Both events have the same format and rules. In the preliminary round (pool matches), 12 teams are divided into two pools of six teams. Each team plays every other team in its pool. The two pools will be seeded by the International Hockey Federation (FIH) as follows: MEN POOLS WOMEN POOLS Pool A Pool B Pool A Pool B Australia Belgium Netherlands Australia Argentina Netherlands Germany Argentina India Germany Great Britain New Zealand Spain Great Britain Ireland Spain New Zealand Canada India China Japan South Africa South Africa Japan The top four teams in each pool will proceed to the quarterfinals, while the remaining four teams are eliminated from the competition. The winners of the quarterfinals will proceed to the semifinals and the losers are eliminated. The winners of the semifinals will play for the gold and silver medals. The losers of the semifinals will play for the bronze medal. DIFFERENCES BETWEEN THE HOCKEY WORLD CUP AND THE OLYMPIC GAMES The Hockey World Cup has a significantly different format to the Olympic Games, with 16 men's and 16 women's teams competing in four pools of four teams. There is then an additional crossover round involving the second and third teams from each pool, then quarterfinals, semifinals and medal matches. CHANGES SINCE THE RIO 2016 OLYMPIC GAMES Teams no longer have the option of substituting their goalkeeper for a field player with “goalkeeping privileges”, meaning they were allowed to kick the ball in the defensive circle and wear a face mask and gloves to defend penalty corners. The goalkeeper can still be substituted, but is now replaced by a field player who must play by the same rules as all field players. SPORT RULES AND PROCEDURES Match description A match consists of four 15-minute quarters. There is a two-minute break after the first and third periods, but teams are not allowed to leave the area of the field of play. Halftime is the break between the second and third periods and lasts 10 minutes. The match is controlled by two on-field umpires in conjunction with a video umpire and three technical officials Of the 16 players in the team, only 11 may be on the field of play at any one time. The other five may be substituted as and when the coach deems fit, and as often as the coach pleases (rolling substitution). During a penalty corner only an injured or suspended defending goalkeeper may be substituted. Time is not stopped during the substitution procedure, except in the case of the substitution of a defending goalkeeper. Players may only use the flat side of the stick to play the ball and, other than the goalkeeper, may not use any part of their body to play the ball. The goalkeeper may use any part of his or her body to block the ball or push it away and, in particular, use their stick or feet to propel it. Players may not use their body or stick to obstruct another player from attempting to play the ball. The ball may be lifted during open play providing there is no danger to other players. A free hit is awarded against the offending player for any breach of the rules. The player taking the free hit may take it by quickly moving off with the ball (self-pass). A free hit awarded inside the circle to the attacking team becomes a penalty corner, which is a set play with specific rules governing how it is conducted. An intentional foul by a defender inside the 23m area but outside the circle also leads to the award of a penalty corner. An intentional foul inside the circle leads to the award of a penalty stroke. A penalty stroke is a one-on-one (attacker on goalkeeper) set play taken from a spot 6.4m in front of the goal with specific rules governing how it is conducted. The player taking the penalty may only push, scoop or flick the ball in this situation. A card system is used to discipline players. A green card signifies a suspension for two minutes; a yellow card a suspension for a minimum of five minutes; and a red card signifies a suspension from at least the remainder of that match. Further penalties can be imposed by the technical delegate. Scoring The team scoring the most goals wins the match. At the completion of each match during the pool stage, three points will be awarded to the winner; one point will be awarded to each team in the event of a draw; zero points are awarded to the loser. Classification matches (final round matches) ending in a draw will be decided by a shoot-out competition.
