In 2013, the Basketball Victoria Commercial Program entered its third year. The development milestones we achieved this year were a direct result of the solid framework developed in years one and two of the project.

Our focus in 2011 and 2012 was on the establishment and development of database programs and relationship building across all Stakeholders. The resulting success provided us with an asset that continued to grow and develop. In 2013, the project was marketed to the broader business community. Underpinning all objectives and outcomes was our reliance upon further expansion and development of Stakeholder relationships and communication, in order to create opportunities and add value across all levels of our sport. There were a number of commercial partners we worked with to deliver mutually beneficial campaigns. The flexibility of our asset enabled us to specifically tailor communications to channel each partner’s commercial message and also deliver direct, tangible and relevant benefit to the wider Victorian Basketball Community. We teamed up with Why Risk Pty. Ltd, 2XU, 2KSports and Melbourne Tigers all of whom invested directly into the commercial project in 2013 and have committed to ongoing partnerships in the future. In 2013, Basketball Victoria continually focused on efforts to promote our great sport through various channels, while striving to increase and strengthen engagement with our members and the wider community.

Advertising Advertising continued in various community and school publications (both Primary and Secondary), along with in- paper and online ads featuring throughout the year. Particularly encouraging was our ability to attract the attention of mainstream media outlets such as the Herald Sun and Channel 7. Our ability to pursue joint advertising efforts with Major Sponsor McDonald’s allowed us to feature prominently in one of the most-frequented quick serve restaurants in Australia. Throughout the year, Basketball Victoria advertising featured on posters and traymats in every McDonald’s restaurant across Victoria (more than 270 stores). Basketball advertisements also featured on the Kidspot Website (Australia’s leading online parenting information website), Herald Sun (Corinella) and the one of our most popular and high-profile events for entry-level Aussie Kids publication, which has a circulation in Victoria of participants. Big V was proud to partner with Basketball Victoria and the Equal Opportunity Commission to be part of the Fair Go Sport project, which saw our Grand Final series named the Fair Go Sport Big V Grand Final series. The Fair Go Sport project was designed to promote the acceptance of gender and sexual diversity in basketball clubs across Victoria and we were grateful to be a part of this worthwhile initiative. Our annual awards dinner at Moonee Valley Racecourse continues to be one of the highlights of the calendar and with another near capacity crowd it was a fantastic night to celebrate the achievements of the 2013 season. The MMBL has completed its 20th year of competition, congratulations to all who have been involved during this period The MMBL has been excellent in providing a stepping stone for developing players and a competition where players who have represented their clubs since juniors and still want to play for their Association but not tied down to weekend basketball.

As records show the Melbourne Metropolitan Basketball League was first introduced to competitive competition back in 1994 after 12 months in the planning, then 12 months with assistance from Basketball Victoria staff before standing alone. Basketball in Victoria at Championship level had been previously organised by Victoria Basketball Association (VBA) – Victorian Men’s Committee and Victorian Women’s Commissions. These Commissions were not only running weekly competitions from the old Albert Park Stadium but Invitation competitions, exhibition games and supporting visiting touring groups. Meetings: These have been streamlined and operate within firm time periods. Our sub-committee structure was retained, with Grass Roots, Elite Committee, Advisory, Scoretable and VBRA Tribunal, continuing to operate independently. The decision was made to not require representatives from these committees to attend bi-monthly VBRA meetings, but rather give them the alternative to attend any meeting (with prior notice of the items needing to be discussed) and/or submit a written report of their activities. All meeting papers are now held online to make them available to Board members to review, comment and/or amend prior to attending meetings. Our Rules of Management have been updated to cater for changes in the governance of larger Associations, where referee groups come under the direction of the Association. In these we acknowledge the need to ensure that our members continue to receive the support and guidance of the VBRA, while acknowledging the capacity of the changing governance of some larger Associations to reinforce and deliver these. 2013 saw a small drop in Tribunals. This was very pleasing but the bad news is that we continue to see an increase in texting, Facebook and other social media cases. Approximately 361 individuals and 42 teams were found guilty by Tribunals of 1 or more offences. This is a considerable decrease over recent years and continues the general trend downwards. Most of the teams were placed on bonds but some individuals also received bonds. No life bans were imposed. There was a small increase in spectators appearing before the Tribunal with 13 this year. Of the 7 coaches found guilty of offences, a number of those were also parents of children involved in the game. It was hoped that the trend towards lower spectator numbers over the last few years will continue. However, we are still below the numbers we had several years ago. The following chart indicates the trends over the last few years.

Of the 9 appeals considered by the Basketball Victoria Appeals Officer, only 4 were granted re-hearings, two on the grounds of new evidence being available that was not available at the time of the original hearing and the other two on proper notice not having been given for the hearing. The Member Protection Tribunal dealing with screening issues and discrimination, vilification and harassment in matters of gender, race and other similar categories dealt with 4 matters, mostly racial and sexual vilification or harassment. Fortunately, its work was minimal this year. I thank all our volunteers for the countless hours they have spent in organising and sitting on Tribunals and in particular Denyse Galle from Knox Tribunal who also assisted me in writing up the Tribunal Report.
