Salazar, Klein, Jirón, and Simpson: Attached, please find a formal rulemaking Petition from WildEarth Guardians requesting that the United States Department of Interior, Bureau of Land Management (“BLM”), Office of Surface Mining Reclamation and Enforcement (“OSMRE”), and the U.S. Forest Service (“USFS”) address significant deficiencies in the environmental analyses supporting several recent and upcoming coal leasing and associated strip mining decisions in the Powder River Basin of northeastern Wyoming. Specifically, we request that your agencies address significant flaws in the air quality impacts analysis and assessment in the Final Environmental Impact Statement (“FEIS”) for the Wright Area Coal Lease Applications (hereafter “Wright Area FEIS”), in accordance with the National Environmental Policy Act (“NEPA”). We request that your agencies supplement the FEIS accordingly and ensure that the air quality impacts of coal mining in the Powder River Basin of Wyoming are effectively mitigated in accordance with your substantive duties to protect natural resources.
