Executive Summary

The Israeli assault on Gaza has started on 6th July, 2014 and continued till the temporary cease fire had been declared on 5th August, 2014. In addition to the murder of about 2,000 civilians, the injury of about 11,000; many of them are in critical conditions, destruction of Thousands of houses, hospitals, schools, farms…etc., the water and wastewater sector had its share in these damages. A preliminary damage assessment has been conducted by CMWU and Municipal Water Departments during the cease fire period 5-8 August, 2014. In some neighborhoods it has not been possible to investigate a detailed assessment due to the massive damage and the need to make heavy and intensive excavations. Rather, the damage assessment teams had documented visible damages that are clear above the ground or were realized due to leaking parts of the system or nonfunctioning components. For that reason a small contingency budget line has been considered in the cost estimate.

The Damage Assessment Report has included the direct visible damages with a cost estimate of MUSD 34. 434 and has indicated whether the visible damage is complete or partial. Needed interventions have been summarized according to the following stages: 1. Immediate Humanitarian Interventions, with a cost estimate of MUSD 30.826 over a six month period post of the war. These interventions include basically the rapid repairs which are needed to put the system in operation without guaranteeing the system efficiency while can be implemented easily in addition to providing the needed operational requirements such as fuel supply, disinfection materials and most importantly providing the minimum amount of water for the displaced people who lost their houses at a rate of 20 l/c/d of domestic water and 3 l/c/d of potable water while maintaining the minimum level of sanitary and hygiene requirements. 2. Early Recovery Intervention, with a cost estimate of MUSD 32.690 planned to be implemented in one year starting from the early stages. The components under this stage are planned to respond to recovering the water and wastewater systems to the status before the water, including the full repair or reconstruction of damaged facilities and enabling the operation and maintenance of the water and wastewater systems. 3. Long term interventions, with a cost estimate of MUSD 620. Such components shall address the developmental plan according to PWA strategy in the light of the well- known deficiency in water resources and the deteriorated level of service, in addition to the governance issues. The report also includes annexes with some details on damages. The methodology in costing the different components has been based on some assumptions that are also included in the report; the most important among them is the availability of materials and equipment without borders restrictions. Cost estimates have not included any indirect costs due to environmental and public health impacts which are still to be assessed in the near future.

1. Introduction:

On 6th July 2014 the Israeli aircrafts started shelling Gaza Strip from the air, and the military Israeli boats were shelling Gaza Strip coast all over the shore line, afterwards the Israeli tanks starts invading the Gaza Strip from different locations.

Before the war, PWA had submitted the coordinates of water and wastewater facilities to the Israeli side and During the war CMWU has submitted all the water and waste water facilities coordinate locations to the ICRC agency to coordinate with the Israeli military to avoid shelling these locations which will lead to severe humanitarian crisis if water is stopped supplying or if wastewater flooding happens in case of targeting these locations.

During the war, a coordination process had been established involving ICRC to coordinate access of technicians to make urgent repairs and operation of some of the water facilities.

Most of the efforts were without success; so CMWU and Municipal Departments managed with their own staffs to make the most urgent repairs only during the cease fire hours. Sadly, and during performing the repairing of the water network the team were targeted by the Israeli Military Forces resulted in the killing 7 technicians and operators among CMWU staff and municipal staff in Gaza, Rafah and El Burij areas.

During the 3 days cease-fire (Tuesday 5-8-2014 up to Thursday 7-8-2014 ) , CMWU and the Municipal Water and Wastewater Departments in coordination with PWA have intensively worked on repairing some of and surveying the damages in all water and waste water infrastructure facilities all over the Gaza Governorates. However, as a fast track and in order to re-establish some of the main water and sewage carriers, henceforth provide minimum services to the most affected areas (Mostly in Rafah , Gaza, Northern Area ,and Eastern Parts of Khanyunis ), WB, UNICEF , and ICRC allocated emergency budget in order to repair damages occurred in the incursion areas.

This report is summarizing the descriptive damage assessment, informative data sheets and photos related to damaged sites and facilities, where all physical, technical faults and damages have been recorded with detailed requirements of technical and financial estimates required to remedy and relief the situation as per the indicative implementation time table.

In addition, the water supply to Eastern Villages of Khanyounis and the Middle area from the Israeli side has been interrupted for long times due to damages possibly resulting from movements of the Israeli tanks and operation of the Israeli army at the eastern side of Gaza. Water supplies to the Eastern villages had resumed intermittently after so many times of

interruption and repairs but still have not reached the steady flow as before the war. Meanwhile, the water supply to the middle area from Mekorot has not been resumed due to unknown reasons, although a physical inspection had been conducted on the route of the line and no leakage has been found in Gaza side.

Therefore, the CMWU in its Press Release 2 weeks after the war announced its complete incapability to keep providing its services for the inhabitants of the Gaza Strip and a list of reported damaged locations were identified. Further, and due to the paralyzed ability of movement safely, PWA and CMWU had issued a press release on 31st July, 2014 declaring Gaza as a catastrophic area in terms of water supply and sanitation.

2. Damage Assessment Methodology

The damage assessment has taken place During the 3 days cease fire declaration in the period 5-7 August, 2014. The Water Municipal Departments teams were coordinated with CMWU regional coordinators to carry out detailed physical investigation to assess various damages occurred during the period of Israeli Military Offensive in all Gaza Governorates for water and wastewater infrastructure and facilities.

2.1. Gaza, an area of catastrophe

The level of service has dropped to below than 20% of the normal in terms of water supply quantities while to zero % in terms of wastewater treatment. Restrictions encountered were due to the following reasons: 1. Unsafe movement of the staff. 2. Complete absence of electricity supplies for some days in most of Gaza areas. 3. No access to the water wells in the 3 Km with zone declared by Israel to be ‘ no- go area” where about 50 water wells became out of reach. 4. Total or partial damages to the water and wastewater facilities. 5. Limited availability of Fuel supply to operate the stand-by Generators. 6. Damages in the water distribution and wastewater collection systems which disabled the operation of some facilities even should they have not been subject to damages.

2.2. Damage Classification

Damages assessment report is provided for all types of damages whether it is physical or operational damages which have affected the continuity of services and the level of interruptions.  Facilities, structures and civil works damages  Mechanical and electrical damages  Water and wastewater networks and its associates.  Operational damages and interruptions  Logistical damages  Loss of life for employees and operators

Targeted facilities and infrastructures

The following facilities and infrastructures including all associated elements and systems listed here below have been assessed and evaluated with respect to different types of damages:  Water wells and its associated systems  Water reservoir  Water distribution networks  Wastewater pumping stations  Wastewater treatment plants  Wastewater collection networks and its associates  Administrative and operation buildings and stores  Vehicle and trucks  Staff and employees

2.3. Damages assessment forms for field survey.

The designated field survey form is configured to include for the following items and details:  Date of assessment  Name of assessment team work  General description of event  Damage location and site  Type of damages as per each anticipated system  Damage magnitude (Serious, Moderate, Light)

2.4. Unforeseen Damages

Due to the fact that massive destruction has taken place in specific areas such as Shejaya in Gaza, Khusaa, East Rafah and Beit Hanoun, it has been difficult to quantify damaged infrastructures underground. Rubble should be removed and streets to be opened and some excavations shall be needed. The assessment Report has estimated such damages approximately based on the known infrastructures from existing maps. Meanwhile costs of environmental and health consequences cannot be estimated at this stage. An allowance to cover the unforeseen direct damages of infrastructures has been considered in the calculations.

2.5. Review and compilation of the Damage Assessment Report:

A Joint team of PWA and CMWU have revised the raw data and information, the cost of damages and the needed Immediate Humanitarian interventions. The report has followed the format designed by the Ministerial Committee and has covered three phases of interventions: 1. Immediate Humanitarian interventions 2. Early Recover Interventions 3. Long Term interventions The report has also included a summary of infrastructure damages at a regional level.

2.6. Fund Raising

 Assessment report to be endorsed by the government and introduced to the international community for pledging and commitment at donor’s conference.  Technical appraisal to be conducted by the international funding agencies.  PWA/CMWU will provide Project Proposals.  Financial agreements to be signed with Palestine Government.  Coordination between PWA/CMWU with WASH cluster on humanitarian interventions.

3.1. Summary Situation Prior to Assault - Gaza Strip population is about 1,800,000 inhabitant living under sever blockage since 2006. - Water abstraction was 180 MCM/yr with resources deficit about 70 MCM/yr. - Continuous decline in the groundwater level due to over water abstraction. - Significant water salinity increase as a result of seawater intrusion. - Per capita water consumption was in the range of 90 l/c/d. - 95% of the supplied water is far from the WHO standard. - 98% of people were served by water distribution network. - The network distribution system efficiency was in the range of 55%. - More than 70% were connected with sewerage collection systems. - 35 MCM/yr of wastewater are either poorly treated or untreated and mainly disposed to the sea or percolated to the aquifer. - Revenue collection efficiency was 25% in average due to high unemployment and deteriorated economy

3.4. Financing Required

3.4.1. Assumptions, methodology for financing, and basis for unit costs.

 Cost implications on the contamination of Water Resources, Environment and Public health consequences due to unknown chemical composition of weapons used by Israel, floods of wastewater, disposal of untreated effluents to the sea and the aquifer have not been taken in consideration.  Normal delivery of construction materials, goads and equipment without any restrictions.  Availability of power supply and fuel.  Free access for staff and experts.  The cost estimate for water and wastewater network has been based on linear meter cost including all required fittings and accessories and the installation cost.  The number of displaced people is around 200,000.00 based on UNRWA figures.  The material prices are tax inclusive.  Assessment report to be endorsed by the government and introduced to the international community for pledging and commitment at donor’s conference.  Technical appraisal to be conducted by the international funding agencies.  PWA/CMWU will provide Project Proposals.  Financial agreements to be signed with Palestine Government.  Coordination between PWA/CMWU with WASH cluster on humanitarian interventions.

Long Term Interventions The following programs have been committed as part of the long term intervention for water and sanitation development and have not been considered in the long term intervention estimate mentioned in tem b above.
