Robyn Espy, M.P.H., Epidemiologist, was interviewed about the Communicable Disease Program at El Paso County Public Health and provided updates on the 2015- 2016 flu season, and provided flu prevention messages. Communication Support News Releases: 12.29.15 – “First confirmed flu hospitalization reported in El Paso County.” 12.31.15 – “Public Health offering walk-in flu vaccine clinics.” Created and posted social media content on World AIDS Day, safe toys and gifts for children during the holidays, National Influenza Vaccination Week, the Colorado Quitline, winter weather preparedness, and healthy eating tips during the holidays. Assisted with vaccination clinic and Public Health marketing outreach for Feed the Children Holiday event. Tobacco Targets Youth Campaign: The Office of Communication solicited a strategic media buy bid that include both radio and digital media to begin in October to run through December to continue the Tobacco Targets Youth campaign. The top three radio stations reaching the target demographic of Adults 40+ in the Colorado Springs Designated Market Area were chosen: KVOR, KKPK, and KRDO. The media buy included value-added digital components and earned media opportunities. The flight schedule for December includes: 36 (30-second) spots aired on KVOR, 81 (30-second spots) aired on KKPK (estimated reach of 121,764 individuals), and 161 (30-second spots) on KRDO radio (estimated reach of 69,929). Provided communication materials (sign, letter template, website update) for the laboratory water test price change notice. Created a one-page flyer for the Crisis Recovery Center for first responders. Attended the National Association of Counties (NACo) Safe & Secure Symposium, including plenary session on crisis communication. Development and Strategic Initiatives: Received notification of award from Colorado Department of Public Health and Environment (CDPHE) of funding from the State Innovation Model (SIM) program to implement a three-year youth suicide prevention strategy beginning February 1, 2016. Award is $300,000 over three year timeline. Executed Memorandum of Understanding (MOU) with El Paso County Sheriff’s Office to co-locate community resource navigators in the release area of the Criminal Justice Center (CJC). Navigators will work with releasing clients to connect to social services, physical health resources, and behavioral health resources to improve health outcomes and reduce recidivism. While at the CJC, they have the potential to interact with up to 5,000 clients. DHS is onsite and enrolling eligible clients in Medicaid. Public Health Planner started. Mina Liebert has a master’s degree in Community Health Education, has worked previously for CDPHE, and for the past seven years led LiveWell Colorado Springs. She will lead the Healthy Community Collaborative and the next community health assessment planning process and re-accreditation efforts. 2 Initiated partnership with National Association of City & County Health Officials (NACCHO) Health and Disability Project to receive technical assistance regarding serving persons with disabilities in the Title X clinic. NACCHO staff and interns will create a plan for EPCPH that outlines best practices in public health that promote cultural competency and compliance with the Americans with Disabilities Act. The plan will also include suggested strategies for including persons with disabilities in advisory committees and community outreach. Resource navigators participated in the Feed the Children event and Development and Strategic Initiatives Officer participated in community flu clinic/health fair at Sierra High School on same day. In 2014-15 it ran from September 28, 2014 until May 23, 2015. Possible foodborne illness complaints: 20. Outbreaks investigated: 7; four at long term care facilities – three suspected norovirus, one unknown gastrointestinal illness, three at retail food establishments – one confirmed norovirus, two unknown gastrointestinal illness. Responded to eight calls regarding human or pet exposures to potentially rabid animals, or other rabies- related concerns. From those inquiries one animal was tested for rabies (cat); it tested negative. Persons recommended for rabies post-exposure prophylaxis (PEP): 0 Total rabid animals for 2015: 6 (five bats, one cat) Total presentations facilitated by CD/TB Staff: 8; one presentation at Adult Grand Rounds at Evans Army Community Hospital about the CD/TB programs at EPCPH. Tuberculosis (TB) activities for December: New active TB cases investigated: 0 New suspect TB cases investigated: 1 Cases on direct observed therapy (DOT): 2 Cases on directly observed preventive therapy (DOPT): 0 Total DOT/DOPT visits: 12 General TB skin tests done: TB - 25, IZ – 20 TB blood tests (Quantiferon) done related to contact investigations: 1 TB skin tests done related to contact investigations: 0 Contact investigations ongoing: 0 Contacts evaluated/tested: 0 Refugee and/or class B immigrant TB evaluations: 4 Latent TB infection (LTBI) cases under treatment: 10 LTBI cases completing treatment this month: 2 Environmental Health (EH): Laboratory Performed 420 bacteriological well water tests, 273 public water systems and 147 private wells. There were 48 tests performed for inorganic anions (Nitrates and Nitrites). Totals for 2015: 6,328 bacteriological well water tests, 2,613 private wells and 3,715 public water systems. The laboratory performed 396 total tests for inorganic anions in 2015. The Laboratory went live with the new Stan-Bio Hemoglobin Analyzers on December 1, 2015 to facilitate testing for the Women, Infant, Child Program (WIC). Retail Food Safety Environmental Health, in conjunction with Communicable Disease, conducted foodborne illness outbreak investigations at four retail food establishments. One of the four investigations resulted in the confirmation of norovirus. 4 School Safety Two training sessions for school personnel were held at different locations in El Paso County. The sessions are intended to provide information related to the recently revised Rules and Regulations Governing Schools in the State of Colorado. Land-Use and Planning Ten El Paso County Development Services Division projects were submitted for review and comment. One proposed project that is being considered called Vertical

Arbitron, the national radio ratings company, reports that more than 90 percent of Americans ages 12 or older listen to radio each week, “a higher penetration than television, magazines, newspapers, or the Internet.”1 Although listening hours have declined slightly in recent years, Americans listened on average to 19 hours of radio per week in 2006.2 Among radio formats, the combined news/talk format (which includes news/talk/ information and talk/personality) leads all others in terms of the total number of sta- tions per format and trails only country music in terms of national audience share.3 Through more than 1,700 stations across the nation, the combined news/talk format is estimated to reach more than 50 million listeners each week.4 As this report will document in detail, conservative talk radio undeniably dominates the format: ß Our analysis in the spring of 2007 of the 257 news/talk stations owned by the top fi ve commercial station owners reveals that 91 percent of the total weekday talk radio programming is conservative, and 9 percent is progressive.

A sample broadcasting schedule was based on the assumptionsof an eight hour broadcast day, a general listening audience, andlive transmission. Some ofthe advantages of such a network, programed on a mutualbasis with plans for a modifiedround-robin service, would be improvededucational programing, widespreadavailability, and reduction of station operating costs. Using13 NAEB stations as a round-robinbasic network, the remaining 39 could be fed on a one-wayline at a minimum wireline cost of $8569 per month; the equivalent costfor the complete network wouldbe $17,585. We seek to prevent sponsors from gaining unfair advantage by paying stations to present promotional messages without appropriate disclosures, while their competitors observe the rules and present their content as properly acknowledged commercial advertisements. 3. The Bureau investigated a complaint that the Station broadcast announcements supporting a hydro-electronic energy project in New Hampshire without disclosing the identity of the company that sponsored the announcements.
