He studied piano at the Tartu Music High School and graduated from the Tallinn Conservatory as a composition student of Mart Saar and Heino Eller. Subsequently, he worked as a recording engineer at the Estonian Radio, chief editor of music programs, and then chief director and music manager of the Estonian Television and chairman of the Estonian Composers' Union. Most significantly, he has taught composition at the Estonian Academy of Music and his pupils include many of the most prominent Estonian composers of the present generation. He has composed orchestral, chamber, solo instrumental, choral, vocal and electronic music as well as film scores.
