Such interest is to be applauded. Comparisons with Japan are always beneficial, in that they require a departure from the prevailing focus on the United States and Western Europe. Broadening the scope of comparison to include Japan, the premier non-Western industrial democracy for over a century, avoids at least some of the significant pitfalls of Eurocentric analyses that too often tend to mislead as much as to edify. The inclusion of Japan in comparative legal analyses forces explicit recognition of assumptions and premises related to legal systems that are frequently left unstated and merely, mistakenly, assumed as universally valid.

This is our first in-person meeting here, the first head of state that I've asked in my administration to come to the White House. Yoshi, thank you for making the long trip to Washington. We've already met several times virtually on—at a G–7 meeting and a Quad leader summit, but I greatly appreciate the chance to spend time with you in person and to make our—exchange our ideas face to face. There's no substitute for face-to-face discussions. We are still talking—taking COVID precautions, being careful. But our commitment to meet in person is indicative of the importance and the value we both place on this relationship between Japan and the United States, this partnership. We had a very productive discussion today. When nations as close as ours get together, we always look for operations and opportunities to do more, and today was no exception. So, Yoshi, you'll probably be seeing a lot more of me in the future. And today Prime Minister Suga and I affirmed our ironclad support for U.S.-Japanese alliance and for our shared security.     Primary Source Document with Questions (DBQs) THE CONSTITUTION OF JAPAN (1947) Introduction The American Occupation of Japan was premised on the notion that the thorough demilitarization and democratization of the defeated nation would make the world forever safe from the renewed threat of Japanese aggression. The drafting of a new, democratic constitution was considered essential to Japan’s recasting as a peaceful member of the community of nations. After a Japanese commission failed to produce a new national constitution sufficiently progressive for the Occupation’s liking, a document was drafted (over the span of only a week’s time) in-house by American staff and presented to the Japanese government for translation and enactment. The Japanese had no choice but to follow orders and the new constitution, somewhat awkwardly worded as the result of its English-language origins, was promulgated in November 1946 and came into effect on May 3, 1947. Many scholars have noted the irony of the Occupation installing democratic political institutions in Japan through transparently authoritarian means: the Japanese, it has been said, were “forced to be free” by their American occupiers. Nonetheless, the 1947 Constitution was readily embraced by the Japanese people and has endured (with not a single amendment over the past six decades) as a sound basis for Japan’s postwar democracy. The most celebrated section of the 1947 Constitution is Article 9, often called the “no war” clause. Debate swirled immediately around Article 9, which was very popular among the Japanese people but which proved troubling to the United States. Although American Occupation officials drafted the “no war” clause, American military planners soon sought a remilitarized Japan as an ally in the Cold War and found Article 9 a serious impediment.

As the authors of this volume argue, there are bound to be exceptions to the parade of short-lived prime ministers who struggle to advance their agendas—strong premiers such as Yasuhiro Nakasone, Junichiro Koizumi, and Abe are likely to emerge from time to time—but without further changes to the political system, powerful institutional factors will continue to make it difficult for prime ministers to exercise political leadership in a sustained and effective manner. Of course, Japan has never been renowned for having charismatic, strong political leaders. However, the challenges associated with political leadership are particularly worrying now because over the past quarter century, societal shifts, political reform, and voter expectations have elevated the profile of Japan’s prime minister, making the individual holding that post and the performance of that person increasingly conse- quential. After last month’s surprise resignation of Japanese Prime Minister Shinzo Abe, Japan’s Liberal Democratic Party has elected its Chief Cabinet Secretary, Yoshihide Suga, into leadership, all but assuring he will become the next prime minister following a parliamentary vote on Wednesday. With us again with some insight into what to expect from Mr. Suga’s leadership is Mireya Solis, director of our Center for East Asia Policy Studies and the Philip Knight Chair in Japan studies. Mireya, thanks for talking to us again. SOLÍS: It's wonderful to be here. Thank you, Adrianna. PITA: So, who is Mr. Suga, and what do we know about him? SOLÍS: Well, he has an interesting biography. I think I would start first by pointing out that he is a self-made man. It's a very important characteristic of Japan that political lineage matters a great deal. It is very common to have second-generation politicians who inherit the family name. That is not the case for Mr. Suga. He comes from Akita prefecture, rural Japan. His father had a strawberry farm and therefore he started in the political world without any connections, without any advantages, and he now has risen to the top.
