Overall Responsibility of the Post:

The management of the Market Constabulary, to provide a high quality security/enforcement service, 24 hours a day, enforcing the Market rules & policies, protecting property and preventing crime.

Key Responsibilities/Duties:

1. To assist the Superintendent operate an effective and efficient wholesale Market by acting on written and oral instructions in a timely manner and prioritising work where necessary

2. To provide an effective 24 hour security and safety service for the Market site

3. To manage the Market Constabulary staff both Sergeants and Constables, including their supervision, training/development, appraisal, recruitment/selection, discipline, deployment & duties. Including motivating staff to achieve excellence in service delivery and to fulfil personal, team, departmental and City of London Corporation Objectives and Equal Opportunities Policy

4. To manage the Constabulary roster to ensure all shifts meet minimum staffing requirements and business needs. Including the management of staff leave and over-time.

5. To monitor staff sickness levels and take prompt & appropriate action in accord with the City of London’s Attendance Management policy

6. To attend regular management meetings with the Superintendent to discuss progress and address any problem areas

7. To ensure the Market Constabulary understand the local rules, procedures, policies and statutory obligations and are able to administer and enforce these effectively

8. To ensure that all vehicles and pedestrians entering the site are adequately controlled in a safe and efficient manner

10. To deal efficiently and effectively with any queries, questions or complaints

11. To prevent loss of or damage to City of London Corporation property by ensuring site is effectively patrolled and report any losses or damage in a timely manner

12. To investigate any criminal or unlawful activities within or affecting the market, to deploy staff accordingly and to comprehensively report the matter without delay

13. To act as a fire marshal and prevent fires by operating fire fighting and fire prevention equipment and ensure that the fire protection system is tested in accordance with market procedure and report any malfunctions in a timely manner

14. To ensure that all buildings are effectively evacuated in the event of fire or bomb alarm activation in accordance with Departmental procedures

15. To liase with and assist the emergency services at a senior managerial level during emergencies

16. To manage the CCTV/ANPR and any other similar system to optimise efficiency at all times

17. To undertake first aid training & administer first aid treatment if required

18. To keep and maintain accurate, legible and timely records and documentation including electronic data bases, in accord with those expected from a senior manager

19. To maintain appropriate standards of dress and presentation

20. To attend training courses that will enhance ability and effectiveness to carry out duties

21. To investigate &/or oversee the investigation of accidents, incidents or near misses according to the City of London’s Code of Practice, local Procedures, etc. In a thorough and timely manner and to prepare comprehensive reports.

22. To undertake health and safety training & responsibilities including risk assessment preparation/review and to ensure all City of London Corporation and Departmental procedures are met

23. To manage at a senior level all risks and hazards which arise or can rightly be anticipated

24. To as far as is reasonably practicable, ensure the health, safety and welfare of employees within the Market Constabulary

25. To effectively manage portfolios and any other area of managerial responsibility assigned by the Head of Security

26. To actively implement the City of London Corporation’s Equal Opportunity Policy and the City of London Corporation’s objective to promote equality of opportunity in relation to the duties of their Post.

27. To competently operate the City of London Corporation’s fork lift truck and Ford Ranger vehicles

28. To manage the Parking Charge Notice (PCN) process to ensure it operates in a co-ordinated and smooth manner. Including liaison with District Enforcement Ltd, staff training, risk assessment, equipment and s.o.ps.

29. To work and accept responsibility as the most senior member of the Market Constabulary on shift in the absence of the Head of Security, co- ordinating and supervising other Market sergeants, constables, resources, incidents, etc.

30. To be available out of rostered hours to act as the Head of Security, in the absence of the Head of Security, for matters requiring the immediate attention of the Head of Security.

31. To assist the Head of Security as required, by:

- chairing/attending meetings - preparing in-depth & researched written reports at an appropriate management level - critically reviewing processes/procedures and developing new initiatives - maintaining/developing links with key stakeholders both internal and external - ensuring deadlines are met - ensuring service delivery is maintained at all times - ensuring all equipment/stock is fit for purpose - working to increase morale and teamwork - acting as a managerial link between staff, tenants, Market users and the City of London - temporarily undertaking all duties associated with the Head of Security’s post in their absence

32. To undertake any other duties appropriate to the grading of the post

Purpose of Post

To support the operational side of the Head of Security’s role to ensure the Market Constabulary meets the Constabulary’s obligations to Market tenants, users, staff and the City of London; by creating and maintaining a safe, crime/offence free, efficient, professional and forward thinking environment and in particular to:

• Advise and direct Market Sergeants and Constables on operational Constabulary and Security Matters. • Oversee any aspect of Constabulary and Security operations or policy as directed by the Head of Security. • Undertake staff management duties as required (e.g. disciplinary matters, development of staff, involvement in recruitment & appraisals, etc.). • Deputise for the Head of Security as required.

Main Duties & Responsibilities

1. When the most senior member of the Market Constabulary on either Early or Night shifts, co-ordinate and supervise other Market Sergeants, Constables, while prioritising and allocating work to ensure an effective safe and secure operation of the 24 hour Market.

2. Provide leadership on any aspect on Constabulary duties as required by the Head of Security, by carrying out tasks such as chairing/attending meetings, researching and then preparing in-depth written reports and to review and at times re-develop processes & procedures.

3. Carry out staff management duties as required. This will include disciplinary matters, development of staff and involvement in recruitment & appraisal.

4. To develop and maintain links with key stakeholders both internal & external and act as a managerial representative of the City of London linking staff, tenants and Market users.

5. To manage the Parking Charge Notice (PCN) process to ensure it operates in a co-ordinated and smooth manner, including liaison with District Enforcement Ltd, staff training, risk assessment, equipment and s.o.ps.

6. To manage the CCTV/ANPR (Automatic Number Plate Recognition) and any other similar system to optimise efficiency at all times.

7. To ensure deadlines such as audits or returns are met, that the high standards of service delivery are maintained and all equipment & stock are fit for purpose.

8. To advise and direct Market Sergeants and Constables on any local rules, procedures, policies and statutory obligations affecting the Constabulary or their duties in order to ensure that these are administered and enforced effectively.

9. To support the Head of Security, in particular when deputising for the post-holder, by ensuring the Market Constabulary continues to meet all its obligations.

11. To keep and maintain accurate, legible and timely records and documentation including electronic data bases and as necessary advise Market Sergeants and Constables carrying out these tasks.

To assist the Head of Security in ensuring that a safe environment exists for all users of the Market and that all property is protected by maintaining order, preventing and detecting crime and unlawful activity, enforcing local regulations/policies, responding to emergencies and managing traffic incidents

Key Responsibilities/Duties:

1. To assist the Superintendent operate an effective and efficient wholesale Market by acting on written and oral instructions in a timely manner and prioritising work where necessary

2. To assist the Superintendent and his staff in providing an effective 24 hour security service for the Market site

3. To manage and motivate staff to achieve excellence in service delivery and to fulfil personal, team, departmental and City of London Corporation objectives including those associated with the Equal Opportunities Policy

4. To effectively undertake all areas of staff management including selection, appraisal, development, discipline and day-to-day supervision.

5. To prioritise and allocate work for action by subordinate staff to ensure the efficient operation of the Market

6. To ensure the Market Constabulary understand the local regulations and policies and are able to administer and enforce them effectively

7. To ensure that all vehicles and pedestrians entering the site are adequately controlled in an efficient manner

8. To answer the telephone in accordance with City of London Corporation and Market procedures and to deal efficiently and effectively with any queries, questions or complaints

17. To administer first aid treatment in an effective and efficient manner to anyone on site who requires it and to ensure that the first aid room is maintained and kept fully equipped

18. To keep and maintain accurate, legible and timely any records and documentation including electronic data bases

19. To maintain appropriate standards of dress and presentation at a level that is expected of a member of the Market Constabulary.

20. To attend training courses that will enhance ability and effectiveness to carry out duties

22. To undertake specific health and safety training responsibilities to ensure that the post holder is aware of and fully conversant with the City of London Corporation and Departmental procedures

23. To report any risks and hazards which are encountered while on duty to the Safety Assistant or Head of Security in a timely manner

24. To undertake &/or co-ordinate inspections of tenant’s stands to ensure that they comply with current health and safety legislation and local policy

25. To issue keys as required, ensuring keys are given out to bone fide persons for legitimate purposes and to accurately log such issues and returns

26. As a manager within this Department, you are responsible for ensuring, as far as is reasonably practicable, the health, safety and welfare of the employees who report to you.

28. If required, to undertake training in specific or generic risk assessments and to become a designated risk assessor, thereafter undertaking an agreed programme of assessments
