It is my pleasure to introduce the 2007 Handbook, having been elected as league secretary at the AGM earlier this year. Our league continues to thrive and, we expect, it will continue to do so into the future. The signs are good. However, as always, this can only happen, if people make it happen. We are building up a good number of people, who are willing and able to help to make the league run. It is good to see new people willing to come forward. The more there are of us, the easier it will be for us all, so please think about helping out, next time that we are asking for greater involvement.
Apart from the weather, last year’s cricket went very well. Please see the league web site at www.nycl.org.uk for more information. The league’s most obvious achievement last year was the creation of an under 10 division, which was very successful. We look forward to its continuing to thrive and grow. The overall strength of the league was pleasingly demonstrated in the victories of our u-13 and u-15 representative teams in their competitions against the other Nottinghamshire leagues.
There are two new major developments this year. Firstly, by popular demand, we have reinstated an under-17 league. Let us wish it every success in its two main purposes: to provide cricket for those who are not yet able to participate in regular senior cricket and to enable the team spirit from earlier years another couple of years, in which to thrive.
Even more significant, is the inception of the first NYCL Girls’ competition. The impetus for this has come from the girls themselves and from their coaches and managers. It is a great credit to the clubs and the players in our area that there are now enough clubs with enough players to form a viable league. We are sure that it will evolve rapidly over the next few years. It will be a self-organising section of the NYCL but will operate with the full support under the NYCL umbrella.
A third development is the introduction of an under-11 cup, which will provide some extra much needed competition. Those who were at the AGM will be aware that, as always, getting the right balance, between not enough cricket and too many games to fit in, is always difficult. Dates for the cup finals and the u-11 league play-off will be announced as soon they have been set. We have done our best. Let us hope that the weather does not mess up our well-laid plans.
Please remember to read the rules, if you were not present at the AGM, and probably even if you were! Amongst other matters, the AGM agreed changes to the rules regarding wides and no balls in pairs cricket; changes to the rules regarding the use of penalty runs; and introduced a “retire at 50” rule for u-15 and u-17 cricket. Results should be e-mailed to the relevant results secretary: if you need a proforma for results, or scoresheets for pairs matches, please contact one of us.

PLAYING RULES AND REGULATIONS
LEAGUE RULES
1. Name. This League shall be called the “ Nottingham Evening Youth Cricket League“ and consist of as many clubs as shall be decided annually by the Management Committee. 2. Object. To promote interest and competition in junior and youth cricket. 3. Meetings. The Annual General Meeting will normally be held in the month of January in each year. Other meetings shall be held as advised. Clubs who fail to attend meetings (as required by notification) shall be dealt with as the Management Committee thinks fit. 4. Management. The League shall be governed by a Management Committee, comprising of the Chairperson, General Secretary, Treasurer, Divisional Secretaries, and Youth Representative Team Managers. The Management Committee shall be vested with full powers of actions in matters affecting the League, and its decision will be final. All Officers will be elected at the General Meeting. Proposals for rule changes must be forwarded to the General Secretary, in writing, by 31st December. 5. Subscriptions. The annual subscription to the League and K.O Cups fees will be as determined at the Annual General Meeting. Subscriptions are to be paid on application to the League. Membership of the League shall become effective when subscriptions are paid in full. 6. Finance / Custody of Assets. The Treasurer shall keep an account of all income and expenditure and shall submit accounts at the Annual General Meeting. The Banking Account(s) shall be in the name of the League and withdrawals made in the name of the League on the sole signature of the Treasurer, General Secretary or Chairman. Auditors shall be elected annually - they shall not be members of the elected Management Committee. An application to the League, at any age division, will also be taken as an application to any League Cup competition taking place for that age group. [Please note that the u-13 and u-15 county/national cup competitions are run completely independently] 7. Dissolution. Should the League be dissolved all funds in hand after settlement of all debts shall be donated to the Nottinghamshire Cricket Board Youth Committee. All trophies of the League will be given to Nottinghamshire Cricket Board Youth Committee. 8. Any deficit of the league shall be born equally between member clubs at the date of the deficit. 9. Each club is responsible for its own insurance liability.
10. The Management Committee will arrange the initial fixture list for each season. If a fixture is rearranged and advised to the Divisional Secretary before 25 th April then the new fixture date will be regarded as the original. Should a fixture rearranged after 25 th April fail to be played for whatever reason, the team originally cancelling the fixture will forfeit the points, except when both teams confirm that the failure to play is for wholly weather-related reasons, in which case the points shall be shared. If any cancellation takes place within 72 hours of the scheduled fixture, for reasons other than the weather, the game will be automatically forfeit. However the fixture may be rearranged with the consent of the opposition. A game in which a start is not possible or which is started but not completed, due to the weather, shall be rearranged, not played, within 7 days by mutual agreement. The relevant Divisional Secretary should be informed of any games cancelled and the rearranged date. All league fixtures must be played in good time, normally before 20 th August, to allow arrangements to be put in place for the season’s divisional finals. The relevant Divisional Secretary or, if necessary, the full Management Committee will decide all disputes.
11. Within these rules, the term “division” means an entire age group within the overall Youth League structure; the term “league” applies to any league within an age division. 12. Player Qualification. No player shall play for more than one team in the same age division without the express permission of the Divisional Secretary, irrespective of whether the relevant teams are in different leagues within that age division. A breach of this rule may result in the deduction of points. 13. The England & Wales Cricket Board strongly recommend that all clubs with junior and youth members should appoint a Child Welfare Officer. Each club is responsible for ensuring that team managers, coaches and other volunteer helpers have undergone required CRB Checking. See the ECB publication Safe Hands – Welfare of Young People in Cricket, October 2003. 14. Close fielding. u-13 players - NO fielder, except the wicket keeper, shall be allowed to field closer than 11 yards, measured from the middle stump, except behind the wicket on the offside, until the batter has played at the ball. Should any fielder come within that distance the umpire MUST STOP the game immediately, and instruct the fielder to retreat to the required distance. u-15 players - NO fielder, except the wicket keeper, shall be allowed to field closer than 8 yards, measured from the middle stump, except behind the wicket on the offside, until the batter has played at the ball. Should any fielder come within that distance the umpire MUST STOP the game immediately, and instruct the fielder to retreat to the required distance.
The Management Committee collectively and individually disclaim any responsibility, real or implied, for any act arising out of league activities.
UNDER 10, 11 & 12 DIVISIONS PLAYING REGULATIONS
All games shall be played in accordance with the official Laws of Cricket, except to the extent they are varied as follows:- 1. Under 12 Division - Players are to be under 12 years of age on the 31 st August prior to the current season. Under 11 Division - Players are to be under 11 years of age on the 31 st August prior to the current season. Under 10 Division - Players are to be under 10 years of age on the 31 st August prior to the current season. GIRLS - May play up to two years older than her counterparts at any age group. 2. Under 12 Division - The pitch shall be 21 yards in length. Under 11 Division - The pitch shall be 20 yards in length. Under 10 Division - The pitch shall be 20 yards in length. 3. The ball shall weigh 4¾ ozs. 4. The stumps shall be 27” above the ground and 8” wide. 5. Each team shall comprise 8 players, except for the under 12 division where each team shall comprise 10 players. 6. Each game shall consist of one innings per side. 7. Under 12 division: each innings shall be of 20 overs duration, which may be reduced to 15 or 10 overs if weather intervenes. Under 10 and under 11 division: each innings shall be of 16 overs duration, which may be reduced to 12 overs if weather intervenes. 8. The batting side shall be divided into pairs. Under 12 division: each pair shall bat for 4 overs (3 overs in a 15 over game, 2 overs in a 10 over game); pairs shall change at the end of the 4 th , 8 th , 12 th and 16 th overs (in a 15 over game at the end of the 3 rd , 6th , 9 th and 12 th overs, in a 10 over game at the end of the 2 nd , 4 th , 6 th and 8 th overs). Under 10 and under 11 divisions: each pair shall bat for 4 overs (3 overs in a 12 over game); pairs shall change at the end of the 4 th , 8 th , and 12 th overs (in a 12 over game at the end of the 3 rd , 6 th and 9 th overs). 9. Batters shall have unlimited ‘lives’ but each loss of a ‘life’ shall result in 6 runs being deducted from the total. No batter who is out for any reason shall face the next ball. Batters shall change ends at the fall of each wicket except on the last ball of an over. 10. Each player on the fielding side must bowl at least one over, with the exception of the wicket keeper. No player shall bowl more than three overs. 11. Each team shall commence its innings with a score of 200 runs. 12. Wides and no balls : except in the final over, two runs shall be awarded for a wide or a no ball and no extra ball shall be bowled. Other runs scored from a wide or a no ball shall be determined according to the normal Laws of Cricket. 13. The winning team shall be the side scoring the higher number of runs, after deductions for the fall of wickets.
14. 4 points will be awarded for a win; 2 points will be awarded for a tie. 15. No fielder, except the wicket keeper, shall be allowed to field nearer than 11 yards measured from the middle stump, except behind the wicket on the offside. 16. In the event of the umpires being satisfied that a player is incapacitated their place may be taken by a reserve, who shall bat and / or bowl in their place. If no reserve is available another player shall bowl any over due to be bowled by the injured player without exceeding their quota. The captain of the fielding side shall choose one of the players in the first three pairs (u-10/u-11) or first four pairs (u-12) to bat a second time in the last pair. 17. If two or more teams finish equal on points, the winner of the match between any such teams will be placed the higher, otherwise the team with the higher run ratio (net runs scored divided by net runs conceded) will be placed the higher. 18. It is the responsibility of both team mangers to return fully completed scorecards, either by post or e-mail, to the Divisional Secretary within three days of the match being played. 19. All batters must wear a helmet whilst batting. Wicketkeepers must wear a helmet when standing up to the stumps. Parental consent forms will not be accepted. It is the responsibility of BOTH team managers to confirm the fixture prior to its being played. 22. 5 run disciplinary penalties, as variously provided for under the Laws of Cricket will not be applied. 23. The normal start time for an evening game is 6pm. The normal start time for a morning game is 10am. These times may be varied by agreement between the two team managers.
CUP GAMES
U-11 cup games shall be played according to the rules currently applying to u-11 league games.
U-12 cup games shall be played according to the rules currently applying to u-13 league games.
UNDER 13, 14, 15 & 17 DIVISIONS PLAYING REGULATIONS
All games shall be played in accordance with the official Laws of Cricket, except to the extent they are varied as follows:- 1. The size of the stumps should be 27” x 8” Close fielding - NO fielder be allowed to field closer than 11 yards, measured from the middle stump, except behind the wicket on the offside, until the batter has played at the ball.
