The reported figures show that more than 19,625 houses (excluding houses and shops demolished in the Lyari riverbed due to the Lyari Expressway Project) have been bulldozed by various government agencies since 1992. As a result of these evictions 158,851 people have been displaced. (Note: These are only the reported cases. Pending suit he passed away and his legal heirs are now Plaintiffs. Per the plaint, in the year 1973, the KMC had allotted to the Plaintiff‟s predecessor, namely Abdul Razzaq, four adjoining industrial plots in the Wool Washing Area, Cattle Colony, Landhi, Karachi, each plot measuring 4000 sq. yds., total 16,000 sq. yds. (hereinafter „the suit land‟); that Abdul Razzak was in continuous possession of the suit land; that in the year 2013, the Plaintiff purchased the suit land from Abdul Razzaq, and on 29-01-2013 the KMC executed registered lease deeds in favor of the Plaintiff, and since then, the Plaintiff was in possession of the suit land in a common boundary wall; that on 02-05-2014, certain unknown persons with fictitious documents accompanied by the police came to the suit land threatening to dispossess the Plaintiff, hence the suit praying inter alia for a permanent injunction against dispossession.

Using a case study of the informal settlements in Lahore, Pakistan, it evaluates the current planning process as a subset of the state- bureaucratic-developer nexus that dominates political structures of postcolonial cities. In an era where socio-spatial politics are increasingly determined by the edicts of neoliberalism and urbanism is defined by the circuits of capital accumulation, planning institutions too form a part of the political power matrix. This research evaluates whether planning as an institution is complicit in the formation and perpetuation of informal settlements in the cities of the Global South. To that end this research highlights the informality of the state apparatus itself which subverts planning paradigms in practices of deregulation, exceptionalism and patronage to profit from the neoliberal financialization of land. It discusses how the multi-planar socio-spatial synergies of the city are reduced to binaries of informal-formal, order-disorder, legal-illegal, to reengineer the urban and rural landscape according to the edicts of global capital. This culminates in violent dispossession, segregation and peripheralization of the poor, complemented by a politics of patronage and common sense used by the state-apparatus to legitimize coercion and violence in the hegemonic administration of space.
