44. COMMITTEE SECTION (WAKF BOARDS) 44.1 Functions: The Committee Section (Wakf Boards) provides secretarial assistance to the Joint Parliamentary Committee on the functioning of Wakf Boards. The Committee consists of 30 Members of both the Houses of Parliament (10 from Rajya Sabha and 20 from Lok Sabha). The Committee has been further divided into four Sub-Committees, which have been allotted different States/UTs. This Committee is governed by the Rules relating to Select Committee on Bills of the Rules of Procedure and Conduct of Business in the Council of States. The Ministry of Social Justice and Empowerment is the nodal Ministry dealing with the Wakf matters in the country. 44.2 Constitution of the Committee: At a sitting of the Rajya Sabha held on 9th September, 1996, a discussion had taken in the form of the Calling Attention on ‘Misuse, Massive Lease and Sale of Various Wakf properties in the country by certain individuals and the action taken by Government in regard thereto.’ During the discussion, it was felt that the issue as such was of larger implication and needed to be gone into in detail in all parts of the country. It was, therefore, unanimously decided to constitute a House Committee to go into the whole gamut of issues pertaining to Wakf properties all over the country. After consultation with leaders of various parties, the Hon’ble Chairman, Rajya Sabha had nominated nine Member House Committee on 29th October, 1996 under the Chairmanship of Shri Sikander Bakht, M.P. The Committee in its first meeting decided to associate with it Members of Lok Sabha also with a view to have broader representation of the two Houses, on the Committee. Accordingly, a Joint Parliamentary Committee on the functioning of Wakf Boards with eleven Members of Rajya sabha and twenty Members of Lok Sabha was constituted in January, 1997. However, with the dissolution of the 11th Lok Sabha on 4th December, 1997 the Committee became defunct. After the constitution of 12th Lok Sabha, the Joint Parliamentary Committee on the functioning of Wakf Boards was reconstituted on 28th January, 1999 under the Chairmanship of Shri K. Rahman Khan, M.P. This Committee continued till 26th April, 1999 when it again became defunct due to dissolution of the 12th Lok Sabha. The present Committee was constituted on 27th May, 2000 under the Chairmanship of Shri Sikander Bakht, M.P. 44.3 Tours/visits: The details of the tours/visits undertaken by the present Sub-Committees of the Joint Parliamentary Committee on the functioning of Wakf Boards are as under: Sl. (one installed in December, 2000) which are being extensively used for typing office notes, reports, notices, minutes of the meetings and communication for various agencies, Background Notes on Wakf Boards, Questionnaire etc. All notices of the meetings are typed on Committee Software Package. All other correspondence relating to this Section is typed on computer. 44.7 Inspection: Inspection of this Section was conducted on 5.1.2001 by D.S.(HA). Report thereof is still awaited. .
