Aristotle and JS Mill on Speech and Politics Stephen A. Block, Ph.D ABSTRACT Rhetoric, Reason, and the Problem of Rule: Aristotle and J.S. Mill on Speech and Politics Stephen A. Block, Ph.D. Committee Chair: Mary P. Nichols, Ph.D. This dissertation examines the relation between reason, public speech, and rule in the thought of J.S. Mill and Aristotle. It argues that both Mill and Aristotle present alternatives to typical liberal theories of speech that distinguish private “moral” languages from non-moral public discourse based on artificially-constructed principles of “public reason.” Theories of “public reason” aim to disconnect reason from the human good in order to provide the individual with authority to pursue his own good freely while constructing rational political order. The result of such theories is a distortion of the purposes and meaning of human rationality. This dissertation argues that, in contrast to other modern liberal thinkers, Mill is inegalitarian in assuming a distinction between the wise “few” and the unwise “many.” His liberal theory takes its bearings from this outlook that affirms the possibility for the rational discovery of moral truth rather than the artificial rationality that characterizes other liberalisms. Mill’s argument for freedom of speech, which encourages public discourse about questions of morality, is a reflection of this distinction. Mill thus provides a richer and more satisfying account of human reason and its capacities that other liberals do. Mill denies that his inegalitarianism leads to a hierarchical and illiberal political order only because the life of the wisest does not entail the activity of ruling inasmuch as ruling is a burdensome task directed to the good of another rather than the ruler’s own good. In contrast to Mill, Aristotle affirms the intrinsic worth of political rule for the ruler and denies that political rule should be reduced to an instrument exercised in accordance with technical expertise. While ascribing such dignity to politics complicates any answer to the central questions that arise in political life – “who should rule?,” for example – it generates a perpetual need for speech and thought about the common good and justice that makes humans inseparably political and rational beings. Aristotle thus defends rhetoric as the language necessary to represent and communicate the ambiguous truths of politics and human action and as the highest manifestation of political rule. In his most important writing in this field called "Politics", Aristotle classified authority in the form of two main parts: the correct authority and moose authority. In this sense, correct forms of government are 1.basileus, 2.aristocracy and 3.politeia. These forms of government are based on the common good. Bad or moose forms of government are those that are based on the property of an individual or small governmental structures and they are: 1.tiranny, 2.oligarchy and 3.democracy. Born in Andalusia in 1126, Averroes (or Ibn Rushd) is generally considered one of the most influential Arabic classical philosophers, and his impact on Western thought, through the interpretations of Thomas Aquinas, Duns Scotus, and others, can hardly be overestimated. Although Averroes wrote extensively in the fields of religious law (Bidayat al-Mujtahid wa Nihayat al-Muqtasad), philosophy (The Incoherence of the Incoherence) and their relationship (Decisive Treatise), his nickname, the Great Commentator, is a result of Averroes’ prolific commentaries on Greek philosophy, and particularly the works of Aristotle. The date of completion of Averroes’ Long Commentary is, although debatable, usually given at around 1186 C.E., and while its chronological relationship to the Short and Middle Commentaries (and therefore status as Averroes’ ‘final opinion’ on the De Anima) is debatable, the Long Commentary certainly presents Averroes’ most detailed examination of the De Anima. In form, it is basically a line-by-line exegesis, with Averroes reproducing Aristotle’s work and then proceeding to provide explanation, extension, and interpretation. Averroes’ Long Commentary is key to tracing how Averroes interpreted Aristotle’s work on the soul and how his own concept of the soul developed from his reading of Aristotle. Comparing the notion on individual freedom espoused in On Liberty to the notion of the social welfare in Utilitarianism, this analysis posits that it is impossible for a political philosophy to have two ultimate ends. Thus, Mill's liberalism is inherently flawed. As this philosophy was the foundation of Mill's progressive vision for humanity that he discusses in his Three Essays on Religion, this vision becomes paradoxical as well. Contending that the neo-liberalist global economic order is the contemporary parallel for Mill's religion of humanity, this work further demonstrates how these philosophical flaws have spread to infect the core of globalization in the 21 st century as well as their implications for future international relations.

What does it mean to be an American? What are the principles of American politics? Americans often answer these questions by drawing upon seminal texts in American political thought. The aim of this course is to study several of these texts so that we may participate more thoughtfully and effectively in contemporary politics. We begin with The Declaration of Independence (1776), Thomas Jefferson’s statement of America’s founding ideals. Then, we read The Federalist, the 1787-88 essays penned by Alexander Hamilton, James Madison, and John Jay to outline the principles of the United States Constitution. Subsequently, we consider Alexis de Tocqueville’s epochal account of American individualism and civil society in Democracy in America (1835, 1840). Afterwards, we look at W.E.B. Du Bois’s The Souls of Black Folk (1903), a book that portrays the “double consciousness” of virtually all Americans. Next, we examine Anarchism (1917), a classic of American radicalism written by the anarchist-feminist Emma Goldman. Then, we study Leo Strauss’s Natural Right and History (1950), a guiding text for conservatives such as George Will and Paul Wolfowitz. It includes the various forms of hedonism as well as theories according to which what is good is any object of interest or desire. Objectivism may be represented by the theory of G. E. Moore. According to Moore, to say that something is good as an end is to attribute a property, intrinsic goodness, to it. Intrinsic goodness is an objective, nonrelational property of the object, a value a thing has independently of anyone's desires, interests, or pleasures. The attraction of subjectivist views is that they acknowledge the connection of the good to human interests and desires.

    The contradiction of classical liberalism and libertarianism blogs.lse.ac.uk/businessreview/2017/02/01/the-contradiction-of-classical-liberalism-and-libertarianism/ 2/1/2017 A standard assumption in policy analyses and political debates is that classical liberal or libertarian views represent a radical alternative to a progressive or egalitarian agenda. In the political arena, classical liberalism and libertarianism often inform the policy agenda of centre-right and far- right parties. They underpin laissez-faire policies and reject any redistributive action, including welfare state provisions and progressive taxation. This is motivated by a fundamental belief in the value of personal autonomy and protection from (unjustified) external interference, including from the state. It is difficult to overestimate the philosophical and political relevance of classical liberalism and libertarianism. President Trump’s proposal to repeal the “Affordable Care Act (Obamacare)”, for example, is clearly inspired by a libertarian philosophical outlook whereby “No person should be required to buy insurance unless he or she wants to” (Healthcare Reform to Make America Great Again ). More generally, in the last four decades the political consensus, and the spectrum of policy proposals and outcomes, has significantly moved in a less interventionist, more laissez faire direction. The centrality of classical liberal and libertarian views has been such that the historical period after the end of the 1970s – following the election of Margaret Thatcher in the UK and Ronald Reagan in the US – has come to be known as the “Neoliberal era”. Yet the very coherence of the classical liberal and libertarian view of society, and its consistency with the fundamental tenets of modern democracies, have been questioned.
