Hon Brad Pettitt to the Minister for Education and Training: I refer to the water leak issue at Safety Bay Senior High School, and community reports the school is currently losing 60,000 litres of water per day, and I ask: (a) has the leak been rectified: (i) if no to (a), what will the Minister do to ensure the school is not financially impacted by this leak; (b) what has been done to rectify the leak so far; (c) how much money has been spent attempting to rectify the leak to date; (d) has the location or locations of the leak been identified; (e) has the cause of the leak been identified: (i) if yes to (e), what is or are the issues; and (ii) if yes to (e), what is required to resolve the leak: (A) when will this take place; and (f) is there a maintenance and upgrade plan for Safety Bay Senior High School: (i) if yes to (f), can the Minister please table this plan; and (ii) if no to (f), why not? 202. Hon Dr Steve Thomas to the Minister for Regional Development representing the Minister for Energy: I refer to question without notice 297, asked on 17 June 2021 and answered on 22 June 2021, and I ask: (a) does the table presented in the answer represent all State Government power generation in Western Australia; (b) if no to (a), what does it represent; (c) given the question asked for the output of “each Synergy generation plant” will the Minister now provide the output for each individual plant as asked; (d) why has renewable energy production dropped from 98 GWh in 2017-2018 to under 6 GWh in each following year; and (e) given that coal fuel energy production has dropped by 24 per cent over two year from 2017-2018 to 2019-2020, what is the expected drop in production by 2025 given the announced closure of two Muja power station units? HON DR BRAD PETTITT (South Metropolitan) [3.11 pm]: Thank you, President. May I begin by also congratulating you on your election to the role. I would also like to congratulate all my colleagues here today on their recent election to this chamber. I would like to begin my inaugural speech by acknowledging the Whadjuk people as the traditional owners of the land on which we meet, and recognise that their culture, heritage and beliefs are still important today. Now, during National Reconciliation Week, it feels even more appropriate to acknowledge this, as it highlights an issue that is fundamental to our state’s and, indeed, our nation’s future. As WA moves towards 2029, 200 years since the establishment of the Swan River Colony, we have a unique opportunity to speed up our journey of reconciliation.

CARAVAN AND CAMPING GROUNDS REGULATIONS 1997 Petition HON TJORN SIBMA (North Metropolitan) [2.03 pm]: On behalf of Hon Simon O’Brien, I present a petition containing 22 signatures couched in the following terms. To the President and Members of the Legislative Council of the Parliament of Western Australia in Parliament assembled. We the undersigned are OPPOSED to the Caravan and Camping Grounds Regulations 1997 (Regulations) in its current form. We believe that the Regulations are outdated, inadequate and do not accurately reflect the needs of the community, local businesses, and the quality of self-contained habitable vehicles and trailers (mobile dwellings). Self-contained mobile dwellings represent a suitable affordable housing option for many different people in our community, particularly for retirees, small families and seasonal workers. The need for low cost, mobile dwellings is especially important in the current environment of rental housing shortages and unaffordability affecting our community. We therefore ask the Legislative Council to recommend the following modifications to the Regulations: 1. Create a new term and meaning to accurately categorise self-contained mobile dwellings, including tiny homes on wheels, caravans and motorhomes. Self-contained mobile dwellings should not be classed and regulated the same as non-self-contained vehicles or tents, and, as such, should NOT be defined as “camping” while they are being inhabited on private property.

HON PETER KATSAMBANIS (North Metropolitan) [8.08 pm]: I put on record that, of course, I support the disallowance motion. It is with some regret that I had to bring this motion to the house, because we dealt with a very similar issue in this place almost two years ago to the day. At that time, the City of Fremantle chose to implement a local law that would impose a condition on retailers to charge consumers if they were issuing them with one of the time-honoured plastic bags that are sometimes called single-use plastic bags. Parliament sent a strong message at the time to the City of Fremantle that although its aim was laudable—of litter reduction and the prevention of potential environmental issues of plastic bags through their misuse and getting into the rubbish stream or the broader ecosystem through water sources—it was not a matter that was best dealt with on an ad hoc basis by individual local governments.
