Expression of interest in community managed libraries 15th April – 31st May 2019

The draft Library Strategy 2019 – 2023 proposes that Ealing Council will continue to provide its library services through six libraries directly run by the Ealing library service; and that the seven branch libraries located in , , Northfields, , , and Wood End be made available to the community to be run as community managed libraries (CMLs).

We have held public consultation meetings in the seven locations where community managed libraries are proposed. The on-line survey where residents and library users can have their say about the proposals runs until 17th May 2019.

Ealing hosted a conference on community managed libraries on 3rd April 2019. This included representatives from community groups involved in community managed libraries in Barnet, Cricklewood and North Harrow and the Community Managed Libraries Peer Network. Our guest speakers provided more perspectives on how communities in Ealing could get involved in running community managed libraries in their neighbourhood.

We are inviting expressions of interest in running community managed libraries in Ealing. Expressions of interest is open to not for profit organisations based in and/or operating in Ealing.

An expression of interest is non-binding on the local authority and the community organisation/individuals. It is solely for indicating community interest in working in developing community managed libraries in the borough.

The community managed libraries prospectus sets what the council would provide to support a community managed library in the seven areas and what the expectation would be of a community partner to run a community managed library in Ealing.

The prospectus includes the current cost to the council for the seven libraries and the baseline costs for a community organisation to run a community managed library.

There are two other important documents that are included as part of the prospectus. These are the Equalities Analysis Assessment and the draft library strategy Needs Assessment. It is important that you read these documents as part of the things to consider for community managed libraries in Ealing.

Should we invite formal applications to run a community managed library, the interested party would need to produce a business plan to show their full costs using the base costs we have provided for each of the libraries as a starting point from which to build the full picture of their anticipated operating cost. The Ealing approach to CMLs is different to many other local authorities. We will still be investing in branch libraries through providing books, ICT, access to the Ealing library card, advice and information, start-up funding and in some cases, the building may also be available. The council cabinet meeting in July will receive the findings of the library service consultation and information on the expressions of interest received for community managed libraries. Cabinet will decide how it wishes to proceed with the proposal for CMLs in Ealing. If the decision is to proceed, we will invite formal applications later in the year and provide access to independent advice for those groups wishing to make a formal application.

This section of the prospectus sets out our current thinking on how we would approach the property arrangements for council owned sites.

For council owned sites that are retained as community hubs for CMLs, the council proposes to enter in to a formal property arrangement with a community partner. This will be in the form of a licence or lease. To be determined in discussion with the community partner.

Proposal is a 7-year lease with a mutual break clause at 3 years.

Assumption is nil rental charge in exchange for hosting a CML and community services.

Variations West Ealing Library The council is yet to decide on the future of the space used for the West Ealing library back office and if it forms part of the CML offer any rental charge that may or may not apply.

Greenford Library was opened in 1934 and is a masonry constructed building set out over three floors and comprises of a main ground floor with reception, reading areas, IT area and children’s area, a smaller first floor with more IT services for the public use. The library keeps a collection of information covering local areas of interest such as the Selbourne Society Nature Reserve

The library occupies approximately 607m2 floor area.

A Carnegie library dating from the turn of the twentieth century. The building is constructed over three storeys and comprises a small basement area used as a store (disused) and boiler room, a ground floor comprising main library areas, office areas, store room, disabled WC and circulation corridors & stairs and a first floor comprising office space and staff toilets and staff rest room.

The library occupies approximately 489.6m2 floor space.
