THE YEAR THAT WAS…..

OVERVIEW OF CYBERABAD COMMISSIONERATE AND NEW INITIATIVES-2018

The Cyberabad Police firmly believe that the purpose of policing is not merely upholding law, protecting property and preventing crime but also preserving the quality of life in the communities they serve, an endeavour we have pursued in earnest all through the year. Unveiling the human face of the police force, we have taken measures to make our staff empathetic to people‟s needs. We have also initiated a process of change where our policemen become role models for prevention of crime. Tactical training to our staff and incentives to encourage efficient functioning are measures in this direction.

With a total police force of 3819 in the 3 Law & Order zones of , and Balanagar, 9 divisions, 36 Police stations, 11 Traffic Police stations, 3 CCS, 3 SOT, a women police station, Cyber-crime station and the Economic Offences wing (EOW), we cater to a large and varied cross section of the population. The first of its kind district around the IT HUB with spectacular development in the country, Cyberabad has a distinct feel and diversity unique to it. The Police Comissionerate here has within its purview, people from different states employed in the IT sector representing a mini , eminent internationally reputed Educational and Agri-research Institutions, the Rajiv Gandhi International Airport accounting for VIP movement, Industrial belts as well as sensitive areas posing several challenges. Despite having a police to population ratio of 86 per lakh which is less than the national average of 138 per lakh population, we have been able to handle law and order effectively and meet challenges. Training programmes and welfare activities for our staff and several new initiatives in keeping with the overall policy of “friendly policing‟ adopted by the State of have helped us overcome many obstacles.

The year witnessed prompt action in solving sensational crimes, murder cases and white collar offences, initiatives that boosted staff morale and efficiency and community outreach activities involving citizens. The focus on prevention of crime has clearly yielded great dividends with citizen participation making big strides. A clear indication of this is the voluntary manner in which citizens came forward with contributions from different localities to install CCTV cameras under the programme called “NenuSaitham” and Community CCTV initiated by Cyberabad Commissionerate in March this year. As a result, the number of CCTV‟s in the region grew from the previous figure of 6,500 to 54, 175 registering a spectacular nine fold increase.

Feedback on law and order from software companies and learning about their problems first hand obtained through the “Chai Pe Charcha‟ initiative as part of SCSC (Society for Cyberabad Security Council) activity helped us address citizen needs with greater understanding. Accordingly, traffic training was imparted to IT professionals to meet emergency situations. Honouring Anumod Alex Thomas of Microsoft, who acting as a traffic volunteer helped save the life of an accident victim, was part of our effort to encourage citizens who are pro-active and responsible. Letters of appreciation were also given to our staff members who showed concern and helped people in need beyond the call of duty.

Though there are numerous challenges in Traffic management, Cyberabad Traffic Police have been successfully regulating the traffic throughout the year during all seasons. Growing vehicular density, ongoing road development works, metro works, ever increasing business and residential complex constructions, etc pose severe challenges to traffic Police in balancing the demands from all quarters. Needless to mention, the traffic Police have not only lived upto the people‟s expectations in better traffic management, but also have put great efforts towards road safety.

Free coaching for unemployed poor youth interested in joining the police force, Student police cadet services to instill discipline, empathy and traffic sense in them and inspiring our staff to create awareness about eradicating social evils in semi urban and rural pockets by forming “Cyberabad Jagruthi Kalabrundam” are some of the welfare activities that we have been promoting.

MAROJANMA (ORGAN DONATION INITITIATIVE) is a novel initiative taken up by the Cyberabad traffic police in collaboration with Jeevandan to secure the consent of the Kin of brain dead accident victims helping those in need of organ donation. It is a compassionate social responsibility that the Cyberabad police are proud to undertake. The helpline numbers of the nodal officer 85004 11111, 94910 30425 have been widely publicized and the programme is succeeding in creating awareness and encouraging families of brain dead persons to opt for organ donation.

The Economic Offences Wing (EOW) that became operational in July this year, unearthed several Money Circulation Schemes, Multi –Level- Marketing (MLM) frauds and white collar crimes including the infamous Karakkaya/Ink seeds scandal seizing bank accounts worth 244.40crores and recovering cash to the tune of 2.75crores. This is a great effort to expose frauds committed by big companies duping innocent people by offering inducements.

Receiving the prestigious award for contribution made to the CCTNS project supervised by the National Crime Records Bureau (NCRB) is a feather in the cap for the Cyberabad Commissionerate. It was presented by Shri. Rajiv Gauba., IAS, Union Home Secretary, Govt of India and Director (NCRB), Dr. Ish Kumar, to Uppala Vara Prasad , Head constable of IT Cell , who played a pivotal role in implementing it.

We look back at 2018 with great satisfaction and look ahead with renewed enthusiasm and commitment to achieve higher goals in the year ahead.

A. LAW & ORDER:

 Law and order has been maintained well within the jurisdiction of the Cyberabad Commissionerate with the effective functioning of all units enabling control of violent crimes and communal activities.  Cordon & Search operations and Operation Chabutra were taken up in sensitive areas to gain the confidence of the people and ensure their safety.

P.D ACT:

 The Commissioner of Police invoked detention orders against habitual offenders under the P.D. Act with the view of preventing criminal activities detrimental to public order.

P.D ACT INVOKED IN SENSATIONAL CASES:

1.DAY LIGHT MURDER OF A STUDENT– The accused Jilla Mahesh (A-1), Baipothu Naveen (A-2), KorraTejaRao (A-3), Ippali Krishna (A-4) are residents of , , Hyderabad. They bore grudge upon E. Sudheer who humiliated them in a petty matter and hatched a plan to eliminate him by taking assistance of Bairedla Shiva (A-5). On 12.3.2018, while the deceased was going to attend Intermediate exam, A1 to A4 intercepted him and chased him on bikes,while the deceased tried to escape by boarding the running bus, the accused dragged him from the School bus on the NH65 and attacked mercilessly with hunting sickles and killed him. The accused A1 to A5 were arrested and remanded to Judicial custody. The PD act was invoked against the accused A1 to A4 on 08.10.2018.

2.MURDER FOR GAIN– The accused persons Kishan Mukiya (A-1), Umesh (A-2), Raja Kumar Mandal (A-3) and Nitish Kumar Mukiya (A-4) are inhabitants of Afjala village, Ladaho post, Biraul Thana, Dhabhanga district of Bihar state. The accused A-4 migrated to Hyderabad and worked as an assistant cook in the daughter‟s house of deceased Rajendra Prasad Agarwal. They came to know that the deceased & his wife are old aged, residing separately possessing huge cash and gold ornaments. The accused conspired criminally and planned to eliminate the old people to commit robbery in their house. Accordingly, they entered the house of Rajendra Prasad Agarwal by removing the iron grill, glass of the wooden door of the balcony at the first floor with screw driver. They gagged tape to the mouth of Rajendra Prasad Agarwal, smothered with pillow and killed him. They tied the hands and legs of the wife of the deceased with Shoe lace, gagged her mouth with tape and then robbed away the Gold, Silver jewellery, huge cash and other articles. The accused were arrested and remanded to Judicial custody on 22.08.2018. The PD act was invoked against them on 14.11.2018.

3.BRUTAL DAY LIGHT MURDER AT , RAJENDRANAGAR– The accused Vaddegoni Kishan Goud (A-1) and Ampalle LaxmanGoud (A-2) bore grudge upon Jerrigalla Ramesh resident of Jumerath Bazaar, , Hyderabad for killing Vaddegoni Mahesh Goud, son of A-1 owing to sexual jealousy. The accused had planned to kill the deceased after his release from jail to take revenge. They sought help of Vikram Singh A-3 and got the information about the movement of the deceased after attending the court. The accused A1 & A2 chased and dragged him from bike and attacked with an axe on the main road at pillar No. 139, Attapur and killed him. The accused persons were arrested and remanded to judicial custody on 26.09.2018. The PD act was invoked against the offenders. 9

TELANGANA STATE LEGISLATIVE ASSEMBLY ELECTIONS - 2018

The state elections held on 07th December, 2018 were incident free due to fool proof security arrangements made for pre-poll, poll day and post poll periods by the Cyberabad police within its limits.

13 Assembly Constituencies, with Sherilingampally, Rajendranagar, , and Kukatpally constituencies totally and , Kalwakurthi, Shadnagar, , , , Bahadurpura, Jublee Hills & partially, fall within the limits of the Cyberabad Commissionerate.

Elaborate security arrangements in 2858 polling stations and 1102 polling locations in Cyberabad limits ensured peaceful polls. The Cyberabad police also created awareness stickers encouraging greater participation in the electoral process.

2. CRIME:

(All the Data included in the Annual Review are up to December 15.12.2018)

 A decrease of 21% in cognizable crimes was registered in 2018 with 16811 cognizable crimes reported during the year compared to 21255 cases in 2017.

 A significant decrease in incidents of murder for gain, murder, robbery, cases of burglary and ordinary thefts were noticed. Visible and effective policing was possible due to the use of blue colts and patrol cars leading to the reduction of crime. 10

The increase in Kidnap & Abduction cases is due to the fact that most missing minor cases were registered under the head of Kidnap and investigated. 53 rape cases pertain to elopement.

I.Property Crime:

Property recovery rose from 44 % in 2017 to 58% in 2018.

In 2018, total property lost is Rs. 18,86,15,255/- and property recovered is Rs.10,84,78,855/- wherein 2017 property lost was Rs. 18,70,53,823/- and property recovered was Rs. 8,17,08,646/-. 11

II.Decrease in chain snatching cases:

 63 cases of chain snatching were reported in the year of 2018 as against 93 cases reported in 2017 which shows a decrease of 32%.The chain snatchings have come down drastically after the arrest of the accused persons from the Bawaria community of U.P, installation of community CCTVs and Nenu Saitham CCTVs and effecting policing by invoking the P.D Act against the offenders.

III.Food Adulteration:

 57 cases were registered in the year 2018 as against 98 cases reported in 2017 which is decrease of 41%.

 Stringent measures have been taken against manufacturing and illegal sale of Gutka. Material used in the preparation of gutka was also seized.

IV.Gambling:

 About 148 cases were reported, 938 persons arrested and 84.21 lakhs recovered in the year of 2018. In 2017 there were 184 cases reported, 1089 persons were arrested 46.8 lakhs of rupees recovered. A strict vigil is being maintained on the activities of clubs and gambling dens due to which there was a decrease of 20% cases.

 218 cases were reported in 2018 as against 262 cases reported in 2017

showing a significant decrease of 17%.

VI.Cases Under Investigation, pending trial and Lok Adalat:

10,288 cases are under investigation under the Cyberabad Commissionerate as on 15.12.2018. All measures are being taken to expedite the finalisation of these cases at the earliest through holding crime meetings and U.I melas. 27,547 cases are pending trial in various trial courts in Cyberabad Commissionerate. 5213 cases were compounded in Lok-Adalat during the year 2018. VII.Convictions:

3431 cases were convicted out of 17017 cases trailed in 2017 with 20% conviction. 2285 cases were convicted out of 9352 cases in 2018 and percentage increased to 24%. VIII.Finger Print Unit:

During the year 2017, the finger print unit of Cyberabad identified /Traced out (44) old offenders through analysis of chance prints collected from scene of Crime.

IMPORTANT CASES OF CONVICTION.

1.MUTHOOT FINANCE:

Four accused persons belonging to Tamilnadu, Maharashtra planned to commit offence in Muthoot finance at Ramachandrapuram of Cyberabad limits. Accordingly, two persons entered the finance office and one person showed gold ring to mortgage it. When the Asst. Manager was observing the purity of gold ring, all of a sudden they jumped into the counter and threatened employees at the point of knives. Meanwhile, two more persons entered the office and another one was standing at the entrance observing outside movements. They cut the connection of alarm and CC Cameras and removed hard disk and UPS. They forcibly got opened the strong room and lockers by the Branch Manager and Asst. Manager and took (187) packets containing Gold ornaments worth Rs. 53, 00,000/- and net cash of Rs, 86,600/- . The employees were confined in the strong room and the accused escaped. The accused persons, 1.Laxman Narayan 2. Ganesh ,3. Murugan Subryamanayam and 4.Trilokchand were arrested and remanded to judicial custody. After completion of investigation, charge sheet was filed against them. The trial was conducted basing on oral evidence of witnesses and technical evidence, of CCTV footages. Basing on the evidence A1 to A4 have been convicted for 6 yrs Rigorous Imprisonment and fine of Rs. 10,000/- each on 19-09-18 by the court.

2.Cr. No. 685/11 U/s 302 IPC, of PS RAJENDRANAGAR. The offence had occurred on 12-08-2011 in between 1330 to 1400 hrs at Bhavani Colony, Rajendranagar. The accused A-1 Pudata Nandu and A-2 ValigaBalraju of Shivarampally bore grudge against the deceased Kavadi Krishna, S/o Kesi Narsimha, 32 yrs, Falaknuma, Hyderabad. A per the plan the accused called the deceased to Horticulture lands at Bhavani Colony to settle the issue, where they sprinkled mirchi powder on him and attacked him with hunting sickle and killed. The accused A1 and A2 were arrested and remanded to judicial custody and filed charge sheet. The trial was conducted. Basing on the evidence, A1 & A2 have been convicted for Life Imprisonment and fine of Rs.1000/-. 16

3.CR.NO. 783/2015 U/S 376 (2) (I) & (1) IPC , SEC 5 (G) R/W 6 OF POCSO ACT OF PS RAJENDRANAGAR. The offence had occurred on 29-06-2015 in between 1300 to 1900 hours at Arshmahal, Rajendranagar. The victim girl Kum.Yasmin, 16 years, is a deaf & dumb and begging at Arshmahal Edga and other places. The accused Jaffar was an auto driver, who had taken advantage of her plight and took the victim minor girl to an isolated place and committed rape on her. The accused was arrested and remanded to Judicial custody and filed charge sheet. The trial was conducted. Basing on the evidence, the accused person has been convicted for Life Imprisonment and fine of Rs 5,000/-.

3. TRAFFIC AND ROAD SAFETY

Cyberabad Commissionerate has four (04) National Highways with a length of 120.5 Kms, State Highways with a length of 79 Kms, Outer Ring Road 96 Kms, PVNR Express way about 6 KMs and 780 Kms of District roads and other major roads.

There has been a considerable decrease in the fatalities on roads in this year, i.e., almost 22 % reduction in number of deaths.

There has been a decrease of fatalities on ORR due to continuous round the clock patrolling by traffic police and strict enforcement of speed limit on the ORR.

DRUNKEN DRIVING:

14782 cases of drunken driving have been booked within Cyberabad limits till 18th December, 2018. Two-wheeler riders topped the list of offenders followed by four-wheeler and three wheeler drivers.

Regular special drives against Drunken driving, auto over loading, driving by minor, dangerous driving, road/ footpath encroachments, etc are being conducted.

“Divisional Enforcement Teams” have been formed to focus on these aspects to ensure road safety. 19

3.EDUCATION : The Traffic Training Institute located at Madhapur Traffic PS is conducting counselling to violators, awareness sessions to target groups (Schools, Colleges, IT companies, Cab/Auto drivers, Truck drivers etc) daily.

ABSTRACT OF TTI WORK:

TTI also conducts regular „Basic Orientation Courses‟ for traffic police personnel and Traffic volunteers. 4.NEW INITIATIVES: INTRODUCTION OF PA SYSTEM AT THE JUNCTIONS: Public address system has been installed at 21 junctions in Cyberabad limits. It helps in guiding the pedestrians, vehicle drivers and other road users to ensure safety and free flow of traffic.

BE A CITIZEN POLICE, REPORT A TRAFFIC VIOLATION: A dedicated Whatsapp Number 9490617346 has been put in place to encourage public to identify traffic violations in their areas and to report to police. There has been a good response from the public and 31,816 violations have been reported till now.

PUBLIC OUTREACH PROGRAMMES BY TRAFFIC POLICE: On every weekend, traffic police officers are reaching out to the general public in their area by way of conducting interaction sessions with residential colonies, gated communities, IT companies, etc to listen to their grievances on traffic issues in their areas and taking steps to address such issues. More than 100 such programmes have been conducted during the year.

ADAPTIVE TRAFFIC SIGNAL SYSTEM – JUNCTION: An experimental real time „Adaptive Traffic Signal System‟ was implemented at Gachibowli Junction and tested for three months (October, November, December). It is based on real time traffic data from the Google Maps. The results are encouraging and further development of the software is under progress in consultation with a startup company.

As a part of welfare activity, Commissioner of Police distributed Traffic Kits to the traffic police. The Kit includes a back pack, water bottle, Goggle, shoes which help the traffic personnel in better management of traffic.

ECONOMIC OFFENCES WING (EOW):

A new dedicated EOW has been formed on 17.07.2018 to take stringent, focused action against large scale economic offences viz., Money Circulation frauds, Chit Funds frauds, Job frauds, Bank frauds, etc. The wing has market intelligence Unit and field surveillance teams. Since its inception, the wing has cracked sensational frauds involving huge public money.

The wing in particular has nabbed prime perpetrators of certain fraud firms viz., FMLC, Pro-Healthy wayz, Sun pariwar, Soft Integrate Multi Tolls Pvt Limited, (Karakkaya/Inkseed Scam). The Wing has successfully freezed Rs. 244.40 crore in several bank accounts till now in these cases which is highest in recent times. Also, Rs. 2.75 crore in cash has been recovered apart from other properties.

CYBER CRIME

 With increase in technology there, has been a spurt in cyber crimes throughout the country where fraudsters use hi-tech methods to cheat gullible victims. The victims are sometimes called over phone by fraudsters pretending to be bank officials and they innocently divulge critical information including CVV Nos., OTP etc of their Credit/debit cards. This information is used to make fraudulent transactions.

 282 Cyber Crime cases were registered in 2018 and 70 cases were detected. 184 accused persons were arrested and recovered property worth of : Rs. 4,26,13,463/-. The recovery percentage is 29%. 22

 Anonymity, remote location of the accused persons, concealed identity, usage of fake SIM cards etc pose serious challenges to investigation of Cyber Crimes. A massive public awareness campaign is in vogue in Cyberabad limits to prevent cyber crimes.

IMPORTANT CASES SOLVED BY THE CYBERABAD POLICE.

1.Detection of sensational Murder Case: A gruesome murder case was reported where in chopped body parts of a pregnant lady named Pinki were found in two gunny bags near the Botanical garden on 31st January 2018. A thorough investigation was launched by the Gachibowli police who photographed the body parts and registered a case in Cr. No. 72/2018 U/s 302, 201IPC in the Gachibowli P.S. Special teams collected clues of the murder from the place of crime and gave wide media publicity. CCTV footage in the vicinity of colonies like Siddiqui Nagar and 23

Anjaiah Nagar near the scene of crime revealed a motor cycle on which a man and a woman were seen with the two jute bags between them. The registration number of the vehicle led the police to identify the accused in Siddique Nagar. An illicit affair was said to be the reason for the murder. Accused A-1 Mamatha Jha, A-2 Vikas Kashyap and A-3 Amarkanth Jha were arrested and PD Act invoked against them.

2.HARYANA BASED MLM FRAUD (FMLC LTD) BUSTED BY E.O.W

The accused Radhe Shyam S/o Nathuram, is a native of Siswal village, Hissar District of Haryana state. He had previously worked for Multi- Level Marketing firms Right Concept Marketing (RCM) and GOODWAY and was experienced with their modus operandi.

He along with his partner Bansilal started an MLM company called Future Maker Life Care Global Marketing Pvt., Ltd registering it under ROC, Ministry of Corporate Affairs. The sole motive was to cheat innocent public by luring them with huge commissions and inducting them into the binary recruitment system of MLM. He designed a website www.futuremaker.biz & brochures to attract customers to his company.

His associates conducted seminars and advertised through Social media and published advertisements in daily news papers through which innocent fell into their trap and became members by paying amount of Rs. 7,500/-. On

24 joining two more members as their down liners, members were promised an amount of Rs 2,500/- per month up to 24 months (i.e., 24x2500=60000). Gullible persons lost money by enrolling into the scheme and purchasing products which were of very poor quality. Radhe Shyam cheated lakhs of innocent unemployed youth, housewives and retired employees from across the country. He was arrested and 63 lakhs net cash seized from his possession. A amount of Rs.230 Crores was seized from various bank accounts related to the fraud.

3.SOFT INTEGRATE MULTI TOOLS PVT LTD -KARAKKAYA SCAM (INKSEED)

The Economics Offences Wing (EOW) of the Cyberabad Police busted the sensational cheating case i.e. KARAKKAYA SCAM (INKSEED) within the limits of PS KPHB and nabbed the accused persons A1.Muppala Mallikarjuna, S/o SubbaRao (late), age: 36 yrs, R/o KPHB, N/o Ambapuram, Nellore Dist and 5 others and seized 40,95,000/- cash, Cell Phones-11,Karakayya Godown, Kotak Mahindra Account of Rs 2,71,000/- and 0ne car

The accused all hatched a plan to cheat innocent public by opening an office at KPHB in the name of SIMT (Soft Integrate Multi Tools Pvt Limited) at MIG-1- 165, Road No 1, KPHB. They gave wide publicity through word of mouth, print & social media. Members were asked to invest Rs.1000/- for buying 1 KG KARAKKAYA which they were led to believe that it was being used in the preparation of ayurvedic medicine. Customers had to return Karakkaya powder, for which the company would pay them an amount of Rs 1300 per KG within 15 days (300/- Extra).They collected huge amounts of money from more than 650 persons in this manner.

4.ATM SKIMMER FRAUDBUSTED BY CYBER CRIME WING :

Two Romanian nationals VASILE GABRIEL RAZVAN and Buricea Alexandru Mihai along with 2 friends conspired and hatched a plan to cheat banks by collecting bank customers‟ card data through skimmers and withdrawing amounts from ATMs. They obtained passport on Business and came to Hyderabad on 7th Dec 2017. They obtained an Airtel SIM card and used to loot at ATM centres without Security Guards. They fixed the skimmers in various ATMs of AXIS bank, HDFC, Canara and UBI bank in Cyberabad and Hyderabad commissionerate limits and used to remove it next day. Later, they went to Mumbai with skimming card data information and prepared cloned cards and withdrew the amounts from ATMs at Mumbai. They returned to Hyderabad and used to exchange the money for Euros. They were arrested by the Cyber crime wing and Rs 35 lakhs was seized along with 196 Skimmers, MSR Machines, ATM Cards and External Hard disks, mobile Phones, passports and laptops and remanded to judicial custody.

5.CREDIT CARD FRAUD BUSTED BY CYBER CRIME WING:

The fraudsters played fraud on banks and business establishments to the tune of five crore rupees by obtaining PAN cards in fictitious names. The accused procured credit cards later by using such PAN cards. The accused Peddineni Shiva kumar, Noothi Brahmeshwar rao, Subramanyam and 7 others including M.Moshe, Dy.Paramedical officer of AP state were arrested for securing PAN and Credit cards in fake names and carrying fraudulant transactions. Seized 3 laptops, 49 PAN cards, 19 voter Id and credit cards 25 check books and fake company documents from their possession and the accused were remanded.

6.APPREHENSION OF INTERSTATE KHALEEL GANG:

The arrest of Mohammed Khaleel @ Shareef @ Athik by the CCS Shamshabad team who is a member of the dreaded criminal gang lead by Mir Sajjad Ali @ Sajju had interstate ramifications. The Khaleel gang had committed 84 HB by night offences in Anantapur, Kurnool, Ongole, Guntur Districts of Andhra Pradesh, Solapur in Maharashtra, Bidar in Karnataka and Wanaparthy, Kothakota, Mahaboobnagar, Pebbair, , , , and Rajendranagar in Telangana. 2005 grams of gold, silver weighing 3039 grams, 5 mobile phones,2 cars and Western Union Money Transfer papers were recovered from his possession.

WOMEN AND CHILDREN SAFETY WING

Women and children safety wing was formed in the month of July, 2018 by the Commissioner of Police, Cyberabad headed by Deputy Commissioner of Police to focus on reducing crimes against women and children. The wing focuses on collection, collation and analyzing of information on crimes against women and children including human trafficking, to conduct trainings on laws related to women and children, conduct awareness programmes with the help of Kala Brundam and in general help women in getting proper redressal of their grievances at the police station level. Review of UI/PT cases of crimes against women are done regularly head wise eg. POCSO, rape, women murder, dowry death etc. A total 813 PT cases and 600 UI cases were monitored between July to December, 2018.

SHE TEAMS: SHE teams were launched on 24th December, 2014. Now, there are 8 Teams in the limits of Cyberabad Police Commissionerate to protect women in public places. Each Team consists of One Sub Inspector of Police/Asst. Sub- Inspector of Police as a team in-charge with one HC, two PC‟s and two WPC‟s as members of the team.

ROLE OF SHE TEAMS:

 Decoy Operation: Teams in mufti, performed decoy operations in various public places. 1597 decoy operations were conducted and 219 respondents were caught red-handed.

 Awareness: 362 Awareness programs were conducted and 1,61,042 people were addressed on working of SHE teams, child marriages, child labour, good touch and bad touch.

 Launching of short films: “Lift the Burden” and “Watch Out for Predators”, the two short films on child sex abuse were launched.

 Counseling:24 counseling sessions were conducted at Woman safety wing, Cyberabad and 504 respondents where counseled in the presence of parents/spouses.

 1,699 complaints were received from women victims through different means like whatsapp, hawk-eye, email, dial 100, twitter and walk in, out of which 336 FIRs and 380 petty cases were registered. Statistics of She Teams for the year-2018.

IMPORTANT CASES:

 SEXUAL HARASSMENT AND EXTORTION THROUGH FACEBOOK: On 30.05.2018, at 1630 hours SHE Team received a petition through whatsapp from a victim of Moosapet stating that last year the accused sent a friend request through facebook to her, and she accepted it. They chatted on Facebook for a while, shared their numbers and had conversations through video calls. On request of the accused, she met him and was told that he had her photos and videos which he threatened to post in Social Media. Further, he demanded Rs 10 thousand or to satisfy his sexual desires to delete the pictures from his phone. The victim girl then approached SHE team for help. A case was registered and the accused was arrested and remanded.

 Operation Smile: Operation Smile was formed in Cyberabad Commissionerate on 18-06-2018 with three teams working in Cyberabad. The aim of these teams is to prevent child trafficking and rescue children from persons who engage them in begging, sex trade and other anti social activities and to trace missing children. These teams work throughout the year.

 173 children were rescued from begging (69), rag picking (29), child labour (74), traced missing cases (04) and registered 4 POCSO Act cases.

 Smile team: 08 children rescued: Smile team received information through Twitter that some children were begging at Narsapur X Roads. Based on this information, on 03-10-2018, between 2000 hrs to 2100 hrs, the Smile Team went to the spot and observed a nine years old girl holding a toddler in her arms and begging. The team rescued the girl along with other 07 children aged between 09 months to 09 years. On enquiry, they revealed that their native place is Gulbarga of Karnataka state. Every day their parents used to drop them at traffic point at

Narsapur X road for begging purpose. They were rescued by the Smile team of Balanagar Zone with the help of the Child Welfare Committee, and child line. The rescued children were sent to Shishuvihar Home for rehabilitation.  Public can report any incident of begging by children, rag picking, child labour, bonded labour, vagabond children who are in need of care and protection to Cyberabad Police via dedicated Whatsapp No.7901115474.

 Operation Muskaan: Operation Muskaan was conducted in January and July 2018 for tracing missing children. 138 children were rescued during the year 2018. 24 children were handed over to their parents and remaining 129 children were sent to rescue homes, 7 children from other states were sent home.

BHAROSA CENTRE:

BHAROSA center was inaugurated on 15-10-2018 by CP, Cyberabad. It consists of a Social Counselor, a Legal Counselor and a Psychologist.

ROLE OF BHAROSA CENTRE:

 “Bharosa” –Support Centre for Women & Children is intended to support women affected by violence, in private and public spaces, within the family, community and at the workplace. Women facing physical, sexual, emotional, psychological and economic abuse, irrespective of age, class, caste, education status, marital status, race and culture will be facilitated with support and redressal. Aggrieved women facing any kind of violence due to attempted sexual harassment, sexual assault, domestic violence, trafficking, honour related crimes, acid attacks or witch- hunting who have reached out or been referred to the Center will be provided with specialized services.

 Counseling is conducted on family related issues with experienced counselors.

 Integrated assistance is provided by police, Medical, legal and prosecution services along with Psycho therapeutic counseling apart from relief and rehabilitation as per requirement.

INITIATIVES OF WOMEN AND CHILDREN SAFETY WING:

 Training on POCSO Act and JJ Act for investigating officers of Cyberabad.

 Gender sensitization training to all officers.

 Awareness programme was conducted on trafficking on the occasion of World Day against Trafficking.

 Conducted rallies and awareness programmes on the occasion of World Suicide Prevention day on 10-9-2018.

 On 19-10-2018, World Day for the Prevention of Child Abuse a session on “Online Safety and Child Trafficking” was conducted for school children.

There are 3 SOT teams working in three Zones: Madhapur, Balanagar and Shamshabad. The teams are well organized to focus on organized crimes, rowdy sheeters and trouble mongers regularly. 1.NDPS (GANJA) CASE OF GACHIBOWLI PS: On reliable information, the SOT Madhapur Zone conducted a raid on a house and found 91 KGs Ganja packed in 27 individual packets situated at plot No. 187, Vivekananda Nagar, Journalist Colony, Vattinagulapally under the limits of Gachibowli PS, apprehended (03) respondents 1.Srinivas, 2.Faheem and 3.Nagappa and seized 1) Ganja Packets - 27 Nos 94 KGs, Cell Phones -03, Weighing machine, all property worth of Rs. 20, 00, 000/-.

2.INTERSTATE CRIMNAL GANG (KANJAR KHERVA GANG):

The Special Operation Team, Shamshabad zone have busted an Interstate Criminal Gang (Kanjar Kherva Gang) involved in committing theft of Gold ornaments and net cash from the luggage of passengers travelling by long route buses in Cyberabad, Rachakonda Police Commissionerates, Nalgonda, and Mahaboobnagar districts of Telangana State besides (9) other States and arrested five members of the said Gang and seized 3/4 Kg (780 grams) Gold ornaments pertaining to (09) property offences reported in Cyberabad Police Commissionerate & Suryapet district and also seized a Maruti Swift Dzire Car from them which was used by the accused for their transportation.

3.PARDHI GANG APPREHENSION

On 21.12.2018, the SOT Balanagar team apprehended (4) notorious Pardhi Gang members and detected (21) property cases pertaining to various police stations and recovered (1) KG gold ornaments and (3) KG silver ornaments, total worth of Rs. 35, 00, 000/- from them. The accused were handed over to PS Medchal for necessary action.

IMPORTANT CASES DETECTED BY CCS:

1.Nabbing of chain snatcher:

The Shamshabad CCS team made sustained efforts to apprehend chain snatchers who committed several crimes within Cyberabad and Rachakonda Commissionerate limits. Police verified CCTV cameras at the place of offence and in the vicinity and found suspicious movement related to one FZ motorcycle at Shastripuram. The team kept close watch in surrounding areas and surveillance on suspects. Based on crucial information accused Shaik Saleem @ JabaSaleem and his gang were arrested and recovered 800 grams of Gold ornaments. 2 motorcycles, FZ Yamaha Bajaj Pulsar and Activa, Total property worth of Rs.24,10,000/- was seized.

2.ARREST OF HB OFFENDER;

Mohd.Ayubis, a notorious criminial also known as “BadaAyub” and his accomplice Sudhakar hatched a plan to loot houses during the night after getting two others, Naveen and Mahender to be a part of their gang. The accused travelled in a Quallis vehicle and identified locked flats and independent houses. After choosing the house, Ayub dropped his accomplices near junctions close to the houses that they planned to break into and commit thefts. Ayub picked them up after the offence. This gang committed (9) offences in Cyberabad and Rachakonda Commissionerates and was arrested Gold worth 753 (Grams), 3 KG 550 Grams of Silver ornaments and a Quallis vehicle all amounting to of Rs.30,00,000/ were seized.

To represent the grievances of needy citizens to the Commissioner of Police, the Cyberabad Central Complaint Cell is working at the Commissionerate reception Centre. 37

The petitioner has to approach through the proper channel, that is SHO, ACP, DCP and if the issue is not resolved, then has to approach 4C on Monday, Wednesday and Friday between 3 PM to 5 PM, if his grievance is not addressed at the PS. WELFARE ACTIVITIES:

1.Medical Check up: A free medical check- up for 793 police personnel and 620 family members of Cyberabad was conducted at Maxcure and Sunshine Hospitals. This will be continued every year for the staff who have crossed 40 years of age.

2.YOGA: 71 yoga Classes have been conducted from June 25th to October 31stat the parade ground of CP office. 4137 officers and staff attended classes and learnt the yoga practice in daily life.

Every incumbent of Cyberabad/Rachakonda/Vikarabad Police can join in this Co-Operative Society and avail loans for their needs. During the year 2018,a total of 910 loans were sanctioned for an amount of 33.6 crore. An amount of Rs.5.91 Lakhs was disbursed as scholarships to the children of 149 members. An amount of Rs.18.20 lakhs was spent towards mementoes to 91 retired police officers. An amount of Rs. 2.40 lakhs was spent for funeral of 8 members.

SUBSIDIARY POLICE CANTEEN :

During the year 2018, groceries for an amount of 1.32 crore was sold to the employees of Cyberabad with canteen subsidy.

IT Initiatives-2018 e-Petty Cases:

During the year 2018 as many as 47,000 e-Petty cases were booked out of which 70% of the cases have ended in conviction. Hundreds of law violators were sent to jail and the rest paid a penalty.

CC TV Network

At the end of the year 2017 the total number of CCTV cameras installed in Cyberabad were 6500. With constant and continuous efforts at each level of Cyberabad police by motivating the community as well as corporate, the number increased, and it has now reached to 54,175.

Dial 100

Trained as many as 1000 patrol and blue colt staff in soft skills as well as professional skills and enabled them to be professional during emergencies bringing down the average response time to 6 minutes. At the beginning of the year 2018 average response of dial 100 was 508 minutes.

Training

Conducted more than 100 training courses in different verticals for more than 2000 police officers on different topics. Expert trainers with vast domain expertise as well as in house trainers were involved in the training.

CCTNS

At the end of the year 2017 the difference between manual MCR and online CCTNS MCR was more than 50000 entries. With constant persuasion and hard work, we could clear the difference and make it online. For this achievement, our IT Core Admin of Rajendranagar Division Sri U Vara Prasad received the national level CCTNS award.

Citizen friendly Uniform Reception Centres

To ensure uniform service delivery to citizens, citizen friendly reception centres were created and manned by trained officers with proper infrastructure including computer and xerox machine/Printer.

SENSATIONAL AND IMPORTANT CASES DETECTED WITH THE HELP OF TECHNOLOGY AND CCTV NETWORK

1. Cr No: 72/2018 U/S 302, 201 IPC of PS Gachibowli On 30-01-2018 the dead body of an unknown female was found near botanical garden which was chopped into pieces. She was found to be a pregnant woman. In this case the CCTV footage of hundreds of CC cameras in IT Corridor area was analysed and the suspected crime vehicle was detected in a few days. In this case except CCTV there was no other evidence to detect the case.

2.Cr No: 565/2018 U/S 384, 420 IPC of PS Narsingi On 26-07-2018 an unknown person committed robbery of 30000 US Dollars from one MdJaffar at TSPA Junction of Narsingi PS. In this case the crime vehicle used by the accused was identified with the help of CCTV network. The entire route of the accused was track back. The shelter of the accused was identified, currency and fire arms were recovered from their position.

3.Cr No: 1588/2018 U/S 420, 379 IPC and 5 other cases of Cyberababad and Rachakonda

On 22-10-2018 two unknown accused committed series of attention diversions in the name of LaxmiPooja in and around Rajendranagar area. In this case the CCTV network was very useful in identifying the accused and the crime vehicle. After tracing the footage, the accused were identified as “Irani Gang” from Mumbai and were arrested. 43

VIDEO ENHANCEMENT:

In all the above cases newly acquired software was very useful in enhancing the quality of CC Footage. Apart from the above important cases, more than 100 accident cases were detected by using CCTV technology and video enhancement.

FRS (Facial Recognition System):

Operation smile team of Cyberabad headed by Sri.Venkateshwarlu SI of Police, under the supervision of DCP Smt. Anasuya traced a 6 year old missing boy by name Kamal who was found to be missing since last 2 years from Meerpet Police Station limits. The boy was traced with the help of newly launched FRS technology at “KUTUMBAM ORPHANAGE” at .

EMPLOYEE GRIEVANCE CELL (8333993272):

This initiative is the first of its kind. In order to redress the grievance of the police officers of Cyberabad, a dedicated Whatsapp number has been put in place wherein any employee can post his grievance and the same will be addressed by the concerned section in CPO. It was started by the Commissioner of Police on 24-04-2018 and during last 7 months we received as many as 375 grievances from employees and the same were redressed.

SOCIAL MEDIA UNIT (WHATSAPP CELL):

This unit is handling the facebook page, twitter handle, Whatsapp (She teams & General) and hawkeye applications of Cyberabad Police. All complaints received on these platforms are tracked and monitored till the disposal of the same and the progress is also communicated to the complainant. Citizens are effectively using these platforms and the number of complaints are increasing every day. In the year 2017 the total number of complaints received were 2199 and in this year the total number of complaints are 3911.

SOCIALLY DRIVEN INITIATIVES:

SCSC (Society for Cyberabad Security Council):

The SCSC (Society for Cyberabad Security Council) is a vibrant community, a forum created by the IT/ITES industry and Cyberabad police to take care of safety and security of the employees. It is a unique initiative to promote awareness on enhancing safety and security and reduce crime in the IT Corridor.

The SCSC had an eventual year with programs, activities and events through four Forums i.e Cyber Security, Safety & Security, Women‟s Forum and Traffic forum. The 70 different activities made in Cyberabad specific in traffic management, CCTV surveillance, awareness sessions, Cab driver sensitization programs, Volunteer efforts etc among a few. 112 cases of women were taken up by Margadarshaks who paved the way towards offering support to victims who were in need of help through Counselling, Legal or Police assistance. SHE Shuttle transported 3,89,797 women passenger employees within the IT Corridor. 85 thousand Cab registrations with QRT had taken place in the under the banner „My Cab is Safe‟. Traffic Volunteers made a huge difference in effective traffic management and won appreciations and accolades from the general public as well as the Police department. Cyber Security Conclave 4.0 was a huge success as any other year.

An awareness session on Internal Complaints Committee was conducted by SCSC. About 110 members from 34 organizations and SHE Teams from Cyberabad participated in the session. The Commissioner of Police Mr.V.C.Sajjanar said that ICC is a robust system at the work place to effectively deal with sexual harassment at the work place. All organizations in Cyberabad have been asked to come forward and set up ICC committees in their respective organizations creating a safe environment for all employees. The commissioner asked for report compliance to be made to the Commissioner‟s office. DCP Anasuya, heading Women & Child Safety & SHE Teams in Cyberabad. 45

PROJECT NIGHANETRAM:

The rural areas of Cyberabad especially of Shadnagar, , Talakondapally, Kadthal, , Keshampet, Shabad, Chowdargudem, Chevella and Nandigama are inhabited by low income/ downtrodden neighborhoods/community groups who are not in a position to support the Community CCTV Project on their own as the contribution to the CCTV System is beyond their affordability.

Keeping the above factors in view, Cyberabad Police has taken up an initiative to start a Special Drive – NIGHANETRAM and partnered with Society for Cyberabad Security Council ( SCSC ) to make this Project Successful. Maximum donations from all the establishments under 80 G Tax Exemption to the tune of Rs. 60.5 lakhs were received from IT companies so far.

SAFETY & SECURITY FORUM:  Tactical Training, AV Vehicle awareness sessions for the general public, ERP, Weapons Display, Employee Connect Programs with Commissioner of Police and Team, Nigha Nethram Drive for CCTV surveillance (TCS, Cognizant, Phoenix, SCSC).

A Good Samaritan act by an IT employee and a traffic volunteer:

Sri Anumod Alex Thomas of Microsoft, Hyderabad who is also a traffic volunteer under the Society for Cyberabad Security Council (SCSC) while proceeding to his office after completing his Traffic Volunteer duty came across an accident wherein a lady was injured and lying on the road. He immediately called for an Ambulance and got her admitted in a hospital with the help of other citizens & Traffic police in a timely manner. This laudable act by an IT employee was recognized and appreciated by the CP, Cyberabad.

MAROJANMA (ORGAN DONATION INITIATIVE):

Marojanma is an initiative to help people in need of organ donation. In case of accidents, the organs of brain dead persons are collected with the consent of their kin. This initiative is a collaboration between Cyberabad traffic Police, the kin of victims and Jeevandhan. The helpline numbers of Jeevandan are 88850 60092, 88850 60093, 88850 60095, 88850 60096 and Cyberabad Nodal officer number 85004 11111, 94910 30425.

FAMILY COUNSELING CENTRE:

Cases of domestic harassment and divorce are increasing everyday disrupting the social fabric. The Cyberabad police have set up family counseling centres in all 3 zonal limits. These committees were formed with the FDR focus group, an NGO comprising advocates, Psychologists and eminent men and women and retired officers. Family counseling groups have been formed in order to resolve family disputes amicably. 70% of cases are resolved amicably and couples are living together harmoniously. In 2017, 481 cases out of 817 ended in compromise, while in 2018, 828 cases out of 1377 ended amicably.

FREE COACHING TO CANDIDATES FOR EXAMINATION:

Cyberabad police provided free coaching for poor and unemployed youth aspiring to appear for the entrance examination to become police constables with the help of the District Collector of Ranga Reddy Dist. Most of the youth were unaware of the notification for police recruitment, examination pattern and examination syllabus. Several awareness programmes were conducted in the area to help youth prepare for the examination.

In the first phase about 1200 youth were selected including girls and camps were arranged at 3 centres i.e 1) Mailardevpally, 2) Shamshabad and 3)Moinabad. After completion of coaching 800 persons have qualified in the preliminary examination. Further 1500 persons haveenrolled in the coaching camps for the physical test in five centresi.e 1)Rajendranagar, 2) Moinabad, 3) Shamshabad, 4) Shabad and 5) Shankerpally. Training is in good progress.

THE SPC (STUDENT POLICE CADET) PROJECT:

 The Cyberabad Police have been implementing the Student Police Cadet Programme with 264 students from three government high schools located at Miyapur, Mailardevpally, and Shivarampally as part of community policing. The selected students are trained in civic sense, public safety, social harmony and other subjects.

 264 cadets are under training – 132 junior cadets of 8th class; 132 senior cadets of 9th class.

 It is a community policing initiative by the Police department in co- ordination with the education department to unlock the spirit in the youth and children to create a healthy and thinking society. It is a 2 year programme involving indoor and outdoor training to 8th and 9th class students of Government High Schools.

 The project trains the students to respect the law, practice discipline and civic sense, and develop empathy for vulnerable sections of society. It also strengthens commitment towards family, community and the environment. The SPC programme provides a healthy interface between schools and police.

 The monthly curriculum involves various indoor and outdoor activities viz., Quiz, essay, debate, Karate, games, visit to old age homes, traffic PS, Book reading etc.

 The programme will be extended to 25 more Government High Schools in the coming year as per Government order.

TACTICAL TRAINING WING FOR CYBERABAD POLICE:

 The Tactical Wing was formed to prepare police tackle emergency situation. They are trained by the Experts from Greyhounds, Organisation for Counter Terrorist Operations (OCTOPUS) and Intelligence Security Wing.  The initiative was taken while reviewing old cases where it was noticed that one constable was killed and a Sub-Inspector injured during a face-off with a fake currency operating gang at . It was seen that policemen were not adapted at tactics of house intervention and close combat tactics.

 The training module comprises 12 hours of intensive training for six days. Trainees are made physically fit with select exercises. They are subjected to rigorous skill based training like house intervention, weapon disarming and retention techniques. They also learn to use force in an integrated fashion apart from crowd management.  A programme titled „Train the Trainers‟ provides advanced training to the security heads of IT firms. The IT corridor, including Gachibowli, Madhapur and surrounding areas, has around 400 multinational companies dealing in IT and IT-enabled services. Apart from these, the Cyberabad Commissionerate has about 4,800 major and minor industries, including public sector companies.

 The basic idea of the training is to make companies independent when it comes to security issues so that emergency situations can be tackled by them in an effective manner.

HUMAN FACE OF CYBERABAD POLICE:

1.COPS LAUDED FOR RESCUING MAN FROM SUICIDE BID:

A head constable Venkataiah Goud and a home guard Krishna Reddy were on patrolling duty in Dundigal P.S limits. They received 100 dial call that one Vinod Kumar intending to committing suicide after a quarrel with his wife. On receiving information they rushed to the spot, broke open the door of his house and stopped him from hanging. He was shifted to Malla Reddy hospital in a patrol car. The victim Vinod Kumar was saved. Doctors appreciated the timely help which saved his life.

2.TRAFFIC HOME GUARD FEEDS HOMELESS LADY: Kukatpally Traffic Police Station home guard B Gopal (35) noticed one old destitute woman Buchamma at the roadside near Jawaharlal Nehru Technological University (JNTU). She was starving and weak. The Home guard immediately brought her food and fed her. Later, the woman was shifted to an old age home named Anand Ashram - a shelter run by TS prisons - in .

3.MAGNANIMITY OF THE INSPECTOR:

Sai Kumar, a young boy who residesin Puranapul, was crossing the road along with his parents – Chandraiah and Maheswari – near Budwel Railway Station. An unknown car driver knocked him down and sped away . The boy sustained serious injuries with one of his legs literally dangling from the knee. As everyone ran around him and were desperately trying to get an ambulance, the then SHO of (RGIA) police station M. Mahesh was passing by noticed the crowd. The Inspector stopped his car , took a towel from his vehicle and bandaged his injured leg before shifting him to the hospital. He carried the bleeding child in his arms and ran to the casualty wing.

The doctors told him that he had brought the child right in time to save his leg from being amputated. After knowing the plight of the parents he also paid for the treatment.

4.HELPING HAND BY THE TRAFFIC COP:

Jahangir, a traffic home guard, on duty at JNTU traffic junction, found a four-year-old girl crying. He came to know that she had gone missing and was unable to reveal names of her parents. She only recalled that her father worked as a security guard. While enquiring in the vicinity he saw her father and handed her over to him.

6.HONEST ACT BY A CITIZEN:

One Shoba Rani, a resident of BHEL who boarded an auto at and alighted at IIT junction forgot a bag which had one gold necklace wg. 4 tulas in it. The auto driver Mahesh identified the bag forgotten by woman passenger and returned to the place where he had dropped her but could not find her. He then rushed to the Gachibowli P.S to hand over the bag which he hadn‟t even opened. The bag was returned to Shobha who was very happy knowing that her gold was intact. The honesty of the auto driver won accolades from the citizens.

7.JAGRUTHI KALABRUNDAM:

Jagruthi Kalabrundam was started in Cyberabad Commissionerate on 06-07-2018. 73 programmes have been conducted in Cyberabad Commissionerate limits. Students 48200, General public 15650 and a total 63850 attended the programme.

Kalabrundam created awareness on the following points:

1. Negative effects of Social Media 2. Social evils / Superstition 3. Role of students 4. Anti-ragging 5. Drug abuse 6. Cyber crimes 7. Online frauds 8. Eve teasing 9. Child Marriages 10. Domestic violence 11. Mobile phones usage 12. Traffic rules 13. Accidents due to Cell phone driving 14. Wearing of helmets while driving two wheelers 15. Use of seat belts while driving four wheelers 16. Human Trafficking etc.

The Kalabrundam conducted awareness programmes in Schools, Colleges and Villages. There was a good impact.
