ABOUT NARAL
NARAL Pro-Choice Washington is the leading grassroots pro-choice advocacy organization in Washington state. We work to protect and expand every individual's right to access the full range of reproductive healthcare options, including preventing unintended pregnancy, bearing healthy children, and choosing legal abortion. NARAL Pro-Choice Washington is the state affiliate of NARAL Pro-Choice America.
Our 35,000 members statewide advocate for proactive reproductive freedom policies and depend on information like that contained in this 2016 Legislative Scorecard report to inform their advocacy.
WHY NOW?
Despite the sense that Washington is doing just fine when it comes to reproductive freedom, for years, our state has failed to move progressive pro- choice, pro-woman policies forward. NARAL's scorecard grades legislators on many factors to go beyond box-checking and reveal who is truly standing with women as a pro-choice champion, and who is standing in the way.
METHODOLOGY
All legislators were scored on their participation in the 2016 session. Grades take into account votes and co-sponsorship of bills that positively or negatively impact women's reproductive choices. Grades also factor in public comments, floor speeches, press & social media engagement, and advocacy in Olympia and in district for policies that promote reproductive freedom. CRITERIA FOR 2016 LEGISLATOR GRADES
Sponsorship & Votes Sponsoring and voting on bills that protect or improve access to a full range of reproductive healthcare NUMBER 1 NUMBER 2 services, including abortion access, across our state. Sponsorship Legislative Negative points were given for sponsoring or voting on bills or amendments with negative implications for & Votes Champion women’s health. Legislative Champion Champions for choice do more than just cast votes. NUMBER 3 They actively work to ensure women's equity by guaranteeing that women have control over their own Community reproduction and are supported when they parent. Engagement Community Engagement Scores reflect legislators' engagement with constituents, NARAL members, and the pro-choice community in actively promoting reproductive freedom.

GRADING SCALE DEFINITIONS
Legislators receiving a grade of A are outstanding champions for women. They devote tremendous time and energy to protecting women's health and A promoting economic justice. They actively and energetically promote bills and policies that stand with women.
B Legislators receiving a grade of B are solid allies for women. They devote time and energy to advancing a reproductive freedom agenda. They do more than just vote; they use the power of their office and position to positively impact B reproductive freedom.
Legislators receiving a grade of C support women and families by voting to C protect access to a full range of reproductive healthcare options.
Legislators receiving a grade of D occasionally vote for positive policies for D women and families, but do not protect access to abortion and/or birth control.
