REGULAR MEETING

The Regular Meeting of the Board of Education of the Special Services School District and The Institute of Technology of The County of Burlington was held on Thursday evening, May 26, 2016, at the Rutgers Media Center, 2 Academy Dr., Westampton, NJ.

The meeting was called to order at 5:33 p.m. by President Robert Silcox, followed by the flag salute.

Presentations: Dr. Todd Bonsall, Assistant Superintendent of C/I introduced: Renee Janowitz, BCIT ​ Foundation Director, who stated the foundation has donated more than $80,000 in 2015­2016. Donations consisted of Chemical Analysis Station; Virtual Spray­painting; Electronic Training Kits; Laptops/Printer; Online Vocabulary System; and Indoor/Outdoor Lift. Dr. Bonsall also mentioned the BCIT Summer Camps; NJ School Public Relations 2nd Place Award; BCIT Medford NJ Cook­off two Bronze Medals; VoTag Senior Citizen Prom.

Public Comments: Helen Scherer, BCSSSD, presented a poster board of the BCSSSD Senior Prom. James Brand, BCSSSD, showed bags and T­shirts that were printed by BCIT Print Shop, for students who are attending the Senior Hershey Park Trip.

Dr. Manno: During our last BoE meeting, concern was expressed regarding the issue of tax deductions from supplemental pay. This issue came to light because the union requested a reduction in the amount withheld from supplemental checks. Extra pay pursuant to the Teacher’s contract is paid by the District to employees via separate checks. Upon receipt of the request for reduced deductions, per customary and responsible practice, we consulted with our district auditor. Pursuant to the auditor, we were advised that IRS regulations require 25% to be withheld from supplemental checks for IRS income tax. A key issue is that extra pay for BCIT teachers is required by the contract to be paid in separate checks. According to the Board’s auditor, if extra pay is issued in separate checks, then it is subject to the 25% required withholding. The BCSS teacher contract does not require separate checks for supplemental pay. When supplemental pay is included in a regular paycheck, then it is subject to the employee’s W4 withholding. The method of payment, separate checks vs. inclusion in regular pay, is certainly a reasonable topic for negotiations.

Cynthia Adams, BCIT EA President: Expressed dismay with 25% tax rate and questions why activities conducted during the school day ie: extra block, stipends are not exempt from this rate. Commented on negotiation process and how it has not been moving forward as they had anticipated. Stated that documentation was not provided in a timely manner by the Board and had to cancel June’s meeting. Hopefully both parties will be able to start the process.

President Silcox: The Board of Education is governed by State and Federal statute and independent auditors are responsible to insure the district is in compliance and it is the goal of this BoE to stay and remain in compliance.

Dave Finn, BCIT EA Vice President: Request that the Board look into exploring Section B of the 25% tax.

Cortney Amen, BCIT Vice President: Voiced concern that the staff is not willing to take positions of club activities due to these new restrictions and SOP’s. States that the freshmen at Medford Campus have had no fundraising opportunities.

Leah Allen, BCIT Teacher: Questioned status of her former Enterprise Account Funds. Voiced concerns about having to find vendors in the state of New Jersey to do business with. She stated concern of not receiving responses back from her building administration regarding status of her supply orders or lack thereof.

Board Comments:

Kathy Burgess: Stated she looks forward to resolving these issues. Complemented the escort students for Read Across America. Wished everyone a wonderful Memorial Day.

Paula Lee: The prom and REad Across America were outstanding events it is great visiting the schools at the end of the year. Looking forward to the graduation activities.

John Ferry: Thank you for voicing your concerns, enjoy your holiday. President Silcox: The BoE doesn’t take these concerns lightly, we have rules and regulations to follow, we are a County Institution and it is our obligation to insure we are incompliance with the law. Congratulations to Dr. Christopher Nagy as new Superintendent of Schools.
