KEY QUALIFICATIONS:

Andreas has 17 years of professional experience in the roads sub-sector, of which he spent about 15 years in the Namibian roads sub-sector. His extensive project management experience as Client representative as well as Consultant includes master plans, feasibility studies, fund management and overall implementation, management and supervision of design and construction contracts for road construction (conventional and labour-based) and rehabilitation projects in the economically most efficient manner with due consideration of safety and technical standards based on COLTO and SATCC Specifications as well as COLTO and FIDIC General Conditions of Contract.

Andreas has extensive experience in the liaison and cooperation with local authorities and ministries and international donor agencies in the implementation of donor-financed road projects (ADB, BADEA, EU, JICA, KfW).

He further assisted KfW and ADB as External Technical Expert and Tender Agent conducting Tender Processes, Progress and Completion Control Missions and Technical Audits for rural road development and rehabilitation projects in Ethiopia, Zambia, Mozambique, Kenya, Tanzania and Uganda.

For the fulfillment of the requirements for the degree of MSc in Project Management, in 2007/08 Andreas’ researched “Toll Roads – An appropriate method of road user charging for Namibia”.

As Senior Engineer and Acting Divisional Engineer of the RA Division: Construction & Rehabilitation he was involved in the compilation of 5-year rolling budgets and implemented the annual budget including expenditure forecasting, budget control and financial reporting for all labour-based, development and rehabilitation projects of the Roads Authority.

As Divisional Manager: PMPA and Acting CEO of the Namibian Road Fund Administration, his knowledge base was broadened and he contributed to the implementation of revenue increasing measures as well as improved control of efficient and effective spending of RFA funds.
