REGISTRATION AND CREDENTIALS: Of the 17 Federations in good standing with CANA, 14 Federations were present. As the required quorum was attained the President declared the meeting open.

WELCOME: Mr Jace Naidoo, President of Swimming South Africa, welcomed all delegates to South Africa. He hoped that all delegates and competitors would enjoy their short stay in the country. The President thanked South Africa for agreeing to organize the 9th African Swimming Championships and the General Assembly in Johannesburg.

MINUTES: The Minutes of the CANA Congress held in Casablanca on 4 May 2004 were approved.

BUREAU REPORT: (Attached) The Written report was presented by Mr Sam Ramsamy, Secretary General of CANA. The President emphasized of the numerous difficulties encountered by several Federations because of the late cancellation of the African Junior Swimming Championships which was scheduled for Cairo in December 2007. Several delegates expressed their dissatisfaction that the Egyptian Swimming Federation for the late cancellation. Furthermore there was concern that Egypt, one of Africa’s largest federations, had not sent any competitors to the swimming events. The delegates proposed that the penalty fine for late cancellation be increased. Agreed.

FINANCIAL REPORT: (Attached) The Financial Report indicated a bank balance of R289 064.83; Made up as follows: Rand Income ------R82 040.54 Dollar Income ($1 864 x R9.87) - - - 18 397.68 Income b/f – 2005 ------188 626.61

AMENDMENTS TO THE CONSTITUTION: The following additions/amendments were approved unanimously: Article 7: 5. If the fees are not paid by 30 June of any year, such defaulting member federation will not be affiliated to CANA until such has been paid: Article 8: (As proposed by FINA) 3. The Rules for the Competitions or Championships authorized by CANA will be the rules of FINA in effect, when the competition is held and all Championships/Games are established only after receiving FINA sanction: Article 9: Add: v. Zonal Reports: vi. Reports by Chairs of Technical Committees: Article 13: 18. Insert as new Article 14: Article 14: 1. The Bureau shall, at its first meeting, appoint members of the Technical Committees, namely: Swimming (12 members), (4 members), (8 members), (4 members), Open Water (8 members), Masters (5 members) and Medical (3 members): 2. The President can nominate up to two members to the CANA Technical Swimming Committee, and up to one member to each of the other Technical Committees:

CHAMPIONSHIP RULES AND REGULATIONS OF CANA: 1. GENERAL: d. …… Any member federation that has agreed to host a CANA Championship and later cancels its offer, such member federation shall be liable to a fine of US$5000.00 of which seventy per cent will be allocated to the organizing body which thereafter volunteers to host the event. Any postponement of a scheduled Championship any later than three months before the scheduled date will also be liable to a fine of US$5000.00: 11. FINA ELECTIONS – 2009: As was agreed at the informal meeting of CANA Member Federations in Manchester, England in April 2008 the General Assembly endorsed the proposal that CANA President and incumbent President of FINA, Mr Mustapha Larfaoui, be nominated for the FINA Presidency at the elections scheduled for July 2009. Chief Thomas proposed that all CANA Member Federations be informed at the appropriate time to attend the FINA Congress to be held in Rome, Italy to ensure a maximum vote for Mr Larfaoui. The other three nominations for the FINA Bureau will be finalized at the forthcoming CANA Bureau Meeting.

TERMINATION: With no other matter to discuss the President thanked the delegates for their presence and cooperation and closed the meeting at 15:35.
