use and replacement of partial window frames with sash windows to match the original. The Archive group had produced a photo of the original buildings, which would be sent to the planning authorities, expressing a hope that the completed work would be like the original.

The meeting was informed about the following: 2

Proposed Red Lees Road development: Because of the special importance of the application, it had been decided to refer the matter to a full council meeting on Wednesday, 16th October. The footpath closure notice had now been published and any objection would mean a further enquiry. (Some members questioned why this footpath order had been published before the 16th October full council meeting).

Former Ebenezer Baptist Church, Road: No one seemed to know what was going on at the former church building facing Hebrew Road where the roof timbers were exposed to the elements.

BURNLEY EXPRESS ARCHIVES REPORT: Mr. E. Walton read out a letter from a former photographer and engraver; in it he praised the “tremendous” work of the group which was much appreciated by a growing public. In September 149,214 hits had been recorded. Possible links with Clitheroe Civic Trust had been established; they would be invited to the next Burnley Civic Trust public talk.

Items for inclusion in AOB were received.

REPORT:

TREES FOR BURNLEY: In September the group had been at Queen’s Park, doing maintenance work on the arboretum trees, an enjoyable task since a lot of work was needed on the trees. Members were encouraged to go and look at the giant redwoods there, which were looking most impressive. Trees for Burnley would like to produce a leaflet describing the arboretum trees in the park. Ash dieback was having a serious effect on ash trees in the area. Whitebeam trees were also becoming affected.

ANY OTHER BUSINESS: i. Mayor’s Civic Ball: This would take place at Crow Wood on Saturday, 23rd November 2019, price £35 per person. ii. Burnley Road, Cliviger: It was thought that the excavated land on Burnley Road could be connected to railway works. iii. Railway Re-opening: It was agreed to send a letter in support of the re-opening of the Colne to Skipton railway line. v. Car park, : The car park in the park was still not open. It was thought that this was because County Council had not yet given permission.

DATE AND FORM OF NEXT MEETING: A.G.M., Wednesday, 6th November at 7pm. at . Mr. E. Walton would give a short presentation. The 4th December meeting would be a business meeting and at the 8th January 2020 meeting Mr. T. Mitchell would give a presentation.
