PANAHERICAN SPACE CONFERENCE : PROSPECTS IN COOPERATION

BACKGROUND In late December of 1989 Costa Rica will host a unique conference on the subject of Panamerican space cooperation. The goal of this conference is to provide an interdisciplinary forum for integrating the scientific, technical, political, legal and economic aspects of a cooperative Panamerican space effort. These aspects will be presented through technical sessions, where active participation from country representatives and scientists will be encouraged and expected. Recomendations from each of these technical sessions will then be given to a follow-up committee. These recomendations will be integrated with results and conclusions from previous efforts in this area. The follow-up committe will then provide a mechanism to implement these recomendations during the ensuing year. Results will be presented by members of the follow-up committee at the next conference. Conference participants will include at least one delegate from each Panamerican country, including specialtists in space science, applied science, aerospace engineering, education, law, economics and policy.

ACTIVITIES The "Panamerican Space Conference: Prospects in Cooperation" will take place December 11-15, 1989 in San Jose, Costa Rica. The meeting is organized around workshops, where interaction between attendees will be highly encourage. Social events are also scheduled. Concurrent with the conference, an extensive activity schedule is planned. Activities include a science fair to reinforce the entusiasm for space among young participants and a technical exhibition to encourage industrial interest. Public lectures from well known figures in , including scientist and astronauts, are also being scheduled.

STRUCTURE The conference is being organized under the guidance oE Costa Rica's Ministry of Science and Technology. Danilo Poklepovik from Costa Rica's Ministry of Science and Technology is conference chairman. The conference will be divided into five technical sessions as follows: * Space science - chaired by Dr. Mario Acuna, senior research scientist from NASA Goddard Space Flight Center. Participants in this session will discuss current space research topics of particular interest to Panamerican investigators with special emphasis on international and cooperative research programs (ISTP, IGBP, ISY, STSP, GEM, etc.). * Applied science - chaired by Dr. Luis Bartolucci, Director of the Mid-American Remote Sensing Center (MARC). Participants in this session will discuss applications and regional integration through international cooperation, covering such topics as remote sensing of natural resources, global enviromental programs and the development of geographic information systems for resource management. * Aerospace engineering - chaired by Dr. Franklin Chang-Diaz, astronaut from NASA Johnson Space Center and by Dr. Raul Truffat, president of RET Corporation. Participants in this session will discuss topics such as telecommunications, low cost computers, launch systems, automation and robotics, antenna and tracking technology, image processing hardware, satellite design, sensor development, life support systems, medical technology, practical spinoffs, and up-link/down-link hardware (Imagen,Telecom, SAR, DCS). * Political and legal implications - chaired by Dr. Vittorio Canuto senior scientist at the Goddard Space Studies Institute. Participants in this session will discuss legal and political constraints, as well as a workable framework for cooperation between Panamerican countries in space. The nature and structure of this cooperation and follow-up mechanisms will be developed during the working sessions (i.e.protempore secretariat). * Educational Programs in Space Science - chaired by Dr. Sergio Camacho, Outer Space Affairs Division, United Nations. Participants in this session will discuss the current knowledge of space science and technology and the role that the dissemination of this knowledge can play in economic and social development. There will also be opportunities to discuss existing programs that contain elements of space science and technology in education.

FOLLOW UP The follow-up committee represents the mechanism proposed to maintain continuity and develop an infrastructure that is hope to eventually establish an organized program of space cooperation between panamerican countries. Another conference in early 1991 is been considered to maintain this link. A report will be produced to document the recomendations and plans for implimentation that result from the conference.
