Seawall Program Update Seawall Program Approach

Program focused on urgent seismic and current risk and to establish a foundation for addressing increasing flood risk associated with level rise.

Provide the Port and the City with the tools to address current and future risks over time.

Three program elements – Strengthen, Adapt and Envision – will allow the Port to respond to risks and conditions in a way that is transparent and accountable. SEAWALL CONSTRUCTION

• Built to deep water • Holds filled land in place • Protects against flooding

3 CRITICAL RISK: EARTHQUAKE SAFETY

72% PROBABILITY for a quake of at least 6.7 or GREATER magnitude to occur between NOW and 2032 4 Current Condition CRITICAL RISK: CURRENT AND FUTURE FLOODING • Seawall supports the Embarcadero and provides flood protection

• Existing Embarcadero closures during king

Future Risk • Muni and BART tunnels subject to flood risk

• CCSF sea level rise guidance:

12”-24” by 2050 36”-66” by 2100

5 Multi-Hazard Risk Assessment (MHRA)

Objective • Evaluate vulnerability and consequences on exposed assets and services from seismic and flood events. Risk assessment will inform location and prioritization of Seawall investments over time. Hazards Assets and Services Exposed • Seismic • Transportation – Transit, Vehicular, Bike, Pedestrian • Flooding • Utilities – Power, Water, Waste, Fuel, Communications • Port Buildings and Parcels – Marine Structures, Land Uses, Historic • Non Port Buildings and Parcels – Land Uses, Buildings • Recreation and Open Space – Plazas, Parks, Access • Natural Areas – Habitats, Open Bay

MHRA Scope of Work • Data Collection • Agency meetings (Public & Private Owners) • Characterize Existing Conditions • Geotechnical Exploration • Refined Flood Analysis • Analyze Risk and Performance • Ground movement • Structural integrity • Flood risk • Evaluate Consequences for Strengthen Element of the Seawall Program through four lenses – Economic, Society and Equity, Environment and Governance • Disruption • Damage • Focus on Life Safety and Emergency Response

Desired Project Funding by Source

City GO Bond Program (residential and commercial taxpayers)

15% 25% Federal (Water Resources, Transportation) 25%

State (Cap and Trade, State Share of Tax Increment) 35%

Private (waterfront development projects and businesses)

8 Multiple Hazards, Multiple Timeframes

Seismic Hazards Flood and SLR Hazards • Immediate and increasing • Localized hazard currently, hazard with increasing urgency over the coming decades SEAWALL PROGRAM FRAMEWORK

Geotechnical Exploration Pilot

• Pilot Study completed May 2018

• Locations: • 3 Promenade Sidewalk • Pier 3 Overwater • Pier 7 Overwater • Pier 30-32 Parking Lane

Geotechnical Exploration

• Purpose Fill knowledge gaps where quality, historic information is not available. This leads to improved confidence in the seismic analysis results, limiting conservatism and potentially reducing the associated retrofit cost.

• Schedule (August through December 2018) Logistics will be coordinated on an individual basis with affected tenants to limit interruption where possible.

• Exploration Tests - Cone Penetrometer - Sonic Boring - Shear Vane - Mud-Rotary Boring Geotechnical Exploration Outreach Efforts to Date

Stakeholder Engagement Looking Ahead

Program Development Stakeholder Engagement Strategy adds to effort: • Quarterly Community Meetings • Targeted Stakeholder Briefings • Resource Agency Working Group • Policy and Technical Advisory Committee • Online Engagement Tools Community Meetings

You're invited to the first Seawall Community Meeting! Planned Quarterly, beginning this month Join us at the first in a series of Seawall Community Meetings to learn more about the Embarcadero Seawall Topics include Seawall and provide input to strengthen our waterfront Adaptive Program and envision a more resilient and sustainable San Framework and Elements, Francisco. We will provide an update on the Seawall Goals, Objectives, Seismic Program and then dive deeper into subjects including sea and Flood Hazards, Risk and level rise, seismic safety, funding, and waterfront land use. Consequence Assessment, The meeting will include a kid-friendly Seawall table as Project and Planning well as refreshments.
