The determination of a REPPIR off-site emergency planning area defines the area around a site within which, in the opinion of ONR, any member of the public is likely to be affected by a reasonably foreseeable radiation emergency (as defined in REPPIR), and constitutes an important component of the UK’s overall emergency response framework. In relation to this area, the local authority is required to prepare an adequate off-site emergency plan with the purpose of minimising, so far as is reasonably practicable, radiation exposures to those likely to be affected by such an emergency.

Election results from the immediate post-reorganisation period were painstakingly collected by Alan Willis largely, although not exclusively, from local newspaper reports. From the mid- 1980s onwards the results have been obtained from each local authority by the Elections Centre. The data are stored in a database designed by Lawrence Ware and maintained by Brian Cheal and others at Plymouth University. Despite our best efforts some information remains elusive whilst we accept that some errors are likely to remain. Notice of any mistakes should be sent to [email protected]. Historical research in conjunction with an addendum to a desk-based assessment revealed that the house was built in the late-18th century and not c. 1830, as had originally been assumed. The empty plot was purchased by a carpenter John Edleston the Elder, who built the existing townhouse, which he and his son [also John Edleston] would occupy till the early 19th century. During the 19th century, the house was acquired by a local calico magnate called James Pearson, then a surgeon called James Pickup, before being sold and used as the superintendent’s residence for the new County Police Station, which was built on the site of the demolished 51 King Street. The townhouse was a solitary reminder of what was once a very desirable residential area of Blackburn. Unfortunately, the only other structure of comparable age and status that still remained was 61 King Street, whilst the rest of the buildings comprised modern 20th century shops of assorted descriptions and a builder’s merchants. The property appeared to be structurally sound from the exterior, but the interior was in a poor state of repair. The townhouse had been stripped of most of its internal features, but the decoration, which appeared to date to the early 19th century, was still retained.
