Dr. John Foltz Special Assistant to the President for Agricultural Initiatives College of Agricultural and Life Sciences University of Idaho Dr. John Foltz is Special Assistant to the President for Agricultural Initiatives at the University of Idaho. Prior to that he served as Dean of the College of Agricultural and Life Sciences from December, 2012 through February, 2016. As Dean he had oversight for the College’s Teaching, Research and Extension missions across the state of Idaho. This included 360 faculty and staff statewide, 1200 students, 10 Research and Extension Centers, 42 County Extension offices and a budget of almost $80 million. He served as Associate Dean and Director of Academic Programs for the College from 2004 to 2012. In that role, he worked with student academic issues involving grades, curricula, counseling and student organizations among other areas. In addition, he oversaw student recruitment and retention efforts for the College as well as efforts in the area of scholarships, internships and job placement. Prior to his appointment as Associate Dean, Dr. Foltz served as a Professor in the Department of Agricultural Economics and Rural Sociology, with an area of expertise in Agribusiness Management. He taught courses in the department’s agribusiness curriculum, which included a capstone class for graduating seniors, an agribusiness sales class, and a course on agricultural cooperatives. Other classes he taught included introductory agricultural economics and upper-level agribusiness management classes. He is an award-winning teacher and advisor, having received his College’s Outstanding Advising award, and the University of Idaho award for teaching excellence. He is also an 11 time recipient of the University of Idaho’s Faculty Excellence Award, chosen by award recipient students as their most influential faculty member. His research areas have included looking at Country-of-Origin labeling (COOL) in the beef industry and the economics and capabilities of back to the farm traceback technology as well as exploring the feasibility of carbon credit marketing by Idaho dairies. Other studies investigated the demand for consultants by Idaho dairy and potato farmers; research on consumer perceptions of trout as a food item; the impact of the wine industry in Idaho; and teaching research involving class attendance and student performance, building the industry- institution interface and the use of case studies in the classroom. He is a co-author of the 2016 textbook “Agribusiness Management,” published by Routledge. Foltz’s international experience includes working in Russia in the area of agribusiness management and distance education, a ½ year sabbatical to New Zealand researching COOL in the beef industry, lecturing in an executive MBA program in Peru, and serving as the College of Agricultural and Life Sciences’ representative to Taiwan accompanying former Governor Dirk Kempthorne as part of a trade mission, and then returning to Taiwan to accompany students on several short-term study abroad trips. He has also done consulting with numerous Pacific Northwest agribusiness firms and has served as an expert witness in a number of court cases. Foltz co-writes a bi-monthly management column for the magazine Feed and Grain. He is a member of the Farm Foundation Agribusiness Roundtable whose membership includes CEOS and top executives in “Fortune 500” companies serving American agriculture and agribusiness. Foltz has been a volunteer with the Boy Scouts of America for over 20 years, receiving their Silver Beaver Award in 2004. He enjoys music, singing in his church choir, and sang for a number of years with the Palouse Harmony Chorus a chapter of the Barbershop Harmony Society. He collects model trains and has displayed them annually during the Christmas holidays in a display known as “Foltzville.” Professor Foltz received his Bachelors and Masters degrees in Agricultural Economics from the Ohio State University. Upon graduation, he worked for six years as a district manager for Ralston Purina in Ohio and Pennsylvania marketing livestock feed and animal health products. Subsequently, he received his Ph.D. in agricultural economics from Purdue University and has been at the University of Idaho since 1991. Foltz is married to the former Barbara Haffner. They met at Ohio State, where Barbara received her Bachelors degree in Family Relations and Child Development. John and Barbara were married in 1980 and have two sons: John Richard (born 1982) and James Clark (born 1985). John received his B.S. in Fisheries from the Ohio State University in 2006, and his M.S. in Environmental Engineering from Washington State University in 2009. He is married to the former Jessica Maxwell from Moscow, Idaho. James received his B.S. in Exercise Science from the University of Idaho in 2009 and his M.S. in Coaching and Athletic Administration from Concordia University in 2013. I am extremely interested in this position and feel that my training, background and education make me a very good fit for the job. Below, I will address the desired qualifications and how I meet them, as outlined in the announcement for this position: 1. A terminal degree in a discipline related to CFAES academic disciplines: I hold a Ph.D. in Agricultural Economics – with a focus on Agribusiness Management, earned in 1991 from Purdue University, and am currently a tenured full professor in the Department of Agricultural Economics at the University of Idaho (tenure received in 1997). You will also note that I have two degrees in Agricultural Economics from the Ohio State University (B.S., 1979; M.S. 1981). 2. A distinguished record of leadership, instruction, research and administration. I have been a successful teacher, researcher and purveyor of outreach information in the Land Grant System. a. Leadership: I have served in numerous leadership roles during my career, which I highlight here. I have been a member of the Farm Foundation Bennett Roundtable since 2008. I have served on the National Advisory Committee for the U.S.D.A. National Agricultural Statistics Service (NASS) since 2011. I have worked in a number of leadership roles within the Association of Public and Land Grant Universities (APLU): Board on Agricultural Assembly (BAA), Academic Programs Section (APS): Chair, 2009-10; Western Academic Program Directors Association (WAPDA): Chair, 2008-09, Secretary, 2007-08; Academic Programs Committee on Organization and Policy (ACOP): WAPDA Representative 2008- 09; Western Association of Agricultural Experiment Station Directors (WAAESD) - Regional Coordination and Implementation Committee (RCIC):WAPDA Representative 2007-2009. I completed our state’s agricultural leadership program in 1997 (Leadership Idaho Agriculture - LIA), served as co-chair of the subsequent class, and served on the LIA Board of Trustees from 2000-2004. I served on the 2014-15 USDA National Task Force to look at “Employment Opportunities for College Graduates in Food, Agriculture, Renewable Natural Resources, and Environment.” I also served on the 2003-04 U.S.D.A. I chaired the Cooperative Leadership Seminar for 9 years (1992-2003), in Spokane, Washington. This was a developmental and educational program for cooperative directors and managers in the Pacific Northwest. The target audience was agricultural co-ops in a 6 state region, and annual attendance averaged 130. In my local community, I have also served in many leadership capacities. I was a member of the Moscow/Latah County Library Board from 1992-1997, serving first as Treasurer and subsequently President of that group. The Board provided oversight for a county-wide library system of 6 branches and 20 employees. I have been chair of the Moscow First United Methodist Church Staff Parish Relations committee (personnel committee) for two separate terms. I currently serve on the General Membership Board for our local hospital – Gritman Hospital. I have been very active through the years with the Boy Scouts of America. I was an Assistant Scoutmaster for a contingent troop to the National Boy Scout Jamboree at Ft. A.P. Hill, Virginia in the summer of 1997; I served as the Chartered Organization Representative for BSA Troop 345 from 1994-2002; I served as the BSA District Advancement Chair from 2002-2005 and was recognized with the Silver Beaver award by the Inland Northwest Council. b. Instruction: I have taught a total of 16 different courses in my academic career to a total of 1533 students, details can be found in my vita. A number of my journal publications have focused on teaching. You will also note my service as CALS Associate Dean for Academic Programs discussed below. I have a very strong commitment to teaching – I have done research and published on effective teaching; I received our University’s highest teaching award for my classroom efforts, and was successful in nominating two of my faculty for national teaching awards which they subsequently won. c. Research: I have published 29 refereed journal articles, 4 book chapters, and co- authored 1 widely adopted textbook.
