Location US Ecology Nevada (USEN) is located in Nye County, Nevada, approximately 11 miles south of Beatty, Nevada, in the Amargosa Desert (Latitude - 36° 46’ 9”, Longitude - 116° 41” 23”). See Figure 1. The Amargosa Desert is in the northern Mojave Desert separated from Death Valley by the Amargosa Range and is one of the driest regions in the United States, with an average annual rainfall of about four inches. 2. General Facility Description The USEN hazardous waste management facility site is owned by the State of Nevada and operated by USEN. The facility covers approximately 480 acres, and the surrounding land is federally owned and administered by the Bureau of Land Management (BLM) as rangeland. The topography in the immediate Figure 1 Site Location Map area is flat and extends across the desert for long distances to bordering mountain ranges, except on the east where the terrain rises gently to mountain ranges about three miles away. Death Valley is approximately 25 miles by air to the west. There are no parks, recreation areas or landmarks from which the facility is visible. The facility is not located on or adjacent to Indian Lands. Wastes accepted at the facility include RCRA hazardous wastes identified in 40 CFR Part 261, polychlorinated biphenyl waste regulated under the Toxic Substances Control Act (TSCA), industrial wastes, state-regulated wastes, and other non-hazardous wastes. The RCRA Part A lists the acceptable wastes and anticipated annual quantities. Wastes identified in the Part A include on-site generated waste managed at the facility. In addition to the active hazardous waste landfill unit (Trench 13), USEN operates six container management units and eleven tank management units. Wastes requiring treatment are stabilized or oxidized in indoor or outdoor stabilization tanks prior to disposal. The hazardous waste management areas are surrounded by chain link fence, with visible warning signs, and topped with three strands of barbed wire. 3. Site History Operations at the site began in October 1962 when
