Summary statement:

This report considers an allocation of finance from the Integrated Transport Capital Programme for the Shipley Area Committee’s Minor Works / Road Safety Schemes for the 2011/2012 financial year.

The budget has been delegated to the Shipley Area Committee to progress Traffic Management Measures in accordance with the principles set out in the West Local Transport Plan.

This report also informs members of schemes in the current programme and makes recommendations for a priority a works programme for the 2011/2012 financial year.

1. Summary

1.1 This report gives details of the Traffic issues in Shipley Area, and recommends a programme of works in relation to Local Transport Plan objectives. The Council aims to meet local and other road user group’s needs and reduce the number of accidents in the 2011/2012 financial year. The report also gives information on schemes already in the programme.

2. Background

2.1 It is very likely that the Executive Committee in the near future will allocate finance in line with population numbers within each of the Area Committee. The Executive Committee allocated £1,125,000 to the District last year. The Shipley Area Committee share of this funding for the provision of its Minor Works and Road Safety Schemes was £210,427 for the 2009/2010 financial year, and it is anticipated that a similar sum will be available for the 2010/2011 financial year.

2.2 Initial cost estimate of the on going and committed schemes in Shipley Area including 2009/2010 and 2010/2011 financial years indicates that approximately £175,000 would be available to this Area Committee to spend in the 2011/2012 financial year; allowance has also been made for any possible future government’s cuts.

2.3 Schemes progressed by the Shipley Area Committee contribute significantly to the improvement of local community facilities and activities and they also contribute to the prevention and reduction of road casualties by targeting at Pedestrian Strategy measures, Safer Routes to Schools measures, 20mph Zones, Speed Management initiatives, and other community related issues.

Important ongoing Traffic & Transport initiatives in the Shipley Area.

CONNECTING

A submission was made during 2009 to the Regional Transport Board (RTB) to seek support for the various elements of the Connecting Airedale Transport Improvements within the Shipley Area listed below:

• Shipley Town Centre & Improvements.

• Canal Road improvement and A650 Quality Bus Corridor.

• Shipley Eastern Relief Rd.

The above schemes were in competition for funding with a wide range of other projects from across the Yorkshire & Humber Region and none received funding support from the RTB in their 2011 – 2014 programme, though the Canal Road Improvement and A650 Quality Bus Corridor scheme was identified as a reserve priority scheme should other projects in the approved RTB programme suffer from slippage. This scheme would be closely linked to proposals for an urban eco – settlement on the Canal Road corridor. Report to Shipley Area Committee ______

An allocation was also made to Local Transport Plan partners for strategic transport priorities across West Yorkshire and, of this funding, £3m was allocated to a scheme to improve the Saltaire roundabout junction. This funding will be available from the 2010/11 financial year and will complement funding already secured through the detrunking of the A650.

To help in reviewing earlier proposals and developing a new proposal, a working group of Council and Metro officers and local residents and businesses, supported by transport consultants Arup, was set up. At the time of preparing this report consultations are being held on a concept design involving the signalisation of the roundabout and complementary traffic management measures in the surrounding area. The scheme will be refined following the consultation process and a report on the preferred scheme will be submitted to this Area Committee and to the Executive in the summer. Subject to the approval of the revised concept design by the Executive detailed design will commence and will take into account any issues raised by the Area Committee.

SHIPLEY AREA BUS PRIORITY AND TRAFFIC MANAGEMENT MEASURES.

2.4 Funding has been allocated over the life of the second West Yorkshire Local Transport Plan (2006 – 2011) towards schemes to improve bus priority and traffic management in the Shipley area (including the links between Bradford and Shipley). Schemes already implemented include:

• Improved pedestrian links between Shipley Town Centre and Shipley Station to complement improvement being made to access at the station by Network Rail.

• Bus priority at all puffin crossings and several junction on A650 between Bradford and Bankfield Roundabout (including Manningham Ln/Queens RD, Manningham Ln/Oak Ln, Rd/Emm Ln, Bradford Rd/St Paul’s Rd, Bradford Rd/Kirkgate). The first three junctions are also being fitted with improved signal control equipment to enhance the efficiency of their operation. Recent bus journey time surveys suggest that bus journey times between and the Centre have improved by approximately 20% since the introduction of this technology . • Changed priority at Market Street/Central Avenue to reduce delays to buses.

• Bus priority and improved signal control at Rd/Valley Rd junction.

• Provision of dropped kerbs on A650 at Shipley to complement provision of raised kerbs at bus stops funded from Bus Infrastructure Measures budget.

• Provision of cycle parking in Caroline Street car park Saltaire and adjacent to Saltaire Station. Investigations into finding a suitable location for cycle parking to serve Gordon Terrace are also continuing as part of the Saltaire Roundabout scheme.

• Implementation of elements of the Shipley section of the Airedale Greenway Report to Shipley Area Committee ______

2.5 Amongst projects planned for 2010/11 and beyond are

• A 20mph zone for Saltaire, Hirst Wood and Wycliffe areas which is now being considered as part of the Saltaire Roundabout project. The scheme would complement a longer term planned improvement of the public realm in Victoria Rd, Saltaire.

• Revising the bus lane operating times on the A650 to begin at 3pm in the evening peak to address issues of congestion relating to school traffic.

• The introduction of mobile bus lane enforcement cameras on the A650 and in Market Square, Shipley

• The development of a car club is Shipley and Saltaire (funded from West Yorkshire Congestion Reward Funding)

• The development of a pilot Personal Journey Planning project in the Shipley area (funded from West Yorkshire Congestion Reward Funding)

• Local accessibility work based on the pilot project undertaken in Shipley Constituency

• Improved cycle links between Shipley and Bradford

• Further enhancements to traffic signal control where feasible

2.6 Appendix 1 shows the approved programmes in 2008/2009 and 2009/2010 including Traffic Regulation Orders (TRO) which has previously been approved by this Area Committee.

2.7 Appendix 2 shows the approved programme for traffic schemes in 2010/2011 financial year. This retains the objectives of the previous budgets (to have a ward based element so that local concerns can be addressed, to have a priority based allocation so that the safer routes to school programme can be maintained, to have localised improvement and to provide Traffic Regulation Orders where required).

2.8 Appendix 3 shows the draft programme for traffic schemes in the 2011/2012 financial year. This retains the objectives of the previous budgets (to have a ward based element so that local concerns can be addressed, to have a priority based allocation so that the safer routes to school programme can be maintained, to have localised improvement, and to provide Traffic Regulation Orders where required).

2.9 Members are, therefore, asked to consider for approval the programme shown in Appendix 3. To aid the decision process, a number of Appendices are attached to this report as outlined below.

2.10 Local Ward Members have been consulted regarding their priorities for highway and Roa2d safety improvements for the 2011/2012 financial year. Their responses are tabled in Appendix 4.

2.11 Appendix 5 shows sites known to Highways Officers to be of particular concern. These are linked to pedestrian and/or traffic management near schools or where traffic speeds are particularly high.

2.12 Appendix 6 shows a comprehensive list of issues raised with the Council concerning Rd Safety and Traffic Management Measures including Traffic Regulation Orders.

3. Other Considerations

3.1 In order to aid the development and implementation of chosen schemes and to reduce the number of reports to the Area Committee, it is proposed that any Traffic Regulation Orders necessary as part of a project be approved in principal within this report. It is also proposed that advertisements linked to the processing of any traffic calming schemes to introduce formal pedestrian facilities be approved in principal.

3.2 Any Traffic Regulation Orders required would be presented to Members, the Emergency Services and the West Yorkshire Passenger Transport Executive. Consultation with the general public would follow. If objections were received, they would be reported to the Area Committee at a subsequent meeting for consideration or, if no objections were received, the Traffic Regulation Order would be sealed and the scheme implemented as advertised.

3.3 No detailed design work has been undertaken on projects that have not currently been selected by the Area Committee, and as such, the costs shown are indicative and may be subject to variation.

4. Options

4.1 The Area Committee has options to pursue other transport initiatives and traffic schemes from the allocation to meet local needs. However, this must still be within the aims and objectives of the Local Transport Pan in order that it would not prejudice future funding to the Council, to the other West Yorkshire Authorities, and to the West Yorkshire Passenger Transport Executive.

5. Financial and Resources Appraisal

Financial

5.1 The allocation of finance to the individual Area Committees is based upon the Local Transport Plan settlement report to the Executive. A sum of £210,427 was for the 2009/2010 financial year and it is anticipated that a similar sum will be available in 2010/2011 financial year. The budget for 2011/2012 could be reduced due to the proposed government’s cuts.

5.2 This Area Committee has already committed its budget for 2010/2011 financial year and this is shown in Appendix 2.

5.3 Schemes within the Integrated Transport programme are carried out within existing staff resources.

6.1 There are no specific legal issues arising from this report. The course of action proposed by any scheme chosen by this Area Committee will be in accordance with the Council’s power as Highway Authority.

7.2 The budgets delegated to the Shipley Area Committee will have a beneficial effect in sustaining local communities and promoting local activity, whilst also addressing the need for decision making at a local level. The Safer Routes to School initiative aims to give wider travel choice for school children.

Community safety implications

7.3 Road Safety is an important element of schemes within the Integrated Transport Programme. Application of the budgets at a local level will assist in the provision of a safer environment and help reduce road injuries.

9.3 That any traffic calming or formal pedestrian facility necessary to implement the chosen schemes, or any advertisements linked to the processing of traffic calming measures or pedestrian crossing facilities that form part of the Committee’s chosen scheme programmes, be approved for processing, advertisement and implementation, subject to schemes details being agreed in consultation with Local Ward Members.

9.4 That any valid objections to the advertised Traffic Regulation Orders, Traffic Calming or Pedestrian facilities be submitted to the Area Committee for consideration or, in the event of there being no valid objections, the Traffic Regulation Orders and other proposals be sealed and schemes implemented as advertised.
