Merulla THE ADVISORY COMMITTEE FOR PERSONS WITH DISABILITIES PRESENTS REPORT 15-002 AND RESPECTFULLY RECOMMENDS: 1. SELECTION OF CHAIR AND VICE CHAIR (Item A) (a) That Aznive Mallet be appointed as Chair of the Advisory Committee for Persons with Disabilities for the 2014-2018 Council term. (b) That Paula Kilburn be appointed as Vice Chair of the Advisory Committee for Persons with Disabilities for the 2014-2018 Council term. 2. Presentation from Public Works Department respecting the Feasibility of Urban Braille Installation on Centennial Parkway (Item 5.1) (a) That staff be directed to install Urban Braille on Centennial Parkway from 100m north of Queenston Road to Neil Avenue and that a budget in the amount of $160,000 be provided for said project as negotiated between the City of Hamilton and New-Alliance Ltd. (b) That staff be directed to consider Urban Braille enhancements for the following areas and that the associated budgets be provided as negotiated between the City of Hamilton and New-Alliance Ltd: General Issues Committee – May 6, 2015 Advisory Committee for April 14, 2015 Persons with Disabilities Page 2 of 6 Report 15-002 Centennial Parkway from King Street to Neil Avenue at a cost of $365,000; South side of Queenston Road between 200m west of Centennial Parkway and Centennial Parkway at a cost of $40,000; and, Queenston Road between Centennial Parkway and Irene Avenue at a cost of $30,000. 3. Correspondence from Antonia Hammer, Senior Advisor, Accessibility, Metrolinx, respecting expanding GO Train Service Levels to the Niagara Peninsula (Item 4.1) That the Correspondence from Antonia Hammer, Senior Advisor, Accessibility, Metrolinx, respecting expanding GO Train Service Levels to the Niagara Peninsula, attached as Appendix A to the Advisory Committee for Persons with Disabilities Report 15-002, be received. 4. Memorandum from Lauri Leduc, Office of the City Clerk, respecting Actuator at Chedoke Arena (Item 4.2) That the Memorandum from Lauri Leduc, Office of the City Clerk, respecting Actuator at Chedoke Arena, attached as Appendix B to the Advisory Committee for Persons with Disabilities Report 15-002, be received. FOR THE INFORMATION OF COMMITTEE: (a) APPROVAL OF THE AGENDA (Item 1) The agenda for the April 14, 2015 meeting of the Accessibility Committee for Persons with Disabilities, was approved, as presented. (b) DECLARATIONS OF INTEREST (Item 2) There were no declarations of interest. (c) APPROVAL OF MINUTES (Item 3) (i) Minutes of the March 10, 2015 meeting of the Advisory Committee for Persons with Disabilities (Item 3.1) The Minutes of the March 10, 2015 meeting of the Advisory Committee for Persons with Disabilities were approved, as presented. General Issues Committee – May 6, 2015 Advisory Committee for April 14, 2015 Persons with Disabilities Page 3 of 6 Report 15-002 (d) PRESENTATION (Item 5) (i) Presentation from Public Works Department respecting the Feasibility of Urban Braille Installation on Centennial Parkway (Item 5.1) Ms. Susan Jacob, Manager of Design, Public Works Department, verbally addressed the Committee respecting Urban Braille Installation on Centennial Parkway. Ms. Jacob indicated that she had assessed the feasibility of installing Urban Braille for the remaining portion of Centennial Parkway where the sidewalks had not been reconstructed. Given the cost of such enhancements, she noted that a budget would have to be requested for this undertaking. Moreover, she indicated that in order to install urban Braille on the already completed sections of Centennial Parkway, the new, existing sidewalk would have to be removed and replaced with the enhancements at a very high cost. The presentation from the Public Works Department respecting Urban Braille Installation on Centennial Parkway, was received. For disposition on this matter refer to Item 1. (ii) Presentation from Public Works Department respecting the Development of a Hamilton Street Railway (HSR) Complaint and Reporting Mechanism for Persons with Disabilities (Item 5.2) Mr. Owen Quinn, Coordinator of Accessible Transportation Services, Public Works Department, addressed the Committee respecting the current mechanisms and statistics regarding Hamilton Street Railway (HSR) complaints. A copy of the presentation has been retained for the public record. The presentation included, but was not limited to, the following: Current complaint process Specific categories of customer contacts including complaints, commendations, requests and suggestions How complaints are processed by HSR customer service staff (i.e. running reports, follow up) Contact information for providing comments on service to HSR General Issues Committee – May 6, 2015 Advisory Committee for April 14, 2015 Persons with Disabilities Page 4 of 6 Report 15-002 The committee indicated that more clarity is required with respect to the categories. More specifically, they indicated that adding additional, more specific categories and clarifying the current categories would be helpful moving forward. The presentation from the Public Works Department respecting the Development of a Hamilton Street Railway (HSR) Complaint and Reporting Mechanism for Persons with Disabilities, was received. (e) DISCUSSION ITEMS (Item 6) (i) Selection of Built Environment Subcommittee Members (Item 6.1) The following members of the Advisory Committee for Persons with Disabilities were appointed to the Built Environment Subcommittee for the 2014-2018 term: Terri Wallis Sylvia Soto Paula Kilburn Tim Murphy Clare Cruickshank Mary Sinclair Patricia Cameron (ii) Selection of Transportation Subcommittee Members (Item 6.2) The following members of the Advisory Committee for Persons with Disabilities were appointed to the Transportation Subcommittee for the 2014-2018 term: Aznive Mallet Tim Nolan Kim Nolan Elizabeth (Jane) Cardno Terri Wallis Tim Murphy Jeff Gilbreath Paula Kilburn Mary Sinclair Robert Semkow Sylvia Soto Thomas Manzuk General Issues Committee – May 6, 2015 Advisory Committee for April 14, 2015 Persons with Disabilities Page 5 of 6 Report 15-002 (iii) Verbal Update from the Transportation Sub-Committee (Item 6.3) Tim Nolan provided a verbal update on behalf of the Transportation Subcommittee. Mr. Nolan indicated that Mark Selkirk from HSR provided an update to the Sub-Committee respecting the accessibility features of the newly procured fleet of buses including the lights and signage. It was noted that new lights for transit signage was brought forward at the April 13, 2015 Emergency and Community Services meeting, and that all newly procured buses will be equipped with the 24 dot white LED signs. The verbal update from the Transportation Sub-Committee, was received. (iv) Verbal Update from the Built Environment Sub-Committee (Item 6.4) Terri Wallis provided an update from the Built Environment Sub- Committee. The Sub-Committee discussed pedestrian signals, and a list was drafted prioritizing where accessible signal crossings could be installed including, but not limited to, Summers Lane and Main Street West, Bay Street North and York Boulevard, MacNab Street and King Street West, James Street and York Street. Decals on bus shelters were also discussed, and it was noted the colours should be switched from white to yellow and blue which will allow visibility and contrast in all weather situations. Patricia Cameron indicated that the Sub-Committee is still seeking to tour Tim Horton’s Field, upon completion, to review the buildings accessibility and compliance with barrier guidelines. The verbal update from the Built Environment Sub-Committee, was received. (v) Next Steps respecting the Issue of Parking Permits for Home Care Providers (Item 6.4) There is no update, as consultation with personal support workers is ongoing.
