Fast Track (SB 68) – Provides grants for Missouri citizens over the age of 25 to attend an approved Missouri postsecondary institution. The intent of the bill is to give adults whose income is below the Missouri average an opportunity to gain skills that can boost their earning potential and prepare them for work in high-demand occupations. The program provides short-term training in fields like manufacturing, nursing, welding, and information technology. Grant funding can be renewed, but the student must continue to meet the eligibility requirements and demonstrate a grade- point average of at least a 2.5 on a 4.0 scale.

Missouri One Start (SB 68) – Allows the Missouri Department of Economic Development to improve and consolidate its workforce development programs. Missouri One Start is meant to improve Missouri’s workforce programs that help businesses recruit and train large numbers of job applicants during major expansions. The changes made to the programs make them easier for businesses to navigate and also enacts performance-based funding for training providers.

Missouri Works – Deal Closing Fund (SB 68) – Gives the Missouri Department of Economic Development an additional tool to bring new jobs to Missouri. The bill modifies an existing state program to establish a closing fund the department can use to make agreements with companies to create new jobs in the state. The bill enhances the existing Missouri Works Program, which helps businesses access capital through withholdings or tax credits, to embark on facility expansions in an effort to create jobs.

Automotive Economic Development Tools (SB 68) – Provides tax credits to a qualified manufacturing company that invests $500 million or more in plant upgrades. The bill provides $5 million annually in credits for 5 years, and a company can qualify for an additional 5 years of credits if it makes an additional $250 million investment. The bill is in part meant to incentivize General Motors to make a $1 billion expansion to its plant in Wentzville.

Fighting Sex Trafficking (HB 397) – Changes laws to fight sex trafficking and prostitution, and states that if the court determines that the person was under 18 years of age when committing the offense, the court shall enter an order of expungement.

Hailey’s Law (HB 397) – Improves the state’s Amber Alert System to better protect children. The bill is known as Hailey’s Law in honor of Hailey Owens, who was abducted and murdered at the age of 10 while walking home from a friend’s house. The legislation requires the Amber Alert System to be tied into the Missouri Uniform Law Enforcement System (MULES), which is the computer system that allows all 12 law enforcement in Missouri to communicate. That means once an officer enters information about a missing child into MULES, it would immediately be available to the Amber Alert System.

Simon’s Law (HB 397) and (HB 138) – Prevents do-not-resuscitate orders from being issued for Missouri children without a parent being aware. Commonly referred to as Simon’s Law, the legislation prohibits a health care facility, nursing home, physician, nurse, or medical staff from putting such an order in a child’s file without a parent’s permission. That permission may be written or given orally in the presence of at least two witnesses.

Nathan’s Law (HB 397) – Limits the total number of children allowed at an unlicensed day care to six with a maximum of three children under age two. The provision is named in honor of Nathan Blech, who died in 2007 after suffocating at an unlicensed day care. It was later determined the day care operator was watching more children than recommended. Children who live in the caregiver’s home and who are eligible for enrollment in a public kindergarten, elementary, or high school are not included in the total.

Child Fatality Review Panels (HB 397) – Allows child fatality review panels to share vital information. Under current law, the information obtained when the panels review the deaths of children is kept confidential. With this legislation, the director of the Department of Social Services has the discretion to release certain information so that it can be studied to identify trends or areas where prevention efforts can be focused and to look for ways to change state policies to better protect children.

Sentencing Reform (HB 192) – Gives judges greater discretion when sentencing nonviolent offenders. The bill is meant to help nonviolent offenders get asecond chance and to slow the growth of Missouri’s prison population. The bill allows judges to issue sentences below Missouri’s current minimum sentencing requirements with exceptions to certain offenses.

Preventing Debtors’ Prison (HB 192) – Keeps judges from putting people back in jail for failing to pay the cost of previous jail stays. The bill keeps a person’s failure to pay from resulting in more jail time that would result in additional housing costs. Instead, counties may use civil means to collect such costs or a judge may waive those costs. The bill prevents a warrant from being used solely because of the failure to pay costs.

Expungement Expansion (SB 1) – Expands the list of crimes that can be expunged from a person’s record. The bill adds to a law that was passed in 2016 and went into effect in 2018 that allows individuals to seek expungements for many nonviolent felony and misdemeanor crimes. This year’s legislation adds stealing, credit card fraud, possession of a forging instrument, and property damage in excess of $750 to the list of offenses that are eligible for expungement. The bill is meant to give nonviolent offenders a second chance and an opportunity to obtain employment and affordable housing. 13

Joint Committee on Agriculture (SB 391) – Establishes the Joint Committee on Agriculture. The committee will study the economic impact of Missouri’s agriculture industry, as well as efforts to improve environmental stewardship, while improving the economic sustainability of Missouri agriculture. The committee will also look at incentives to encourage best practices to scientifically address Missouri’s carbon footprint.

Joinder and Venue Reform (SB 7) – Modifies provisions of civil procedure regarding joinder and venue. The changes approved by the legislature reflect a ruling made in February by the Missouri Supreme Court. The court ruled 4 to 3 that a St. Louis City circuit court judge incorrectly allowed a suit by a St. Louis County plaintiff against a New Jersey-based company to move forward in his court. Proponents believe the bill reduces costs and increases access for Missouri residents to the court system by lowering the number of cases filed in Missouri courts by plaintiffs with no connection to the state. Opponents believe it makes it more difficult and costly for multiple plaintiffs to bring civil lawsuits in Missouri courts seeking damages for alleged injuries.

Bonding Plan for Bridge Repair (SCR 14) – Supports the issuance of $301 million in bonds by the Missouri Highways and Transportation Commission to pay for the construction and repair of bridges on the state highway system. When fully implemented, the infrastructure plan will allow Missouri to fix 215 bridges identified by local entities as most in need of critical repair or replacement. The plan will only take effect if MoDOT receives and accepts potential federal Infrastructure for Rebuilding America (INFRA) grants for road and bridge purposes.

School Turnaround Act (HB 604) – Provides more tools to better meet the needs of students in underperforming schools. The bill empowers the Missouri Department of Elementary and Secondary Education to identify underperforming schools and provide an influx of much-needed support to the teachers and leaders within those schools. Once implemented, the program will create opportunities for identified schools to partner with outside organizations that have demonstrable expertise in school improvement. Those organizations will provide the intensive professional learning and coaching necessary to help school staff better meet students’ needs.

Hearing Aids for Low-Income Missourians (SB 101) – Creates a hearing aid distribution program for low-income Missourians who are deaf or hard of hearing. The program created by the bill will provide financial assistance to deaf or hard of hearing Missourians who earn less than the federal poverty level. The bill requires the assessment for the distribution of hearing aids to be performed by licensed audiologists, hearing instrument specialists, or licensed physicians. The bill also creates a Statewide Hearing Aid Distribution Fund to provide funding for the program.

Protecting Taxpayer Dollars (HB 1088) – Increases transparency for taxpayers so they are aware of what the state is doing with their tax dollars. The bill requires the Office of Administration to submit a report on specified projects that are one year behind schedule or $1 million or more over original cost estimates to the General Assembly. The report will also be posted to the Office of Administration website.

Veterans Treatment Courts (HB 547) – Requires every circuit court in the state of Missouri to have at least one veterans treatment court in its jurisdiction. Treatment courts utilize an intensive program of court supervision, drug or alcohol testing, and rehabilitation to help defendants overcome substance abuse; mental, emotional, or 14 behavioral issues; and to keep them from re-offending. Veterans treatment courts specifically focus on those who have served or currently serve in the military. Many of the veterans needs, including drug testing, utilize the Veterans Administration’s services.

Stiffer Penalties for Poaching (HB 260) – Increases the fines for poaching wild turkeys, deer, elk, black bears, or paddlefish in Missouri. The bill makes the fines range from $500 to $1,000 for a wild turkey or paddlefish, between $1,000 and $5,000 for an antlered white-tailed deer, and between $10,000 and $15,000 for a black bear or elk. Moneys from the fines collected will go to the school district in which the poaching incident occurred.

TAX RELIEF FOR MISSOURI SENIORS AND DISABLED The Missouri Property Tax Credit allows a credit to certain senior citizens and 100% disabled individuals based on total household income (taxable and nontaxable) and the amount of property taxes or rent paid. The credit is for a maximum of $750 for renters and $1,100 for those who own and occupy a home.

To be eligible a person must be: The maximum income level to qualify: • 65 years of age or older, OWNED AND OCCUPIED HOME FOR ENTIRE YEAR • 60 years of age or older Single - $30,000 and receiving Social Security Married fi ling jointly - $34,000 surviving spouse benefi ts, or RENTERS/PART YEAR OWNERS Single - $27,500 • 100% disabled Married fi ling jointly - $29,500
