Letter to the ~ity Couneil

To THE HONORABLE, THE COUNCIL OF THE CITY OF Los ANGELES Gentlemen: Submitted herewith is the Thirty-first Annual Report of the Board of Water and Power Commissioners, for the fiscal year ending June 30, 1932, consisting of reports of the General Managers of the Bureau of Water Works and Supply and the Bureau of Power and Light, which organizations were re-established during the year, and reports of the heads of the several Joint Divisions of the Department. During the year, material progress was made in the acquisition of Owens Valley lands and plans for the development of additional water supply in the Mono Basin territory were advanced. With the greatly increased snow-fall in the High Sierras during the fall and winter of 1931·32, as com­ pared with that of recent years, it was found possible to substantially curtail the pumping of water in the Owens Valley and with the resulting increase in the average flow in the Aqueduct, the generation of electrical energy was materially increased, which effected a substantial saving in the amount which it was necessary to purchase. Extensive studies have been made for the erection of a steam-electric generating plant at the Los Angeles Harbor and the transmission of electrical energy from Boulder Canyon. Machinery and equipment for new Unit No.3 at San Francisquito Power Plant No.2 is on the ground and this unit should be placed in operation during the month of September, next. Throughout this year there has been evidenced the usual cooperation, loyalty and devotion to the interests of this Department by the Division Heads and personnel for which the Board expresses its sincere appreciation.
